As providers of public services, implementers of industrial policy, infrastructure or transport, state-owned enterprises play a major role in the attainment of sustainable development goals. Their governance is therefore essential. AFD, in partnership with the OECD, has developed a MOOC on the governance of State-owned enterprises. Find out more in video.

Ask Prof Wolff: State-Owned Enterprises vs. Private Enterprises
A Patron of Economic Update asks: "I would like to ask you if you can talk a little bit about the efficiency of state owned enterprises. my teacher has told me that "there is consistent evidence that state owned enterprises have higher production costs than private for profit enterprises." Is it true? I would like to see you debunking once for all this argument that public programs are inefficient. Italian public discourse is filled with this kind of prejudices."

Yong Wang: State-Owned Enterprises under China’s State Capitalism
Despite lower productivity, China’s state-owned enterprises (SOEs) became more profitable than non-SOEs around 2001. Prof Yong Wang of the Department of Economics and HKUST IEMS will show how SOEs monopolized key upstream industries and, during structural change and globalization, extracted rents from the liberalized downstream industries. The seeming prosperity of SOEs is presented as a symptom of reform incompleteness that jeopardizes China’s chance to escape the middle-income trap.
At the April 25, 2015 seminar co-organized by HKUST Business School and HKUST Institute for Emerging Market Studies (IEMS), two speakers examine how China is tackling this fundamental challenge in different sectors of the economy.

Inside the Infamous Pacer: The Bus on Rails Commuters Loved to Hate | Curator with a Camera
Since we started Curator with a Camera Anthony, Bob and Thomas have worked their way through some of the most impactful vehicles in our collection including Mallard, Rocket and Flying Scotsman.
Today we're rolling out the big guns and invited Andrew McLean—Head Curator and Assistant Director of the National Railway Museum—to Locomotion in Shildon to film... The Pacer.
[Tumbleweed.]
Oh.
But wait! Could it be that the rudimentary and much-derided Pacer has an interesting story behind it? It does, after all, feature a lot of bus components in its construction—including its body and engines. And just LOOK AT IT.
Despite its reputation for discomfort and schreeching its way around the UK's rail network far beyond its life expectancy, the truth is that the now-retired Pacer enabled millions...

National Rail - Think Safe, Stay Safe
Passenger and freight trains passing through stations can generate strong slipstreams. The CCTV footage shows an incident that happened on a station platform with a pushchair that didn’t have breaks fully on. Luckily no one was hurt this time.
We encourage everyone to think safe and stay safe.
Here are few tips to help you make your journey safer:
• Keep well back from the platform edge
• Hold tight onto wheelchairs and apply breaks fully
• When travelling with pushchairs strap in, hold tight and apply breaks fully.
• Hold tight onto portable items such as luggage and other belongings

APT-E: The Tilting Tech Fest, a 1970s Vision of the Future | Curator with a Camera
Join Anthony Coulls for a detailed tour of the Advanced Passenger Train Experimental (APT-E) at Locomotion in Shildon, a truly enormous part of our collection with both a power car and a trailer car containing vast swathes of testing and recording equipment.
From tilting mechanisms to toilets containing a 50-year-old bar of British Railways soap, Anthony explores the entirety of this incredible vehicle which explored the viability of future technologies through the vision of aerospace expert Dr Alan Wickens.
While it was never put into production, APT-E was not short of achievements, one of the most noteworthy being its top speed of 152.3mph—officially still the fastest speed attained by a non-electrified rail vehicle in the UK.
Enjoy the ride!

CAUTION: SHUNTING IN PROGRESS | Behind the Scenes at the National Railway Museum
You may have heard we're making some changes at our museum. As part of our Vision 2025 project, a great many things are being overhauled, refreshed and constructed—from new exhibitions like Wonderlab (opening summer 2023) to a new roof on Station Hall and a completely new building called Central Hall.
Great Hall won't be left alone, either, and in preparation for future changes the time was right to move several locomotives inside this enormous space to get ready for Vision 2025.
However, moving Shinkansen—the only Japanese bullet train to be found outside of Japan—and several other locomotives including Eurostar was not a simple process, requiring detailed planning from our Railway Logistics Manager Ben Keegan and huge support from the Workshops and Traction team and several expert cont...

A Walk Through The National Railway Museum, York, England
The National Railway Museum is a museum in York forming part of the British Science Museum Group of National Museums and telling the story of rail transport in Britain and its impact on society. It has won many awards, including the European Museum of the Year Award in 2001. It is the home of the national collection of historically significant railway vehicles, as well as a collection of other artefacts and both written and pictorial records.
The National Railway Museum in York displays a collection of over 100 locomotives and nearly 300 other items of rolling stock, virtually all of which either ran on the railways of Great Britain or were built there. Also on the 20 acres site are many hundreds of thousands of other items and records of social, technical, artistic and historical interes...

Despite its reputation for discomfort and schreeching its way around the UK's rail network far beyond its life expectancy, the truth is that the now-retired Pacer enabled millions of people to get not just from A to B but C, D and E, too. If anyone can do its story justice, it's Andrew McLean.
Enjoy!

Also on the 20 acres site are many hundreds of thousands of other items and records of social, technical, artistic and historical interest, exhibited mostly in three large halls of a former motive power depot next to the East Coast Main Line, near York railway station. It is the largest museum of its type in Britain, attracting 727,000 visitors during the 2014/15 financial year (the largest in the world in terms of floor area of exhibition buildings is La Cité du Train in the French town of Mulhouse, although this attracts far fewer visitors than the National Railway Museum).
The National Railway Museum was established on its present site, the former York North locomotive depot, in 1975, when it took over the former British Railways collection located in Clapham and the York Railway Museum located off Queen Street, immediately to the south east of the railway station; since then, the collection has continued to grow.
There are approximately 280 rail vehicles in the National Collection, with around 100 being at York at any one time and the remainder divided between Locomotion at Shildon and other museums and heritage railways. The earliest are wagonway vehicles of about 1815. The permanent display includes "Palaces on Wheels", a collection of Royal Train saloons from Queen Victoria's early trains through to those used by Queen Elizabeth II up to the 1970s, among them some of the first rail vehicles to be set aside for preservation. Other key exhibits normally to be seen at York include the 1846 Furness Railway No. 3 "Coppernob" locomotive, and the more modern express passenger steam locomotives London and North Eastern Railway Class A3 No. 4472 Flying Scotsman (added to the collection in 2004), its streamlined sister Class A4 No. 4468 Mallard and London, Midland and Scottish Railway Princess Coronation Class No. 6229 Duchess of Hamilton. Flying Scotsman is among the exhibits intended for operation on the National Rail network from time to time.
