Secretary of State or State Secretary is a commonly used title for a senior or mid-level post in governments around the world. The role varies between countries, and in some cases there are multiple Secretaries of State in the Government.
There are a number of Secretaries of State, each formally titled "Her Majesty's Principal Secretary of State for ...". Legislation generally only refers to "The Secretary of State" without specifying which one; by virtue of the Interpretation Act 1978 this phrase means "one of Her Majesty’s Principal Secretaries of State". These positions can be created without primary legislation, nowadays at the behest of the Prime Minister.
History
Kingdom of England
In the Middle Ages the kings of England were attended by a cleric called their "king's clerk" and later "secretary", who dealt with their correspondence. Until Henry VIII, there was usually only one secretary, but under him a second appeared. In the time of Elizabeth I (1558–1603) these men gained the title "Secretary of State". With Cabinet government after 1688, the Secretaries of State took on higher duties. Their posts came to be known as the Secretary of State for the Northern Department and the Secretary of State for the Southern Department. Both dealt with Home Affairs, but they divided Foreign Affairs, so that one dealt with the Protestant states of northern Europe and the other with the Roman Catholic states of southern Europe.
The Secretary of State was the name of several official governmental positions – supervising war, foreign affairs, the navy, the king's household, the clergy, Paris, and Protestant affairs – during the Ancien Régime in France, roughly equivalent to the positions of governmental ministers today. The positions were created in 1547, but gained in importance only after 1588. The various secretaries of state were considered part of the Great Officers of the Crown of France.
History
Secretaries of State first appeared in 1547 under the reign of Henry II, but only gained in importance from 1588 on. The various secretaries of state were from that point on considered part of the Great Officers of the Crown of France.
At their creation, there were four secretaries of state, but at various times in their history there appeared five. Under Louis XV there were five secretaries in September 1718 (at the death of Guillaume Dubois) and again from 1763 to 1780, when fifth department was created for Henri Léonard Jean Baptiste Bertin dealing with financial affairs.
Kentucky is known as the "Bluegrass State", a nickname based on the bluegrass found in many of its pastures due to the fertile soil. One of the major regions in Kentucky is the Bluegrass Region in central Kentucky which houses two of its major cities, Louisville and Lexington. It is a land with diverse environments and abundant resources, including the world's longest cave system, Mammoth Cave National Park, the greatest length of navigable waterways and streams in the contiguous United States, and the two largest man-made lakes east of the Mississippi River.
Kentucky wine refers to wine made from grapes grown in the U.S. state of Kentucky. About 45 wineries operate commercially in Kentucky, with most recent plantings focusing on Cabernet Sauvignon, Chardonnay, and Cabernet Franc. Kentucky produced over two million gallons of wine in 2011.
History
One of the first attempts at large-scale commercial viticulture in the United States started in Kentucky in 1799, with plantings by the Kentucky Vineyard Society. The relatively mild climate of Kentucky, especially in the Ohio River Valley, made Kentucky an attractive place for early American winemaking. By the mid-19th century, Kentucky was the third largest wine-producing state in the country. Prohibition in the United States destroyed the wine industry in Kentucky, and the state took a long time to recover after Repeal.
The state designates the start and finish of the road at its interchange with Nicholasville Road on the city's south side. Exit numbering increases as one travels clockwise.
Roughly three-fourths of the highway is limited-access, with all movements controlled at 10 interchanges. The remainder is classified as an urban principal arterial highway with a heavy mix of driveway entrances and intersections with one single-point urban interchange at US 60 (Winchester Road) and a diverging diamond interchange at US 68 (Harrodsburg Road). The dividing line between the limited-access segment and the urban arterial highway is US 25 (Richmond and Georgetown Roads) north and east of the city.
History
New Circle Road, Lexington, was constructed in several segments from 1950 to 1967 as a circumferential bypass. It was to be designated Interstate 464, But the designation was removed due to no connection to I-64. The first segment to be built, from KY 922 (Newtown Pike) to US 25 (Richmond Road)/US 421, was constructed by the city of Lexington in 1952 as two-lane connector road. The original section included at-grade intersections at Palumbo Drive, KY 1927 (Liberty Road), KY 57 (Bryan Avenue), Old Paris Pike, US 27/US 68, and at KY 353 (Russell Cave Road), with one interchange at US 60 (Winchester Road). This segment of the road is also known as the Northern Belt Line or the US 25 Bypass.

Kentucky Secretary of State Michael Adams on Keeping Elections Secure
States are taking important steps to keep local elections secure, despite ongoing attempts by the Biden administration to undermine their efforts. One of the more recent attempts involves allowing partisan third parties to act essentially as government agents and register people to vote. Michael Adams, Secretary of State in Kentucky, points out how this is a huge conflict of interest and a threat to election security.
Here, Secretary Adams discusses the importance of keeping elections secure and free from these conflicts of interest. In Kentucky, he says, they’ve shown that it’s possible to make it both easy to vote and hard to cheat. He also emphasizes how failing to secure elections can suppress voters—because if they don’t trust the process, they simply won’t show up to vote.
