Law enforcement in Seattle began with the appointment of William H. ("Uncle Joe") Surber as town marshal in 1861. The SPD was officially organized on June 2, 1886. As of 2011, it had a staff of around 1,800. Since the establishment of the Seattle Police Department, 58 officers have died in the line of duty.
In 2011, the Justice Department found that the department had engaged in a pattern of constitutional violations in its use of force.
On May 19, 2014, Kathleen O'Toole was nominated to serve as Chief of the Seattle Police Department and was officially appointed on June 23, 2014.
A police force is a constituted body of persons empowered by the state to enforce the law, protect property, and limit civil disorder. Their powers include the legitimized use of force. The term is most commonly associated with police services of a sovereign state that are authorized to exercise the police power of that state within a defined legal or territorial area of responsibility. Police forces are often defined as being separate from military or other organizations involved in the defense of the state against foreign aggressors; however, gendarmerie are military units charged with civil policing.
Law enforcement, however, constitutes only part of policing activity. Policing has included an array of activities in different situations, but the predominant ones are concerned with the preservation of order. In some societies, in the late 18th and early 19th centuries, these developed within the context of maintaining the class system and the protection of private property. Many police forces suffer from police corruption to a greater or lesser degree. The police force is usually a public sector service, meaning they are paid through taxes.
Seattle (i/siˈætəl/) is a West Coast seaport city and the seat of King County. With an estimated 662,400 residents as of 2015, Seattle is the largest city in both the state of Washington and the Pacific Northwest region of North America. In July 2013 it was the fastest-growing major city in the United States, and remained in the top five in May 2015 with an annual growth rate of 2.1%. The Seattle metropolitan area of around 3.6million inhabitants is the 15th largest metropolitan area in the United States. The city is situated on an isthmus between Puget Sound (an inlet of the Pacific Ocean) and Lake Washington, about 100 miles (160km) south of the Canada–United States border. A major gateway for trade with Asia, Seattle is the third largest port in North America in terms of container handling as of 2015.
The Seattle area was previously inhabited by Native Americans for at least 4,000 years before the first permanent European settlers.Arthur A. Denny and his group of travelers, subsequently known as the Denny Party, arrived from Illinois via Portland, Oregon on the schooner Exact at Alki Point on November 13, 1851. The settlement was moved to the eastern shore of Elliott Bay and named "Seattle" in 1852, after Chief Si'ahl of the local Duwamish and Suquamish tribes.
"Seattle" is a song, which was composed by Hugo Montenegro and whose lyrics were written by Jack Keller and Ernie Sheldon, which was used as the theme for the 1968-70ABC-TV U.S. television show Here Come the Brides, which was situated in 19th-Century Seattle, Washington.
Performances
Late in the show's first season, singer Perry Como recorded a version of the song, which became a Top 40 hit for him on the Billboard Hot 100 singles charts in early 1969. One of the stars of Here Come the Brides, pop singer Bobby Sherman, also recorded a version of the song, but his version was never released as a single.
Two different versions were used as the theme for the television series, for both of which Montenegro conducted an in-studio orchestra: the first was instrumental; and the second was vocal, with its lyrics being sung by a musical team called "The New Establishment."
"Seattle" is sung by the Seattle Sounders FC's supporter groups, during matches, specifically at the kickoff of each half.
Seattle was Perry Como's first attempt at a contemporary 60's sound. The album's opening track, "Happiness Comes, Happiness Goes" features distorted guitars and swirling organs.

Sue Rahr has been appointed interim chief while a national search for the next permanent chief is underway.
Rahr began her law enforcement career as a King County Sheriff’s deputy in 1979. She was elected sheriff in 2005 and re-elected in 2009. Rahr was appointed by the governor in 2012 to be the executive director of the Washington State Criminal Justice Training Commission.
In 2015, President Obama appointed Rahr to the President’s Task Force on 21st Century Policing.

Seattle Police Department Interim Chief Sue Rahr sat down with KOMO News Senior Reporter Chris Daniels for a one-on-one interview the day after she started her new role.
Rahr spoke with KOMO News in her first interview since officially taking the job on Wednesday, replacing a demoted Adrian Diaz, who was moved by Seattle Mayor Bruce Harrell into a special projects role.
Rahr said she was out shopping at a craft store with her daughter-in-law two weeks ago when she got a request to take the job and “get things stabilized.”

Seattle Police Department Interim Chief Sue Rahr sat down with KOMO News Senior Reporter Chris Daniels for a one-on-one interview the day after she started her new role.
Rahr spoke with KOMO News in her first interview since officially taking the job on Wednesday, replacing a demoted Adrian Diaz, who was moved by Seattle Mayor Bruce Harrell into a special projects role.
Rahr said she was out shopping at a craft store with her daughter-in-law two weeks ago when she got a request to take the job and “get things stabilized.”
She is not wasting time reinstating command staff and talking about retaining and recruiting to the department.
Rahr talked at length about what she believes can be accomplished when it comes to recruiting. She also said she wants to implement a flexible scheduling policy to recruit and retain officers. She campaigned for it in Olympia and believes a change in state law this past session, along with approval from the guild, would allow her to find more boots on the ground.

If you were expecting broad changes in the Seattle Police Department on Sue Rahr’s first day as interim chief, you were likely disappointed.
The former King County sheriff assumed the role officially on Thursday, and with little fanfare after now-former Chief Adrian Diaz was demoted.
However, Rahr was greeted by a familiar sign outside police headquarters in downtown Seattle showing the building was closed due to a lack of staffing. But two key members are still on the job.
Lieutenant John O’Neill and Deputy Chief Eric Barden were both named in recent legal complaints, and both were at work on Thursday, with O’Neill calling reports of him cleaning out his desk as erroneous, telling KOMO News, “I’m still here.”

Seattle Mayor Bruce Harrell announced Wednesday that Adrian Diaz will step aside as police chief and “work on special assignment for the mayor with SPD.” Harrell described Diaz stepping down from his post as chief as a “mutual decision.”
Sue Rahr has been appointed interim chief while a national search for the next permanent chief is underway.
Rahr began her law enforcement career as a King County Sheriff’s deputy in 1979. She was elected sheriff in 2005 and re-elected in 2009. Rahr was appointed by the governor in 2012 to be the executive director of the Washington State Criminal Justice Training Commission.
In 2015, President Obama appointed Rahr to the President’s Task Force on 21st Century Policing.
Former Seattle police Chief Kathleen O’Toole, who stepped down at the end of 2017, will help conduct a national search alongside Rahr, Harrell said. The search will begin next week, Harrell added.
Last month, Harrell said he was evaluating everyone within the Seattle Police Department, including the chief, amid a string of claims alleging sexual harassment and sexual and racial discrimination from department leaders.
Diaz was accused by multiple employees in lawsuits and tort claims. He denied the allegations.
