History
The city is intended to provide residences for the staff of Imam Khomeini International Airport, and to create a balance in the settlement pattern of Tehran, establish an appropriate environment to draw in the extra population of Tehran and offer an alternative to unsystematic settlements. Parand is expected to accommodate 80,000 citizens across 1,467 hectares.

The plan was a well-planned city which responds to the community's needs. It aims to host low-income families (laborers’ and employees’ housing cooperatives) by providing low-priced residential units with bank loans thereby attracting various classes of people. In 2019, the city has not yet attained those goals.
On January 8, 2020, Ukraine International Airlines Flight 752 crashed approximately 15 kilometres north-east of the city shortly after takeoff from nearby Tehran Imam Khomeini International Airport, killing all 176 people on board. A video of a missile hitting the plane was recorded from the city.
Geography
The city of Parand is situated 10 km west from Robat Karim (situated 35 km south-west from Tehran) on the way to Saveh and it has about 13,000 students in Islamic Azad University of Parand. The city is also accessible from Tehran Imam Khomeini International Airport via the Tehran-Qom freeway.
Parand is divided into a number of areas namely an urban texture, greenery, town services, regional services and industrial district.

After the construction of the road in 1903, however, Rudehen was referred to as a place for rest midway of the road. As an example, in Matla-ol-shams written by Sani-al-doleh, it reads: "Rudehen is about 3 kilometers away from Bumahen near the Ah river and is on the left side of the road. It has 15 families, all are immigrants from Urmieh. Sani-al-doleh in 1875 and British Oliver Darsi in 1830 both passed the road and mentioned the name of the villages which are now part of the town or the surrounding areas.
In the eastern part, the village of Kreiton and Ana building complex are now part of Rudehen. The villages of Mehrabad and Golahak are being encroached upon by development accelerated by the construction of the Islamic Azad University.
Rudehen's municipality was founded in 1965. According to the national census in 1976, the population of Rudehen and suburb was 5237 out of which 6.57% were inhabited in the town and the rest in the surrounding villages. Rudehen had a population of 12000 when the Islamic Azad University (IAU) was founded in 1983. They were mostly local established families who, until the university development, remained comprised the village population. Large scale demolition and rebuilding began in the 1920s, and Tehran has been subject of mass migration of people from all over Iran, since the 20th century.[6]
The most famous landmarks of the city include the Azadi Tower, a memorial built during the Pahlavi period, and the Milad Tower, the world's 17th tallest freestanding structure which was built in 2007. The newly built Tabiat Bridge is considered as the 3rd symbol of the city.[7]
Majority of the people of Tehran are Persian-speaking people who identify themselves as Persians,[8][9] and roughly 99% of the population understand and speak Persian; but there are also populations of other Iranian ethnicities such as Azerbaijanis, Armenians, Lurs, and Kurds who speak Persian as their second language.[10]
Tehran is served by the Mehrabad and Khomeini international airports, a central railway station, the rapid transit rail system of Tehran Metro, as well as trolleybus and BRT systems, and has a huge network of highways.
There have been plans to relocate Iran's capital from Tehran to another area; due mainly to air pollution and the city's exposure to earthquakes.
