Before it was amended by this Act, the Scotland Act 1998 provided for the constituencies of the Scottish Parliament (known also as Holyrood constituencies) to be the same as those for the United Kingdom Parliament (Westminster), except that Orkney and Shetland were separate constituencies. There are currently 73 constituency Members of the Scottish Parliament (MSPs) and 56 regional additional-member MSPs. (See Scottish Parliament constituencies and regions.) The Scotland Act also provided that the Boundary Commission for Scotland when reviewing the Westminster constituencies should use the same (larger) electoral quota as used in England. This has reduced the number of Scottish Westminster constituencies from 72 to 59. That in turn would have resulted in a reduction in the number of Holyrood constituencies and, because of the requirement in the Scotland Act for proportionality between constituency and regional additional-member seats, a pro rata reduction in the number of regional additional members.
Each region is a group of constituencies, and the D'Hondt method of allocating additional member seats from party lists is used to produce a form of proportional representation for each region.
The Scottish Parliament (Scottish Gaelic:Pàrlamaid na h-Alba; Scots: The Scots Pairlament) is the devolved national, unicameral legislature of Scotland. Located in the Holyrood area of the capital city, Edinburgh, it is frequently referred to informally as "Holyrood".
The Parliament is a democratically elected body comprising 129 members known as Members of the Scottish Parliament (MSPs), elected for four-year terms under the additional member system: 73 MSPs represent individual geographical constituencies elected by the plurality ("first past the post") system, while a further 56 are returned from eight additional member regions, each electing seven MSPs. The most recent general election to the Parliament was held on 5 May 2011.
The parliament, which is also referred to as the Estates of Scotland, the Community of the Realm, the Three Estates (Scots:Thrie Estaitis), the Scots Parliament, or the auld Scots Parliament (English: old), met until prorogued sine die at the time of the Acts of Union in 1707. Thereafter the Parliament of Great Britain operated for both England and Scotland, thus creating the United Kingdom of Great Britain.
The pre-Union parliament was long portrayed as a constitutionally defective body that acted merely as a rubber stamp for royal decisions, but research during the early 21st century has found that it played an active role in Scottish affairs, and was sometimes a thorn in the side of the Scottish crown.
In modern use, "Scottish people" or "Scots" is used to refer to anyone whose linguistic, cultural, family ancestral or genetic origins are from within Scotland. The Latin word Scotti originally referred to the Gaels but came to describe all inhabitants of Scotland. Though sometimes considered archaic or pejorative, the term Scotch has also been used for the Scottish people, though this usage is current primarily outside Scotland.
There are people of Scottish descent in many countries other than Scotland. Emigration, influenced by factors such as the Highland and Lowland Clearances, Scottish participation in the British Empire, and latterly industrial decline and unemployment, resulted in Scottish people being found throughout the world. Large populations of Scottish people settled the new-world lands of North and South America, Australia and New Zealand. There is a Scottish presence at a particularly high level in Canada, which has the highest level per-capita of Scots descendants in the world and second largest population of descended Scots ancestry after the United States. They took with them their Scottish languages and culture.

Singapore is one step closer to the next general election, with the release of the electoral boundaries report. There will be more constituencies, more seats in parliament and more voters. There will be 31 constituencies, two more than last time. There will be 93 seats in the next parliament, up from 89. Of the 14 Single-Member Constituencies (SMCs), four are new, while three existing SMCs will be absorbed into Group Representation Constituencies (GRCs). The smallest SMC is Potong Pasir, with about 18,500 voters. Ang Mo Kio will remain the biggest constituency, with more than 180,000 voters. Around 2.6 million people will go to the polls.

Members of the British parliament broke into laughter on October 18 when New-Zealand born Tory MP, Paul Beresford, visibly struggled to understand his Scottish colleague who was speaking with an accent.
Beresford initially apologized to Scottish National Party's (SNP) David Linden before asking him to repeat his question. But after a second attempt he sheepishly suggested Linden speak more slowly.
After two failed attempts in the miscommunication, Deputy Speaker, Lindsay Hoyle, suggested they resolve the matter by letter.

Scottish Parliament backs referendum call - BBC News
Nicola Sturgeon's call for a second referendum on independence for Scotland has been formally backed by the Scottish Parliament.
MSPs voted by 69 to 59 in favour of seeking permission for a referendum before the UK leaves the EU. Ms Sturgeon says the move is needed to allow Scotland to decide what path to follow in the wake of the Brexit vote. But the UK government has already said it will block a referendum until after the Brexit process has been completed.

Nicola Sturgeon's call for a second referendum on independence for Scotland has been formally backed by the Scottish Parliament.
MSPs voted by 69 to 59 in favour of seeking permission for a referendum before the UK leaves the EU. Ms Sturgeon says the move is needed to allow Scotland to decide what path to follow in the wake of the Brexit vote. But the UK government has already said it will block a referendum until after the Brexit process has been completed.

It’s set to be a significant election at the Scottish Parliament – so what is the voting process that elects politicians to Holyrood?
The BBC’s Connor Gillies talks through how 129 Members of the Scottish Parliament (MSPs) are elected through the Additional Member System.
When polls open on 6 May, people in Scotland will have the chance to cast two votes – one for a constituency MSP, and another for a regional ballot.

Singapore is one step closer to the next general election, with the release of the electoral boundaries report. There will be more constituencies, more seats in parliament and more voters. There will be 31 constituencies, two more than last time. There will be 93 seats in the next parliament, up from 89. Of the 14 Single-Member Constituencies (SMCs), four are new, while three existing SMCs will be absorbed into Group Representation Constituencies (GRCs). The smallest SMC is Potong Pasir, with about 18,500 voters. Ang Mo Kio will remain the biggest constituency, with more than 180,000 voters. Around 2.6 million people will go to the polls.

Before it was amended by this Act, the Scotland Act 1998 provided for the constituencies of the Scottish Parliament (known also as Holyrood constituencies) to be the same as those for the United Kingdom Parliament (Westminster), except that Orkney and Shetland were separate constituencies. There are currently 73 constituency Members of the Scottish Parliament (MSPs) and 56 regional additional-member MSPs. (See Scottish Parliament constituencies and regions.) The Scotland Act also provided that the Boundary Commission for Scotland when reviewing the Westminster constituencies should use the same (larger) electoral quota as used in England. This has reduced the number of Scottish Westminster constituencies from 72 to 59. That in turn would have resulted in a reduction in the number of Holyrood constituencies and, because of the requirement in the Scotland Act for proportionality between constituency and regional additional-member seats, a pro rata reduction in the number of regional additional members.
Members of the British parliament broke into laughter on October 18 when New-Zealand born Tory MP, Paul Beresford, visibly struggled to understand his Scottish colleague who was speaking with an accent.
Beresford initially apologized to Scottish National Party's (SNP) David Linden before asking him to repeat his question. But after a second attempt he sheepishly suggested Linden speak more slowly.
After two failed attempts in the miscommunication, Deputy Speaker, Lindsay Hoyle, suggested they resolve the matter by letter.
