4. Peter the Great
European Civilization, 1648-1945 (HIST 202)
Peter the Great's historical significance stems not only from his military ambitions and the great expansion of the Russian Empire under his supervision, but also from his efforts to introduce secular, Western customs and ideas into Russian culture. Despite his notorious personal brutality, Peter's enthusiasm for science and modern intellectual concerns made an indelible mark both on Russia's relationship to the West and on its internal politics. The struggle under Peter's reign between Westernizers and Slavophiles, or those who resist foreign influences, can be seen at work in Russia up to the present day.

The Rise of Russia and Prussia: Crash Course European History #17
In eastern Europe, in the 17th century a couple of "great powers" were coming into their own. The vast empire of Russia was modernizing under Peter the Great, and the relatively tiny state of Prussia was evolving as well. Russia (and Tsar Peter) reformed many aspects of Russian governance, realigning them toward the way things were done in western Europe. In Prussia, efficiency of institutions became a thing, and Prussia turned into "a large army with a small state attached."

Peter the Great ruled Russia at the turn of the eighteenth century and launched several reforms to transform Russia into a modern absolutist state on the European model. As tsar, Peter reformed the military, the calendar, the Russian Orthodox Church, and the civil service system (Table of Ranks). Most of Peter's reforms were targeted toward his two main goals: Westernization and Warm Water Ports. Peter, who spent several months building ships in Amsterdam while on his "European Tour," is known as the "Father of the Russian Navy."
