A ways and means committee is a government body that is charged with reviewing and making recommendations for government budgets. The term "ways and means" originated with the English Parliament (later the British Parliament and UK Parliament) and refers to the provision of revenue to meet national expenditure requirements and to implement the objectives of economic policy. Ways and means are principally provided by the imposition of taxation. Because the raising of revenue is vital to carrying out governmental operations, such a committee is literally tasked with finding the ways and means with which to raise that revenue.
United Kingdom
In Britain, budget resolutions, upon which the Finance Bill is based, are in fact Ways and Means resolutions. Ways and Means resolutions are also used to make provision for an increase or decrease in national debt (through the Consolidated Fund or the National Loans Fund).
The Committee of Ways and Means, in effect between 1641 and 1967, was the body responsible for proposing changes in taxation to Government. Any Minister could make proposals to the committee. The Chairman of Ways and Means, an appointed role, presided over the Committee.
"Ways and Means" is an episode of the BBCsitcomPorridge. It first aired on 3 October 1974. In this episode, Fletcher intends to help new prisoner McLaren, a wild Scotsman.
Synopsis
The episode opens with Fletcher and several other inmates sewing fishing nets. Fletcher complains to Barrowclough, who is supervising them, but Barrowclough scolds Fletcher by saying it's his own fault that he lost his trusted position at the farm. Barrowclough also expresses shock at new prisoner McLaren's prison infraction of assaulting a prison officer by dunking his head in a pot of soup. McLaren says the officer insulted him by calling him a "black bastard", which Fletcher points out is not exactly wrong as McLaren is black and of illegitimate birth. Barrowclough then expresses disappointment at Fletcher's recent attitude, although he also admits he is grateful for Fletcher giving him advice for his marital problems. Taking advantage of this, Fletcher asks Barrowclough to help him get a job in the library.
The subpoenas are handed out in the hearing over Bartlet's concealment of his multiple sclerosis. The special prosecutor, Clement Rollins (Pryor), appears to be both fair and responsible, but C.J. believes the White House will be better served in the public eye if investigated by a partisan agent. She therefore decides—against the strong objections of White House counsel Oliver Babish—to present Rollins as an ally of the administration, thereby forcing Congress to take control over the investigation. Meanwhile Donna, unwittingly, becomes entangled in potential problems over the hearings. Ainsley Hayes sets her up on a date with the Republican House Government Oversight Committee counsel Clifford Calley, but even though the date seems to go well, Calley then leaves her quite abruptly in the middle of the street. Donna later realizes the reason: his congressional committee is the one that will be in charge of the investigation, and a relationship between the two could constitute a conflict of interest.
