The most important responsibility of the councils is to consult traditional landowners and other Aborigines who have an interest in Aboriginal land about land use, land management and access by external tourism, mining and other businesses. This sometimes involves facilitating group negotiation and consensus-building among scores of traditional Aboriginal landowner groups, and many other affected Aboriginal people. There are 30,000 Aboriginal people from 200 communities.
Land councils, also known as land and sea councils, are Australian community organisations organised by region that represent the Indigenous Australians who occupied that region before the arrival of European settlers. They have historically advocated for recognition of traditional land rights, and also for the rights of Indigenous people in other areas such as equal wages and adequate housing.
Most Land Councils provide representation and organization of native title for Indigenous Australians, and receive funding from the Australian Commonwealth Government to do this work. Most land councils were formed since the late 1970s to gain native title, and most propositions for land councils have been put forth to the state governments since the 1990s, particularly after the downfall of the terra nullius legal precedent in Mabo v. Queensland (1993).
Some land councils can be governed by other, larger councils, which federate multiple local land councils for representation at the state and federal level.

• Uluru Statement from the Heart, Voice to Parliament, Northern Territory Treaty;
• how to address the poor turnout in remote Aboriginal communities at the last election;
• remote housing and homelands and imminent rent increases for remote communities planned by the Northern Territory Government; and
• township leasing arrangements on Aboriginal land under the Aboriginal Land Rights (Northern Territory) Act 1976.

Earlier this month traditional Owners and custodians for the Barkly Tableland regional centre of Kulumindini (also known as Elliott) came together to celebrate the opening of the new Northern Land Council office in the suburb of Gurungu.
Kulumindini Traditional owner Heather Wilson welcomed everyone to her homeland and recognised that the new building represented a great opportunity of landowners and community members to realise their long-held ambitions for their town and country.
NLC Chairman Samuel Bush-Blanasi told the meeting that Kulumindini had been all but forgotten by governments for too long. “But now this office can provide a voice for the people of Kulumindini. An important thing about this office is that it is built on Aboriginal land – the Gurungu Aboriginal Land Trust.”

Member for Lingiari and former NLC CEO Marion Scrymgour talked about the history of the area. “What people often forget is that the first walk-off of Aboriginal stockmen and women actually occurred at Newcastle Waters station just up the road. This country is a very important part of the history of the Northern Land Council.”
Jack Green, a member of the NLC’s Borroloola Barkly Regional Council, also reflected on local history. “I was really young when I first came through here, probably 16 or 17, and we saw all the old people living in tents. They had come in from Anthony Lagoon and Cresswell stations after they got kicked off of there. It means a lot to me, this place.”
