Ontario Health Insurance Plan

The Ontario Health Insurance Plan (in French: Assurance-Santé de l'Ontario, and commonly known in both languages by the acronym OHIP, pronounced /ˈoʊhɪp/ OH-hip) is the government-run health insurance plan for the Canadian province of Ontario. OHIP is funded by a payroll deduction tax by residents who are gainfully employed, and by businesses in the Province of Ontario, and by transfer payments from the Government of Canada.

Every Ontario resident with his or her primary and permanent home in Ontario is entitled to access emergency and preventive care under OHIP free of charge. Ontario residents may go to a participating doctor—essentially every doctor practising in the province—any time they wish (subject to the consent of the doctor) and the services are billed through OHIP to the government. It does not cover such areas as prescription drugs or dental care, although Ontario does have a drug insurance plan, for use as a "last resort", generically known as the Trillium Drug Program, and the Ontario Drug Benefit Program that covers prescription costs for seniors.

Ontario (ⁱ/ɒnˈtɛərioʊ/) is one of the ten provinces of Canada, located in east-central Canada. It is Canada's most populous province by a large margin, accounting for nearly 40 percent of all Canadians, and is the second largest province in total area. Ontario is fourth largest in total area when the territories of the Northwest Territories and Nunavut are included. It is home to the nation's capital city, Ottawa, and the nation's most populous city, Toronto.

Ontario is bordered by the province of Manitoba to the west, Hudson Bay and James Bay to the north, and Quebec to the east, and to the south by the US states of (from west to east) Minnesota, Michigan, Ohio, Pennsylvania and New York. All of Ontario's 2,700 km (1,678 mi) border with the United States follows inland waterways: from the west at Lake of the Woods, eastward along the major rivers and lakes of the Great Lakes/Saint Lawrence River drainage system. These are the Rainy River, the Pigeon River, Lake Superior, the St. Marys River, Lake Huron, the St. Clair River, Lake St. Clair, the Detroit River, Lake Erie, the Niagara River, Lake Ontario and along the St. Lawrence River from Kingston, Ontario, to the Quebec boundary just east of Cornwall, Ontario.

Ontario (Human Rights Commission) v Etobicoke (Borough of), [1982] 1 S.C.R. 202 is a leading Supreme Court of Canada decision on age discrimination. Several firemen challenged a mandatory retirement policy under the Ontario Human Rights Code. The Court found that the employer did not sufficiently justify the policy as a bona fide occupational requirement.

Background

Harold Hall and Vincent Gray were firemen in the borough of Etobicoke, Ontario. As part of the collective agreement between the borough and the union, all firefighters were required to retire at the age of 60. When Hall and Grey were forced to retire they brought a complaint for age discrimination under section 4(1) of the Ontario Human Rights Code which prohibited discrimination in recruitment or dismissal based on age among other grounds.

The respondents defended their actions by arguing that the rule was a bona fide occupational requirement (BFOR). Namely, that the rule was required to maintain an acceptable standard for firefighting.

The spa and waterpark have been the subject of vocal criticism, particularly for the fact that the province is on the hook for building the parking area, and opponents have long called on the government to release the details of the lease. An auditor general report last year suggested Ontario’s obligations to provide parking for Therme factored in to its decision to relocate the Ontario Science Center from east Toronto to the redeveloped Ontario Place attraction. The report said a government proposal on relocating the science center suggested parking could be integrated with the building at Ontario Place “in order to dispel public/stakeholder concerns relating to cost and impact on the environment.” The lease shows Ontario has promised 1,600 dedicated parking spaces for Therme, and the government says it is proposing a total of 2,500 parking spaces for Ontario Place. Some of Therme’s parking spaces are set to be shared with Live Nation during concerts. It also shows that if the government doesn’t meet its parking obligations, it will have to pay Therme $5 per parking space per day once the facility is open.
