Special education (also known as special needs education, aided education, vocational education, and limb care authority education) is the practice of educating students with special educational needs in a way that addresses their individual differences and needs. Ideally, this process involves the individually planned and systematically monitored arrangement of teaching procedures, adapted equipment and materials, and accessible settings. These interventions are designed to help learners with special needs achieve a higher level of personal self-sufficiency and success in school and their community, than may be available if the student were only given access to a typical classroom education.
In the Dutch education system, particular education ("bijzonder onderwijs") refers to a separate category of education distinct from both public and private education, in which a school is administered by an independent board, as opposed to a government authority, while still receiving government funding. Particular schools are comparable to the concept of a charter school, with the additional characteristic of being grounded in a particular religious denomination or educational philosophy. Particular education is not to be confused with "speciaal onderwijs", which refers to schools specialized to deal with physical and/or learning disabilities.
Definition
Particular schools differ from both public and private schools in the way they are funded and run. While privately run, particular schools are not altogether outside the control of the Dutch Ministry of Education, as they are subsidized on equal footing with public schools, and cannot charge tuition over the statutory rate. They are therefore also distinct from private schools—of which there are a small but increasing number in the country—which get no subsidies and can charge market tuition.

Special schools shortage leave thousands of kids ‘lost’ in system
Thousands of the most vulnerable and troubled children in England have been lost in the education system because there is not enough specialist provision to look after them, with many ‘high risk’ kids being out of school for nearly two years.
Sky News has spoken to education leaders who say there are not enough special schools for children with severe behavioural and mental health problems.
And the problem is likely to get worse as children suffering mental problems from the pandemic enter the system.

According to the director of schools for Jefferson County, Joseph Lee is being investigated after having physical conduct with a student in a disciplinary manner.
“If we want to model practicing general and special education teachers [collaborating] in schools, we need to make sure we’re modeling that in higher ed, as well,” Peltier said.
She and other special education teachers have been speaking with school leaders about what Pathways looks like for students in the special education program ... Other schools at Jefferson will be.
“We held a Cops and Kids field day event earlier in the year at NorwayneHighSchool. We partnered with Norwayne’s intervention specialist Denise Followay and invited special needs children from all schools to attend the field day,” Meshew said.
