Brownback supported the 2007 Iraq War troop surge and has also voiced his support for Israel. He opposes same-sex marriage and has described himself as pro-life. As Governor, Brownback signed into law one of the largest income tax cuts in Kansas' history. Brownback turned down a $31.5 million grant from the U.S. Department of Health and Human Services to set up an insurance exchange as part of the federal health care reform law, signed a bill that blocked tax breaks for abortion providers, banned sex-selection abortions, and declared that life begins at fertilization. The income tax cut generated a substantial budget deficit and led some former and current Republican officials to criticize his leadership in the run-up to the 2014 gubernatorial election by endorsing his opponent, Paul Davis. Brownback was reelected in a close race with Davis.
"Unborn children can experience pain even more so than adults as the baby has more pain receptors per square inch than at any other time in its life."
"Human cloning is the deliberate creation of a human life for utilitarian purposes. That life is created simply for research or for the benefit of another. Any time in history when we have subjected one class of human beings to enslavement by another class has been wrong."
"It is time for the government of China to stop holding innocent religious figures in captivity merely for peacefully protesting China's occupation of Tibet."
"Today, as we look back on the history of our nation and take note of how far we have come as a people, we are reminded that we owe a great debt to those who fought valiantly for the freedoms that we easily take for granted."
"Unborn children do not have a voice, but they are young members of the human family. It is time to look at the unborn child, and recognize that it is really a young human, who can feel pain and should be treated with care."
"We must do everything we can to be more aggressive in confronting Syria about what they are doing in Iraq."
"we just don't know her background on judicial restraint and on the Constitution."
"I took some comfort in that."
"It's just one piece of the puzzle."
"To make a successful run, I have to move pretty aggressive early, ... I think a Hillary Clinton, a John McCain, they can hold back. Their name identification is very high. ... I don't know if there's another way you can play it if you're a guy in my spot."
"Everybody will say that they're not opposed to immigration; they're opposed to illegal immigration. That's what I'm saying."
"I think the next president needs to lead on cultural issues and experience, particularly on foreign policy."
Kansas Republicans voted June 5 to reverse deep tax cuts enacted by Gov. Sam Brownback (R). Here's how his tax "experiment" failed.

STORYLINE:
Kansas Senator Sam Brownback jumped into the 2008 US presidential race on Saturday, a favourite of the religious right now in an uphill battle against better known rivals for the Republican Party nomination.
The senator told hundreds of supporters in Topeka that he pledged to fight on behalf of the nation's cultural values and to focus on rebuilding families.
Brownback also spoke about the war in Iraq drawing on his own personal experiences of a recent trip to the Middle East.
"It is a long fight. We will win, we cannot lose our will to win. We must win to redeem our troops' sacrifices, let us resolve to move forward together to have a bi-partisan strategy for the war. We need unity here to win over there."
Fifty-year-old Brownback offers himself as a "full-scale Ronald Reagan conservative."
Brownback's announcement, planned weeks ago, came just hours after Senator Hillary Rodham Clinton (Democrat, New York), entered her party's 2008 race with a posting on a web site with little prior notice.
"I don't know why she did that. I guess she's scared of me." Brownback told reporters following his own announcement.
A fierce foe of abortion, Brownback planned to return to Washington to participate in an anti-abortion rally on Monday marking the 34th anniversary of the Supreme Court decision that established a nationwide right to the procedure.
Brownback also opposes embryonic stem-cell research and gay marriage.
He pledged never to sign a tax increase if elected president and proposed scrapping the current income tax law, saying it "should be taken behind the barn and killed with a dull axe."
While he is on solid footing on social issues, Brownback has broken with some Republicans on the Iraq war and immigration.
He opposes President Bush's plan to send more troops to Iraq and also favours an eventual path to citizenship for some of the nation's 11 (m)million illegal immigrants.

2. SOUNDBITE: (English) Sam Brownback, Kansas Senator (R):
"I can't go forward without noting that we are a nation at war. I just returned from Afghanistan and Iraq. Our troops the finest and most courageous people our nation has to offer are fighting the cause of liberty in places that have never known her. They are fighting magnificently. It is a long fight. We will win, we cannot lose our will to win. We must win to redeem our troops' sacrifices, let us resolve to move forward together to have a bi-partisan strategy for the war. We need unity here to win over there."

"I don't know why she did that. I guess she's scared of me, because we've been planning for some period of time, maybe the case."
