After the terrorist attacks on September 11, 2001 the federal government had an almost immediate reflex action in order to prevent another such occurrence. This was not unusual, as throughout American history laws have been passed that were ostensibly to provide security but eventually became too intrusive and often labeled unconstitutional. The other side of the argument is that certain laws were required to increase national security and protect American citizens, and were therefore necessary depending upon the circumstances. The Patriot Act, 20 Years Later
Immediately after 9/11, Congress rewrote the rules of U.S. surveillance by passing the Patriot Act. Fmr. Sen. Russ Feingold voted against it partly because he feared it gave the feds too much power. Soon enough, a lot more people began to see where he was coming from.

The Cybersecurity Information Sharing Act, aka CISA, will double down on all the bulk data the government has already been collecting on you. Plus now it'll allow businesses to share your personal info with the government and with each other – if they deem what you're doing a threat. But we all know that's open to interpretation.
