Could a fat tax reduce obesity? A former premier has pitched a tax on fattening foods, after Tainan Mayor Huang Wei-che admitted to gaining 10 kilograms since assuming office. Premier Sean Chen, this afternoon, convened a meeting of cabinet members to discuss the economy. Many believe the meeting is simply window dressing, an action with the simple goal of showing the people his commitment to the economy. Both pan-green and pan-blue legislators were skeptical of Chen's high profile cabinet meeting. Even KMT legislators had misgivings saying it was just the same old of old faces with little chance of new policies. Some even openly asked of changing the Finance and Economic ministers would be more effective.

Could a fat tax reduce obesity? A former premier has pitched a tax on fattening foods, after Tainan Mayor Huang Wei-che admitted to gaining 10 kilograms since assuming office. Such a tax has been implemented before, by some 50 countries worldwide. But here in Taiwan, the proposal has sparked a mixed public reaction.

It’s a hard battle, but it’s a battle that is costing…that is influencing people’s health.
Several countries already have taxes on fattening foods, particularly on sugary drinks. For instance, the U.K. imposes a NT$7 per liter tax on drinks containing 50 to 80 grams of sugar per liter. France’s soda tax is about NT$247 per 100 liters, while Saudi Arabia has a 50% tax on carbonated beverages. Denmark once decreed a tax on foods containing more than 2.3% saturated fat, charging NT$80 per kilogram.

I think it’s pretty reasonable. Because if you consume too much sugar, you can develop diabetes.

I feel that the tax needs some supportive measures. Otherwise it would just feel like price inflation.
Public reactions to the fat tax are mixed. And the data is inconclusive on how effective a fat tax really is. Denmark, for instance, repealed its fat tax after just over a year, because there was no change to consumer behavior. The tax also had a harmful effect on employment. Research shows that lowering the price of fruits and vegetables is a more effective way to shape dietary habits, particularly among low-income consumers.

Taiwan's new Premier and the newly appointed members of his cabinet were sworn in on Monday at a simple ceremony at the Executive Yuan, the administrative office of Taiwan's government.
Newly re-elected President Ma Ying-jeou appointed financial expert Sean Chen as Taiwan's premier last week in a Cabinet reshuffle aimed at helping the island achieve steady economic growth during his second term.
Chen, the incumbent vice premier, replaced Wu Den-yih, who will be elevated to the vice-presidency as a result of Ma's victory in elections on January 14.
Chen was formerly head of the Financial Supervisory Commission.
As vice premier, he oversaw Taiwan's opening of its financial service sector to investment by Chinese banks.
Ma said he expected Chen to help steer Taiwan through the European debt crisis and global economic uncertainty with his financial and legal expertise.
The new premier immediately announced a Cabinet lineup heavy with economic and financial experts, apparently aimed at helping Taiwan's export-driven economy deal with waning overseas demand for its goods.
"I hope that everyone in different ministries will put together your efforts to work out an efficient strategy and build a healthy business structure to improve our economy," Chen said during a brief speech at Monday's ceremony.
The incoming Cabinet is a mixture of the old and the new.
Economics Minister Shih Yen-shiang will be retained while Christina Liu, the incumbent top economic planner, will become the finance minister.
Among the new members are former Kaohsiung County Commissioner Yang Chiu-hsing, former KMT legislator Lin Yih-shih and Chen Yi-chen, all of whom lost their bids for local elections.
Ma's second term begins in May.
