Add celery, green onion, and bell pepper; cook and stir until soft, about 10 minutes. Stir in half-and-half and parsley, season with salt and black pepper, and cook until just begins to boil. Add oysters, liquid from can, and hot sauce; bring to a simmer and cook until oysters begin to curl, 10 to 15 minutes. Remove stew from heat; let sit 5 minutes before serving.
