The European Parliament (EP) is the directly elected parliamentary institution of the European Union (EU). Together with the Council of the European Union (the Council) and the European Commission, it exercises the legislative function of the EU. The Parliament is composed of 751 (previously 766) members, who represent the second largest democratic electorate in the world (after the Parliament of India) and the largest trans-national democratic electorate in the world (375million eligible voters in 2009).
It has been directly elected every five years by universal suffrage since 1979. However, turnout at European Parliament elections has fallen consecutively at each election since that date, and has been under 50% since 1999. Turnout in 2014 stood at 42.54% of all European voters.
Although the European Parliament has legislative power that the Council and Commission do not possess, it does not formally possess legislative initiative, as most national parliaments of European Union member states do. The Parliament is the "first institution" of the EU (mentioned first in the treaties, having ceremonial precedence over all authority at European level), and shares equal legislative and budgetary powers with the Council (except in a few areas where the special legislative procedures apply). It likewise has equal control over the EU budget. Finally, the European Commission, the executive body of the EU, is accountable to Parliament. In particular, Parliament elects the President of the Commission, and approves (or rejects) the appointment of the Commission as a whole. It can subsequently force the Commission as a body to resign by adopting a motion of censure.
The relevant Polish legislation ("The Act of 23 January 2004 on Elections to the European Parliament") establishing the constituencies does not give the constituencies formal names. Instead, each constituency has a number, territorial description, and location of the Constituency Electoral Commission. The 2004 Polish National Election Commission and the 2004 European Parliament Election website uses the territorial description when referring to the constituency, not the electoral commission location.

European Union Parliament LIVE: Roberta Metsola Re-elected European Parliament President
Lawmakers will determine the fate of EU leaders from Tuesday onwards as the European Parliament convenes for the first time since the elections in June. Tensions are high as the 720 lawmakers start their five-year term, with current European Commission President Ursula von der Leyen's future in the balance. MEPs will kick off their work by electing their president for the next two years and a half. The frontrunner is a familiar face: Roberta Metsola, the Maltese politician who has led the institution since early 2022.
Hailing from the centre-right European People's Party (EPP), Metsola is a moderate figure who is well-liked across the political spectrum and is considered to have done a good job representing the Parliament's views. Thanks to her track record, her re-election by an absolute majority (50% of MEPs plus one) is a foregone conclusion.
The Left is reportedly interested in filing an alternative candidate, as they did last time in 2022. However, the alternative bid will be entirely symbolic.

Miroslav Radačovský, an MEP from the Slovak Patriot party, made a short speech in what he said was his 'last intervention' in parliament. He wished Europe and the world peace, before releasing the bird from a bag around his waist. 'Let's let this dove unite all of us. Let this dove, a symbol of peace … let us realise that what we need most is really peace,' he said.
A French Green MEP said the gesture was a violation of parliamentary rules. 'What are you going to do now to get this animal back?' asked Caroline Roose. 'Where is animal welfare in this speaker's gesture? I find this absolutely unacceptable.'

The European Parliament (EP) is the directly elected parliamentary institution of the European Union (EU). Together with the Council of the European Union (the Council) and the European Commission, it exercises the legislative function of the EU. The Parliament is composed of 751 (previously 766) members, who represent the second largest democratic electorate in the world (after the Parliament of India) and the largest trans-national democratic electorate in the world (375million eligible voters in 2009).
It has been directly elected every five years by universal suffrage since 1979. However, turnout at European Parliament elections has fallen consecutively at each election since that date, and has been under 50% since 1999. Turnout in 2014 stood at 42.54% of all European voters.
Although the European Parliament has legislative power that the Council and Commission do not possess, it does not formally possess legislative initiative, as most national parliaments of European Union member states do. The Parliament is the "first institution" of the EU (mentioned first in the treaties, having ceremonial precedence over all authority at European level), and shares equal legislative and budgetary powers with the Council (except in a few areas where the special legislative procedures apply). It likewise has equal control over the EU budget. Finally, the European Commission, the executive body of the EU, is accountable to Parliament. In particular, Parliament elects the President of the Commission, and approves (or rejects) the appointment of the Commission as a whole. It can subsequently force the Commission as a body to resign by adopting a motion of censure.
