In the Sino-British Joint Declaration of 1984 and the city’s Basic Law, China promised Hong Kong “a high degree of autonomy.” Hong Kong’s “capitalist system and way of life” were supposed to continue for 50 years after the handover, until 2047. The Basic Law guarantees Hong Kong citizens fundamental freedoms and protections under international law. And Article 45 of the Basic Law says the “ultimate aim is the selection of the Chief Executive by universal suffrage” after nomination by a “broadly representative” nominating committee.
