In 1968 the East-West agreement is established to halt nuclear proliferation. One of the clauses, the Fourth Protocol, forbids the non-conventional delivery of a nuclear weapon to a target.
MI5 officer John Preston (Michael Caine) breaks into the residence of British government official George Berenson (Anton Rodgers) on New Year's Eve and finds a number of top secret NATO files that should not have been there. He reports his findings to high-ranking British Secret Service official Sir Nigel Irvine (Ian Richardson), who deals with the leak. Preston's unauthorised method of retrieving the documents embarrasses the acting-Director of MI5, Brian Harcourt-Smith (Julian Glover), and as punishment for his insubordination, Preston is relegated to lowly "Airports and Ports".
KGB officer Major Valeri Petrofsky (Pierce Brosnan) is sent on a mission to the United Kingdom by General Govershin (Alan North), the head of the KGB. Govershin's subordinate, Borisov (Ned Beatty), complains to his old friend General Karpov (Ray McAnally), about his espionage department being stripped of resources and personnel, particularly his star officer Petrofsky. A surprised Karpov quietly investigates and learns about Petrofsky's unsanctioned mission – to violate the Fourth Protocol by assembling and detonating an atomic device so that it will appear to be a nuclear accident at a nearby military base. It is intended to strain British-US relations and strengthen the anti-nuclear movement in advance of an election in favour of the Soviet Union.
The Fourth Protocol is a novel written by Frederick Forsyth and published in August 1984.
Etymology
The title refers to the 1968 Nuclear Non-Proliferation Treaty, which (at least in the world of the novel) contained four secret protocols. The fourth of the protocols was meant to prohibit non-conventional deliveries of nuclear weapons, i.e. by means other than being dropped from aircraft or carried on ballistic missiles. This included postal delivery or being assembled in secret, close to the target, before being detonated.
Plot
On New Year's Eve 1986, professional thief Jim Rawlings breaks into the apartment of a senior civil servant, and unintentionally discovers stolen top secret documents. Despite being one of the most notorious thieves in London, he is enough of a patriot to anonymously send the documents to MI5 so that they might locate the traitor.
In Moscow, British defector Kim Philby drafts a memorandum for the Soviet General Secretary stating that, if the Labour Party wins the next general election in the United Kingdom (scheduled for sometime in the subsequent eighteen months), the "hard left" of the party will oust the moderate populist Neil Kinnock in favour of a radical new leader who will adopt a true Marxist-Leninist manifesto, including the expulsion of all American forces from the United Kingdom and the country's withdrawal from and repudiation of NATO. In conjunction with a GRU general, an academic named Krilov, and a master strategist, Philby devises "Plan Aurora" to ensure a Labour victory by exploiting the party's support for unilateral disarmament — although it is noted that the strategist, a nuclear physicist and chess Grand Master, has come up with most of the plan's strategy.
The game was released in 1985 by Hutchinson Computer Publishing, a subsidiary of the publishing house Hutchinson. It was designed by John Lambshead and Gordon Paterson, and the programming was credited to the Electronic Pencil Company Ltd. The game was released for the ZX Spectrum in July 1985, with the Commodore 64 release following one month later, and the Amstrad CPC conversion in 1986. The game was split into three parts, and large sections of the programming was outsourced to others: Andrew Glaister (program conversion Spectrum, parts one and two), Dave Jones (programming Spectrum, part three), Ray Owen (graphics Spectrum, part three) and John Gibbons (programming C64, part three). The IBM PC version was developed for the Electronic Pencil company, by a developer named Brian Mallett. The PC version was written in 8086 assembler and used CGA graphics in 4 colour mode. The PC version was ported from the Z80 and 6502 versions. The PC version did not use DOS but booted up from its own floppy disk.
