Controversial Ohio Constitution change appears headed to August ballot
(AP) After a critical vote Wednesday, the Ohio House agreed to send to voters in August a measure making it more difficult to amend the state's constitution, just months before an amendment guaranteeing abortion rights lands on the statewide ballot.
It asks voters to raise the threshold for future constitutional amendments from 50% plus one to a 60% supermajority.
The Ohio Statehouse resounded with protests before the House voted to approve the resolution.
The measure needed to return to the Senate for a technical vote before heading to the Ohio Secretary of State's office, which has set an 11:59 p.m. deadline.

Ohioans have voted against a proposal to raise the threshold needed to amend the state's constitution from a simple majority of the state's voters to 60%.
If Issue 1 passed, it would have also increased the petitioning requirement to get a proposed constitutional amendment on the ballot.
Although the text of the proposal did not specifically address abortion, the issue became a proxy for the nationwide debate over reproductive rights.

But there's another Bill of Rights––one that applies only to Ohioans, that includes protections for victim rights, religious conscience, healthcare, and more.
Though often ignored, the Ohio Constitution has become particularly relevant to today’s legal and political issues, and it can have a bigger influence on our lives than even the U.S. Constitution. Steven Steinglass has dedicated much of his career to providing future and current lawyers and judges with a deep and nuanced understanding of the Buckeye state's constitution. But Steinglass believes that state constitutions are too important to be left only to lawyers and judges, and he notes that Ohioans have the power to alter it at the ballot box.

But no vote has exceeded 60%.
AP VoteCast polling last year found 59% of Ohio voters say abortion should generally be legal.
Among maneuvers used to get the resolution past its GOP opposition was to remove language Tuesday that would have sent the question to an August ballot. Opponents of that strategy bristle at that fact that it was only in January that a new election law was signed eliminating most August special elections.

On August 8, Ohio voters will be asked to go to the polls to decide on whether or not it should be harder to amend the state’s constitution. Currently Ohio’s founding document can be amended with the approval by a simple majority of voters, but if the proposal passes, it will take 60% of voters to amend the state constitution. Join CMC and our panel of guests as we discuss the potential enormous implications the change could make down the road for Ohio voters to decide what’s in our state constitution and what isn’t.
