Telecommunications data retention
In the field of telecommunications, data retention (or data preservation) generally refers to the storage of call detail records (CDRs) of telephony and internet traffic and transaction data (IPDRs) by governments and commercial organisations. In the case of government data retention, the data that is stored is usually of telephone calls made and received, emails sent and received and websites visited. Location data is also collected.
The primary objective in government data retention is traffic analysis and mass surveillance. By analysing the retained data, governments can identify the locations of individuals, an individual's associates and the members of a group such as political opponents. These activities may or may not be lawful, depending on the constitutions and laws of each country. In many jurisdictions access to these databases may be made by a government with little or no judicial oversight (e.g., United States, UK, Australia).
In the case of commercial data retention, the data retained will usually be on transactions and web sites visited.

Drug Addiction Treatment Act
The Drug Addiction Treatment Act of 2000 (DATA 2000), Title XXXV, Section 3502 of the Children's Health Act, permits physicians who meet certain qualifications to treat opioid addiction with Schedule III, IV, and V narcotic medications that have been specifically approved by the Food and Drug Administration for that indication. Such medications may be prescribed and dispensed by waived physicians in treatment settings other than the traditional Opioid Treatment Program ("methadone clinic") setting.
Since there is only one narcotic medication approved by the FDA for the treatment of opioid addiction within the Schedules given, DATA 2000 basically refers to the use of buprenorphine for the treatment of opioid addiction. Methadone and LAAM are Schedule II narcotics approved for the same purpose within the highly regulated methadone clinic setting.

List of unidentified decedents in the United States
An unidentified decedent, or UID, is a deceased person whose legal identity is unable to be determined by law enforcement. Although the majority of UIDs are identified soon after their bodies are recovered, it is not uncommon for bodies to remain unidentified for years or even decades. There are approximately 40,000 unidentified decedents in the United States at any given time.
A deceased body can be identified in several different ways. Most commonly, a relative of the deceased identifies the body by sight. However, if a body is heavily decomposed, skeletal, or unrecognizable due to severe facial trauma at the time of recovery, other methods must be used. Some other common modes of identification include fingerprints, dental records, chest x-rays, and as a last resort, comparing the deceased's DNA to the DNA sequence of a genetically close relative such as a parent or sibling. In some cases, circumstantial evidence can be used to formally identify a body; for example, if the deceased has a driver's license on their person, or is found deceased on their own property after going missing, those context clues can be used to make an identification. Since identification of a deceased individual is a legal matter, officials require a high degree of certainty in order to make a formal identification.

Telecommunications data retention (TDR) has become a reality in most Western countries. Protagonists claim that the collection of massive amounts of data on the communication behavior of all individuals within a country would enable law enforcement agencies to exploit patterns in the stored data to uncover connections between suspects.
While this is obviously true for investigations after an incident happened, there is up to now no critical and sound assessment publicly available that evaluates whether TDR brings any pro-active benefits for the above mentioned, justified purposes.
In this talk we give for the first time a critical assessment of the power of TDR based on methods from information theory. To this end we have employed agent based simulations, which mimic the communication behavior of a large community including a dark-net of alleged suspects. The structure and statistics of our telecommunication simulation, which drive the dynamics of telephone calls and simulated TDR data, were generated according to known statistics of real-world telecommunications networks.
Hiding in the unavoidable noise seems to be a passive strategy for terrorists to circumvent pro-active detection. This stems from a "needle in the haystack"-problem, that arises due to the small number of conspirators compared to the number of other participants.
In particular situations and with adopted strategies suspected terrorists might be able to eventually exploit TDR for their purposes and take an active approach to hiding in the crowd. Such TDR exploits would lower the probability of detection by law enforcement agencies and render TDR a potential security threat. Again, we use our simulations and our analysis procedure to assess this problem.

Disambiguation or Entity Linking is the assignment of a knowledge base identifier (Wikidata, Wikipedia) to a named entity. Our goal was to improve an MVP model by adding newly created knowledge while maintaining competitive F1 scores.
Taking an entity linking model from MVP into production in a spaCy-native pipeline architecture posed several data science and engineering challenges, such as hyperparameter estimation and knowledge enhancement, which we addressed by taking advantage of the engineering tools Docker and Kubernetes to semi-automate training as an on-demand job.
We also discuss some of our learnings and process improvements that were needed to strike a balance between data science goals and engineering constraints and present our current work on improving performance through BERT-embedding based contextual similarity.

In this talk, we'll show how to succeed on the tail by reasoning over structured data. We demonstrate that Bootleg matches or exceeds state-of-the-art performance on three NED benchmarks and that the learned representations from Bootleg demonstrate up to 8% performance lift in a production task. Finally, we observe that embeddings from self-supervised models like Bootleg are increasingly being served to downstream applications, creating an embedding ecosystem. We initiate the study of the data management challenges associated with this ecosystem.

Addiction is a neurological disorder that affects the reward system in the brain. In a healthy person, the reward system reinforces important behaviors that are essential for survival such as eating, drinking, sex, and social interaction. For example, the reward system ensures that you reach for food when you are hungry, because you know that after eating you will feel good. In other words, it makes the activity of eating pleasurable and memorable, so you would want to do it again and again whenever you feel hungry. Drugs of abuse hijack this system, turning the person’s natural needs into drug needs.
The brain consists of billions of neurons, or nerve cells, which communicate via chemical messages, or neurotransmitters. When a neuron is sufficiently stimulated, an electrical impulse called an action potential is generated and travels down the axon to the nerve terminal. Here, it triggers the release of a neurotransmitter into the synaptic cleft - a space between neurons. The neurotransmitter then binds to a receptor on a neighboring neuron, generating a signal in it, thereby transmitting the information to that neuron.
The major reward pathways involve transmission of the neurotransmitter dopamine from the ventral tegmental area – the VTA - of the midbrain to the limbic system and the frontal cortex. Engaging in enjoyable activities generates action potentials in dopamine-producing neurons of the VTA. This causes dopamine release from the neurons into the synaptic space. Dopamine then binds to and stimulates dopamine-receptor on the receiving neuron. This stimulation by dopamine is believed to produce the pleasurable feelings or rewarding effect. Dopamine molecules are then removed from the synaptic space and transported back in to the transmitting neuron by a special protein called dopamine-transporter.
Most drugs of abuse increase the level of dopamine in the reward pathway. Some drugs such as alcohol, heroin, and nicotine indirectly excite the dopamine-producing neurons in the VTA so that they generate more action potentials. Cocaine acts at the nerve terminal. It binds to dopamine-transporter and blocks the re-uptake of dopamine. Methamphetamine – a psychostimulant – acts similarly to cocaine in blocking dopamine removal. In addition, it can enter the neuron, into the dopamine-containing vesicles where it triggers dopamine release even in the absence of action potentials.
Different drugs act different way but the common outcome is that dopamine builds-up in the synapse to a much greater amount than normal. This causes a continuous stimulation, maybe over-stimulation of receiving neurons and is responsible for prolonged and intense euphoria experienced by drug users. Repeated exposure to dopamine surges caused by drugs eventually de-sensitizes the reward system. The system is no longer responsive to everyday stimuli; the only thing that is rewarding is the drug. That is how drugs change the person’s life priority. After some time, even the drug loses its ability to reward and higher doses are required to achieve the rewarding effect. This ultimately leads to drug overdose.

Telecommunications data retention (TDR) has become a reality in most Western countries. Protagonists claim that the collection of massive amounts of data on the communication behavior of all individuals within a country would enable law enforcement agencies to exploit patterns in the stored data to uncover connections between suspects.
While this is obviously true for investigations after an incident happened, there is up to now no critical and sound assessment publicly available that evaluates whether TDR brings any pro-active benefits for the above mentioned, justified purposes.
In this talk we give for the first time a critical assessment of the power of TDR based on methods from information theory. To this end we have employed agent based simulations, which mimic the communication behavior of a large community including a dark-net of alleged suspects. The structure and statistics of our telecommunication simulation, which drive the dynamics of telephone calls and simulated TDR data, were generated according to known statistics of real-world telecommunications networks.
Hiding in the unavoidable noise seems to be a passive strategy for terrorists to circumvent pro-active detection. This stems from a "needle in the haystack"-problem, that arises due to the small number of conspirators compared to the number of other participants.
In particular situations and with adopted strategies suspected terrorists might be able to eventually exploit TDR for their purposes and take an active approach to hiding in the crowd. Such TDR exploits would lower the probability of detection by law enforcement agencies and render TDR a potential security threat. Again, we use our simulations and our analysis procedure to assess this problem.

Telecommunications data retention
In the field of telecommunications, data retention (or data preservation) generally refers to the storage of call detail records (CDRs) of telephony and internet traffic and transaction data (IPDRs) by governments and commercial organisations. In the case of government data retention, the data that is stored is usually of telephone calls made and received, emails sent and received and websites visited. Location data is also collected.
The primary objective in government data retention is traffic analysis and mass surveillance. By analysing the retained data, governments can identify the locations of individuals, an individual's associates and the members of a group such as political opponents. These activities may or may not be lawful, depending on the constitutions and laws of each country. In many jurisdictions access to these databases may be made by a government with little or no judicial oversight (e.g., United States, UK, Australia).
In the case of commercial data retention, the data retained will usually be on transactions and web sites visited.

Disambiguation or Entity Linking is the assignment of a knowledge base identifier (Wikidata, Wikipedia) to a named entity. Our goal was to improve an MVP model by adding newly created knowledge while maintaining competitive F1 scores.
Taking an entity linking model from MVP into production in a spaCy-native pipeline architecture posed several data science and engineering challenges, such as hyperparameter estimation and knowledge enhancement, which we addressed by taking advantage of the engineering tools Docker and Kubernetes to semi-automate training as an on-demand job.
We also discuss some of our learnings and process improvements that were needed to strike a balance between data science goals and engineering constraints and present our current work on improving performance through BERT-embedding based contextual similarity.

Abstract
Programming-by-example (PBE), can be a powerful tool to reduce manual work in repetitive data transformation tasks. However, few examples often leave ambiguity and may cause undesirable data transformation by the system. This ambiguity can be resolved by allowing the user to directly edit the synthesized programs; however, this is difficult for non-programmers. Here, we present a novel approach: data-centric disambiguation for data transformation, where users resolve the ambiguity in data transformation by examining and modifying the output rather than the program. The key idea is to focus on the given set of data the user wants to transform instead of pursuing the synthesized program’s generality or completeness. Our system provides visualization and interaction methods that allow users to efficiently examine and fix the transformed outputs, which is much simpler than understanding and modifying the program itself. The user study suggests that our system can successfully help non-programmers to more easily and efficiently process data.

Abstract:
Named Entity Disambiguation (NED) is the task of mapping textual mentions to entities in a database. A key challenge in NED is generalizing to rarely seen entities, termed tail entities. Traditional NED systems use hand-tuned features to improve tail generalization, but these features make the system challenging to deploy and maintain. In 2018, a subset of the authors built and deployed a self-supervised NED system at a major technology company, which improved performance over its hand-tuned predecessor. Motivated to understand the core reasons for this improvement, we introduce Bootleg, a clean-slate, open-source, self-supervised NED system. In this talk, we'll show how to succeed on the tail by reasoning over structured data. We demonstrate that Bootleg matches or exceeds state-of-the-art performance on three NED benchmarks and that the learned representations from Bootleg demonstrate up to 8% performance lift in a production task. Addiction is a neurological disorder that affects the reward system in the brain. In a healthy person, the reward system reinforces important behaviors that are essential for survival such as eating, drinking, sex, and social interaction. For example, the reward system ensures that you reach for food when you are hungry, because you know that after eating you will feel good. In other words, it makes the activity of eating pleasurable and memorable, so you would want to do it again and again whenever you feel hungry. Drugs of abuse hijack this system, turning the person’s natural needs into drug needs.
The brain consists of billions of neurons, or nerve cells, which communicate via chemical messages, or neurotransmitters. When a neuron is sufficiently stimulated, an electrical impulse called an action potential is generated and travels down the axon to the nerve terminal. Here, it triggers the release of a neurotransmitter into the synaptic cleft - a space between neurons. The neurotransmitter then binds to a receptor on a neighboring neuron, generating a signal in it, thereby transmitting the information to that neuron.
The major reward pathways involve transmission of the neurotransmitter dopamine from the ventral tegmental area – the VTA - of the midbrain to the limbic system and the frontal cortex. Engaging in enjoyable activities generates action potentials in dopamine-producing neurons of the VTA. This causes dopamine release from the neurons into the synaptic space. Dopamine then binds to and stimulates dopamine-receptor on the receiving neuron. This stimulation by dopamine is believed to produce the pleasurable feelings or rewarding effect. Dopamine molecules are then removed from the synaptic space and transported back in to the transmitting neuron by a special protein called dopamine-transporter.
Most drugs of abuse increase the level of dopamine in the reward pathway. Some drugs such as alcohol, heroin, and nicotine indirectly excite the dopamine-producing neurons in the VTA so that they generate more action potentials. Cocaine acts at the nerve terminal. It binds to dopamine-transporter and blocks the re-uptake of dopamine. Methamphetamine – a psychostimulant – acts similarly to cocaine in blocking dopamine removal. In addition, it can enter the neuron, into the dopamine-containing vesicles where it triggers dopamine release even in the absence of action potentials.
Different drugs act different way but the common outcome is that dopamine builds-up in the synapse to a much greater amount than normal. This causes a continuous stimulation, maybe over-stimulation of receiving neurons and is responsible for prolonged and intense euphoria experienced by drug users. Repeated exposure to dopamine surges caused by drugs eventually de-sensitizes the reward system. The system is no longer responsive to everyday stimuli; the only thing that is rewarding is the drug. That is how drugs change the person’s life priority. After some time, even the drug loses its ability to reward and higher doses are required to achieve the rewarding effect. This ultimately leads to drug overdose.
