A county council is the elected administrative body governing an area known as a county. This term has slightly different meanings in different countries.
United Kingdom
County councils were formed in the late 19th century. In the various constituent countries of the United Kingdom councils had different powers and different memberships. Following local government reforms in the 1970s, county councils no longer exist in Scotland or Northern Ireland. In England they generally form the top level in a two-tier system of administration; in Wales they are unitary authorities.
England
In England county councils were introduced in 1889, and reformed in 1974. Since the mid-1990s a series of local government reorganisations has reduced the number of county councils as unitary authorities have been established in a number of areas. County councils are very large employers with a great variety of functions including education (schools and youth services), social services, highways, fire and rescue services, libraries, waste disposal, consumer services and town and country planning. Until the 1990s they also ran colleges of further education and the careers services. That decade also saw the privatisation of some traditional services, such as highway maintenance, cleaning and school meals.
A County council (Norwegian:Fylkesting) is the highest governing body of the county municipalities in Norway. The county council sets the scope of the county municipal activity. The council is led by a chairman or county mayor (fylkesordfører). Members of the council are elected for a four-year term through the general local elections. It is common for members of a county council to also hold seats in municipal councils, but very rare that they also hold legislative (Storting) or other government office, without a leave of absence.
History
The county council has its roots in the Amtsformandskabet created in 1837. Starting in 1964, members of the county councils were appointed by the municipal councils. In 1975, the first general elections were held for the county councils.
County Waterford has two mountain ranges, the Knockmealdown Mountains and the Comeragh Mountains. The highest point in the county is Knockmealdown, at 794m. It also has many rivers, including Ireland's third longest river, the River Suir (184km); and Ireland's fourth longest river, the Munster Blackwater (168km). There are over 30 beaches along Waterford's volcanic coast line. A large stretch of this coastline, known as the Copper Coast has been designated as a UNESCOGeopark, a place of great geological importance. The area around Ring (An Rinn) is a Gaeltacht, an Irish-speaking area.
The newly elected Sinn Féin MP for the constituency was Cathal Brugha. Like other Sinn Féin MPs elected that year, he did not take his seat at Westminster but instead, took a seat in the revolutionary First Dáil which assembled in Dublin on 21 January 1919. As better known figures were under arrest, Brugha became the first presiding officer (with the title of Ceann Comhairle) and a day later the first head of government (with the title of President of Dáil Éireann), of the Irish Republic.

According to the 2011 Irish Census, there are 65,928 in the Waterford Metropolitan District, however it does not include its suburbs in County Kilkenny and County Wexford. There are over 80,000 within a 15km radius of the city centre.
Geography and local government
With a population of 46,732, Waterford is the fifth most populous city in the State and the 32nd most populous area of local government.
Following the Local Government Reform Act 2014, Waterford City and County Council is the local government authority for the city. The authority came into operation on 1 June 2014. Prior to this the city had its own local council, Waterford City Council. The new Council is the result of a merger of Waterford City Council and Waterford County Council. The Council has 32 representatives (councillors) who are elected from five electoral areas. The city itself forms three of the electoral areas – which when combined form the Metropolitan District of Waterford – and returns a total of 18 councillors to Waterford City and County Council. Residents in these areas are restricted to voting for candidates located in their ward for local elections. The office of the Mayor of Waterford was established in 1377. A mayor is then elected by the councillors from the two electoral areas of the Metropolitan District of Waterford every year, and there is no limit to the number of terms an individual may serve. Mary O'Halloran who was mayor during 2007–2008 was the first woman to hold the post. The current mayor is John Cummins.

The King County Council voted Tuesday to remove Councilmember Kathy Lambert from leadership roles after fallout from a controversial flyer she sent to her constituents earlier this month that was deemed racist.
The council voted 9-0 to approve the motion, which was a late addition to the council's agenda by Council Chair Claudia Balducci. The motion removes Lambert from leadership positions within the council, and also removes her from all assignments where she represents the council on external boards and committees, according to a statement from the council.
