STORYLINE:
US Vice President Joe Biden was sworn-in on Sunday morning, committing him to four more years as the nation's second in command.
Biden was surrounded by family and friends for his brief swearing-in at the Naval Observatory, his official residence in northwest Washington.
Supreme Court Justice Sonia Sotomayor, appointed by President Barack Obama as the first Hispanic to serve on the Supreme Court, administered the oath of office to Biden, who placed his hand on a Bible his family has used since 1893.
Among the 120 guests on hand to witness the vice president's second swearing-in were Attorney General Eric Holder, departing Interior Secretary Ken Salazar and several Democratic lawmakers.
Shortly before noon EST, (1700 GMT) on Sunday Obama is to be sworn in for his second term in office in a private ceremony.
Only a small number of family members were expected to attend Obama's swearing-in, including first lady Michelle Obama and daughters Malia and Sasha.
Sunday's subdued ceremonies are a function of the calendar and the Constitution, which says presidents automatically begin their new terms at noon on January 20.
Because that date fell this year on a Sunday - a day on which inaugural ceremonies historically are not held - organisers scheduled a second, public swearing-in for Monday.

After meeting with Senate Majority Leader Chuck Schumer, Laphonza Butler was sworn in to represent the people of California as the newest member of the U.S. Senate.
California Gov. Gavin Newsom selected Butler, a Democratic strategist and former adviser to Kamala Harris to fill the U.S. Senate seat made vacant by the death of Sen. Dianne Feinstein. Kamala Harris administered the oath of office to Butler, who was accompanied by family on Capitol Hill. Butler will be the only Black woman serving in the U.S. Senate and the first openly LGBTQ+ person to represent California in the chamber.
In choosing Butler, Newsom fulfilled his pledge to appoint a Black woman if Feinstein’s seat became open. However, he had been facing pressure from some Black politicians and advocacy groups to select Barbara Lee, a prominent Black congresswoman who is already running for the seat.
Newsom said in a statement that the priorities Feinstein fought for in Congress — reproductive freedom, equal protection and safety from gun violence — were under assault in the nation. Butler has lead Emily’s List, a political organization that supports Democratic women candidates who favor abortion rights. She also is a former labor leader with SEIU 2015, a powerful force in California politics.
