Born in Salisbury, Maryland, Sarbanes is a graduate of Princeton University, Balliol College and HarvardLaw School. Elected to the Maryland House of Delegates in 1966, he went on to serve two terms in the Maryland House from 1967 to 1971. In 1970, he won a seat in the United States House of Representatives, representing Maryland's 4th and later Maryland's 3rd congressional district from 1971 to 1977. In 1976, he ran for the United States Senate, defeating Republican incumbent John Glenn Beall, Jr. with 59% of the vote. Sarbanes was re-elected four times, each time with receiving no less than 59% of the vote. He did not seek re-election in 2006, when he was succeeded by fellow Democrat Ben Cardin. Sarbanes was known for his low-key style, often shunning the limelight over his 30-year Senate career. In 2002, Sarbanes co-sponsored the Sarbanes–Oxley Act, which is cited as his most-noted sponsored piece of legislation.
"As was demonstrated during the 9/11 tragedies and during other emergencies across Maryland and the Nation on an almost daily basis, the heroism and diligence of America's firefighters and first responders is crucial to the health and safety of our communities."
"The fact that the President is calling for still more tax cuts at the same time the Congress is being asked to add $800 billion to the Federal debt ceiling is beyond reckless-it places in jeopardy our future economic strength and the economic security of all Americans."
"These are the very names that were provided to Mr. Bolton, is that correct?"
"We are facing a crisis of confidence that is eroding the public's trust in our markets, and poses a real threat to our economic health, ... The strain on the economy is deep and spreading."
"This bill strengthens corporate accountability and auditor integrity, addresses conflicts of interest, and protects employees, pension holders and investors against fraud and deception,"
"It's not an issue with which you can or should be playing political games,"
"I'm all with the president in getting after the bad apples, ... But at the same time, you also have to make changes in the system to give us some assurance that these things won't [happen] again."
"Obviously, if the 'books are cooked,' investors can't have confidence. This leads to the erosion of confidence in the transparency of American capital markets, which have been a tremendous asset and important economic engine to the United States."
"Company CEOs and chief financial officers must vouch for the accuracy of their companies' public statements,"
"Companies that go public should understand that there are responsibilities as well as benefits to going public,"
You know the old saying, "Actions speak louder than words." For those that knew him, the late Sen. Paul Sarbanes embodied those words. Whether in his parent's restaurant on the Eastern Shore during his youth, the State House in Annapolis as a delegate or on Capitol Hill as a senior senator, Sarbanes was known for getting things done with little fanfare or spotlight.
