This national electoral calendar for the year 2012 lists the national/federal direct elections held in 2012 in the de jure and de factosovereign states and their dependent territories. By-elections are excluded, though national referendums are included.
Turkmenistan (i/tɜːrkˈmɛnᵻstæn/ or i/tɜːrkmɛnᵻˈstɑːn/; Turkmen:Türkmenistan/Түркменистан, pronounced[tyɾkmeniˈθtan]) is a country in Central Asia, bordered by Kazakhstan to the northwest, Uzbekistan to the north and east, Afghanistan to the southeast, Iran to the south and southwest, and the Caspian Sea to the west.
Turkmenistan has been at the crossroads of civilizations for centuries. In medieval times, Merv was one of the great cities of the Islamic world and an important stop on the Silk Road, a caravan route used for trade with China until the mid-15th century. Annexed by the Russian Empire in 1881, Turkmenistan later figured prominently in the anti-Bolshevik movement in Central Asia. In 1924, Turkmenistan became a constituent republic of the Soviet Union, Turkmen Soviet Socialist Republic (Turkmen SSR); it became independent upon the dissolution of the Soviet Union in 1991.
Turkmenistan (Turkmen:Türkmenistan) is a state-owned Turkmeniantelevision channel founded in 2004. As with other channels of Turkmenistan, it is under the control of the Coordinating Council for Television and Radio Broadcasting of the Cabinet of Ministers of Turkmenistan. The channel was created in order to avail the international community with the achievements of Turkmenistan in the country's historical transformations in all spheres of public life, as well as to further improve the country's information systems. Altyn Asyr has positioned itself as the main TV channel of Turkmenistan. Television is broadcast in seven different languages including Turkmen, Russian, English, French, Chinese, Arabic and Persian. The headquarters is located in Ashgabat.
The channel doesn't air Watan Habarlary, unlike the other Turkmen channels.
Most people outside of Central Asia know little about the gas-rich desert nation of Turkmenistan.
The former Soviet Republic has virtually no independent media and just a handful of bookstores. Foreign journalists and scholars are rarely granted visas to visit.
So it's no surprise that presidential elections this month in a state sometimes compared to North Korea are little more than a show staged to buttress President Gurbanguly Berdymukhammedov.

When Gurbanguly Berdymukhammedov took over as Turkmenistan's leader in late 2006, he seemed timid and uneasy with his new role. But a recent video obtained by RFE/RL's Turkmen Service shows a very confident Berdymukhammedov barking orders at officials and deriding Turkish businesses, which are among the few companies active in the isolated nation. A former career diplomat, Laura Kennedy served as Ambassador to Turkmenistan (2001-3) and to the Conference on Disarmament in Geneva (2010-13). She was a Deputy Assistant Secretary of State for European Affairs and Deputy Commandant of the National War College. She currently serves on a number of boards dealing with foreign affairs, disarmament and nonproliferation.
Allan Mustard was U.S. ambassador to Turkmenistan from January 2015 to June 2019. A career Foreign Service Officer with the Foreign Agricultural Service, Ambassador Mustard previously served as chief of the agriculture section at the U.S. embassies in New Delhi, Mexico City, Moscow, and Vienna, and at the U.S. consulate general in Istanbul; and as assistant agricultural attache in Moscow, USSR. Ambassador Mustard is a graduate of Grays Harbor College and the University of Washington, holds an M.S. from the University of Illinois at Urbana-Champaign, and a certificate in Russian from Leningrad State University. He speaks Russian, German and basic Spanish.
Aynabat Yaylymova is a citizen of Turkmenistan and has worked with a number of civil society organizations in Turkmenistan and the United States over her career. She is Founder and Executive Director of Saglyk and Progres Foundation. Saglyk.org has been working to improve public health literacy in Turkmenistan over the last 11 years, including becoming a leading source of COVID-19 information in the Turkmen language. Progres.online is an online analytical journal that promotes better, nuanced understanding of the societal trends in Turkmenistan by providing quality research and policy analysis. Progres Foundation works to support various progressive initiatives that benefit the public in Turkmenistan.
Sebastien Peyrouse, PhD, is a Research Professor at the Central Asia Program in the Institute for European, Russian and Eurasian Studies (George Washington University). His main areas of expertise are political systems in Central Asia, economic and social issues, Islam and religious minorities, and Central Asia’s geopolitical positioning toward China, India and South Asia. Slavomír Horák is an Associate Professor at the Department of Russian and East European Studies, Faculty of Social Sciences, Charles University in Prague. Xi's trip — his first abroad since his re-election earlier this month — showed off Beijing's new diplomatic swagger and gave a political lift to Putin just days after an international arrest warrant was issued for the Kremlin leader on war crimes charges related to Ukraine.
Both Moscow and Beijing have accused Washington of trying to isolate them and hold back their development as they challenge it for regional and global leadership.
In an increasingly multipolar world, the U.S. and its allies have been unable to build a broad front against Putin.
While 141 countries condemned Moscow in a United Nations vote marking the first anniversary of Russian troops rolling into Ukraine, several members of the G-20 — including India, China and South Africa — abstained. Many African nations also have refrained from openly criticizing Russia.

When Gurbanguly Berdymukhammedov took over as Turkmenistan's leader in late 2006, he seemed timid and uneasy with his new role. But a recent video obtained by RFE/RL's Turkmen Service shows a very confident Berdymukhammedov barking orders at officials and deriding Turkish businesses, which are among the few companies active in the isolated nation. The once-humble dentist appears to be following firmly in the footsteps of his predecessor, Saparmurat Niyazov. Turkmenistan's leader, Gurbanguly Berdymukhamedov, solemnly inaugurated a monument for his favourite breed of dog, the nationally revered alabai. The gold-leaf six-metre statue of the central Asian shepherd dog is the centrepiece of a busy roundabout in the country's capital, Ashgabat.

An online discussion hosted by the Central Asia Program at George Washington University on January 26, 2022 about the implications of the March 12 snap presidential elections in Turkmenistan, which are expected to see power pass from President Gurbangully Berdymukhamedow, who has ruled since 2006, to his son Serdar Berdymukhamedow. Former U.S. Ambassadors to Turkmenistan Laura Kennedy and Allan Mustard, the executive director of the NGO Saglyk Aynabat Yaylymova and IERES Research Professor Sebastien Peyrouse will address how the elections could affect the situation in the country; what we know about Serdar Berdymukhamedow, who has been nominated as the candidate of the ruling party; and whether any reforms or increased openness could be expected in the context of an increasingly difficult economic and social situation.
Speakers
A former career diplomat, Laura Kennedy served as Ambassador to Turkmenistan (2001-3) and to the Conference on Disarmament in Geneva (2010-13). She was a Deputy Assistant Secretary of State for European Affairs and Deputy Commandant of the National War College. She currently serves on a number of boards dealing with foreign affairs, disarmament and nonproliferation.
Allan Mustard was U.S. ambassador to Turkmenistan from January 2015 to June 2019. A career Foreign Service Officer with the Foreign Agricultural Service, Ambassador Mustard previously served as chief of the agriculture section at the U.S. embassies in New Delhi, Mexico City, Moscow, and Vienna, and at the U.S. consulate general in Istanbul; and as assistant agricultural attache in Moscow, USSR. Ambassador Mustard is a graduate of Grays Harbor College and the University of Washington, holds an M.S. from the University of Illinois at Urbana-Champaign, and a certificate in Russian from Leningrad State University. He speaks Russian, German and basic Spanish.
Aynabat Yaylymova is a citizen of Turkmenistan and has worked with a number of civil society organizations in Turkmenistan and the United States over her career. She is Founder and Executive Director of Saglyk and Progres Foundation. Saglyk.org has been working to improve public health literacy in Turkmenistan over the last 11 years, including becoming a leading source of COVID-19 information in the Turkmen language. Progres.online is an online analytical journal that promotes better, nuanced understanding of the societal trends in Turkmenistan by providing quality research and policy analysis. Progres Foundation works to support various progressive initiatives that benefit the public in Turkmenistan.
Sebastien Peyrouse, PhD, is a Research Professor at the Central Asia Program in the Institute for European, Russian and Eurasian Studies (George Washington University). His main areas of expertise are political systems in Central Asia, economic and social issues, Islam and religious minorities, and Central Asia’s geopolitical positioning toward China, India and South Asia. He authored and co-authored several books on Central Asia, including Turkmenistan: Strategies of Power, Dilemmas of Development (Routledge, 2012).

Slavomír Horák is an Associate Professor at the Department of Russian and East European Studies, Faculty of Social Sciences, Charles University in Prague. His research covers political, social and economic issues in the former USSR, with a focus on Central Asia. He conducts a systematic research on Turkmenistan’s domestic issues, especially informal politics and state- and nation-building.
This national electoral calendar for the year 2012 lists the national/federal direct elections held in 2012 in the de jure and de factosovereign states and their dependent territories. By-elections are excluded, though national referendums are included.
