Most factors of economic policy can be divided into either fiscal policy, which deals with government actions regarding taxation and spending, or monetary policy, which deals with central banking actions regarding the money supply and interest rates.
Almost every aspect of government has an important economic component. A few examples of the kinds of economic policies that exist include:
Macroeconomic stabilization policy, which attempts to keep the money supply growing at a rate that does not result in excessive inflation, and attempts to smooth out the business cycle.
According to the Journal Citation Reports, the journal has a 2013 impact factor of 2.875, ranking it 22nd out of 333 journals in the category "Economics".
New classical macroeconomics, sometimes simply called new classical economics, is a school of thought in macroeconomics that builds its analysis entirely on a neoclassical framework. Specifically, it emphasizes the importance of rigorous foundations based on microeconomics, especially rational expectations.
New classical macroeconomics strives to provide neoclassical microeconomic foundations for macroeconomic analysis. This is in contrast with its rival new Keynesian school that uses microfoundations such as price stickiness and imperfect competition to generate macroeconomic models similar to earlier, Keynesian ones.
History
Classical economics is the term used for the first modern school of economics. The publication of Adam Smith's The Wealth of Nations in 1776 is considered to be the birth of the school. Perhaps the central idea behind it is on the ability of the market to be self-correcting as well as being the most superior institution in allocating resources. The central assumption implied is: that all individuals maximize their economic activity.
The New Economic Policy (NEP) (Russian:Новая экономическая политика, НЭП, Novaya Ekonomicheskaya Politika) was an economic policy of Soviet Russia proposed by Vladimir Lenin, who called it "state capitalism".
The NEP represented a more capitalism-oriented economic policy, deemed necessary after the Russian Civil War of 1917 to 1922, to foster the economy of the country, which was almost ruined. The complete nationalization of industry, established during the period of War Communism, was partially revoked and a system of mixed economy was introduced, which allowed private individuals to own small enterprises, while the state continued to control banks, foreign trade, and large industries. In addition, the NEP abolished prodrazvyorstka (forced grain requisition) and introduced prodnalog: a tax on farmers, payable in the form of raw agricultural product. The Bolshevik government adopted the NEP in the course of the 10th Congress of the All-Russian Communist Party (March 1921) and promulgated it by a decree on 21 March 1921 "On the Replacement of Prodrazvyorstka by Prodnalog". Further decrees refined the policy.
The New Economic Policy (NEP) (Malay:Dasar Ekonomi Baru (DEB)) was a social re-engineering and affirmative action program formulated by the National Operation Council (NOC) [Malay: Majlis Gerakan Negara (MAGERAN)] in the aftermath of 13 May 1969 racial riot in Malaysia. This policy was adopted in 1971 for a period of 20 years and it was succeeded by the National Development Policy (NDP) [Malay: Dasar Pembangunan Negara (DPN)] in 1991. Policy overview
The New Economic Policy (NEP) which begins with the Second Malaysia Plan (1971-1975), and lasted until the Fifth Malaysia Plan (1986-1990), has three main objectives, namely:
To achieve national unity, harmony and integrity
Through socio-economic restructuring (of the society)
To minimize the level of poverty in the country (poverty eradication)

Counter-revolutionary forces under the banner of the Whites attempted to wrest back control while the Bolsheviks implemented the policy of War Communism that saw the strict centralisation of all parts of the national economy.
The forced nationalisation of industry and requisition of grain to provide materials and food for the Red Army succeeded in its military objectives, but proved enormously unpopular with the general population. With production already low, by 1921 those who stayed had begun a series of strikes and protests that eventually led to the Kronstadt Rebellion on 7 March 1921.
This uprising by the very sailors who had helped propel the Bolsheviks to power in 1917 forced Lenin to reconsider his approach. On 21 March, at the 10th Party Congress, the formal decree that introduced the New Economic Policy was announced. Grain requisitioning was replaced with a fixed tax, while private enterprise and profit were permitted. This provided an incentive for farmers to produce more, since they could now sell any surplus.

The New Economic Policy (NEP) was Lenin’s plan to help get Russia’s economy back on track after seven devastating years of war. The generally effective plan allowed private enterprise, to some extent, and focused on stimulating production.
BACKGROUND
By 1921, Russia had been at war for seven long years. Although the communists had eventually won the war, the country was in a catastrophic state. Industrial production sank to 20% in comparison with that of 1913. All through the Russian Civil War, the economy had been running on War-Communism, which meant taking everything from its people by force. Along with crops, the next year’s seed, sometimes, also had to be confiscated. This resulted in large-scale hunger.
THE GREAT FAMINE
The famine of 1921-22 took the lives of an estimated five million people who died of starvation and disease. The disaster was primarily caused by the combination of war, drought, and insufficient government measurements. Also, cannibalism occurred on several occasions, especially in the Volga River basin.
REVOLTS
In many rural areas, armed rebellions occurred that the government did not hesitate to put down ruthlessly. Tanks, warplanes, and even gas were used against rebelling peasants.
The single most dangerous threat to Bolshevik rule was the Kronstadt Rebellion of 1921. The elite military unit, the sailors of Kronstadt rebelled, trying to save the achievements of the revolution from the hands of Bolsheviks. The Soviet leaders considered it a substantial threat and put it down with maximum force.
NEW ECONOMIC POLICY
Lenin realized that seven years of war and despair had to be followed by another seven years of recovery. In February 1921, the New Economic Policy (NEP) was announced at the Tenth Party Congress.
The NEP was a step towards capitalism. Private enterprises were allowed again, and forced requisition was replaced by taxes. Peasants were allowed to sell their goods on the market.
It enabled the emergence of the new class of NEPmen, who were businessmen and traders who took advantage of the opportunities that NEP created for private trade and small-scale manufacturing.
RESULTS
The New Economic Policy had a positive effect. By 1928 the economy was back to its pre-war state. NEP was abolished by Stalin in 1928 and the first Five Year Plan was introduced.

In the aftermath of the Bolshevik Revolution that saw the Communist party under Lenin seize control of Russia, the country was plunged into Civil War. Counter-revolutionary forces under the banner of the Whites attempted to wrest back control while the Bolsheviks implemented the policy of War Communism that saw the strict centralisation of all parts of the national economy.
The forced nationalisation of industry and requisition of grain to provide materials and food for the Red Army succeeded in its military objectives, but proved enormously unpopular with the general population. With no incentive to produce surplus food the farmers simply stopped growing, leading to serious shortages in the cities that led large numbers of workers to leave the industrial centres for the countryside. With production already low, by 1921 those who stayed had begun a series of strikes and protests that eventually led to the Kronstadt Rebellion on 7 March 1921.
This uprising by the very sailors who had helped propel the Bolsheviks to power in 1917 forced Lenin to reconsider his approach. On 21 March, at the 10th Party Congress, the formal decree that introduced the New Economic Policy was announced. Grain requisitioning was replaced with a fixed tax, while private enterprise and profit were permitted. This provided an incentive for farmers to produce more, since they could now sell any surplus.
Meanwhile some industries were denationalised, and the relationship between the countryside and the cities was strengthened. However, while the NEP revived the economy it also saw the re-emergence of capitalist inequalities that prompted Stalin to abandon the policy in 1929.
There were many bad words which one awarded to the NEP – the New Economic Policy, pursued in the Soviet Union in the 1920s. This period is usually called the era of the “true democracy", in contrast to the supposedly totalitarian Stalin’s period.
In recent times, the capitalist system in modern China is claimed as an analogue of the NEP.

NEW ECONOMIC POLICY
The New Economic Policy (NEP) was Lenin’s plan to help get Russia’s economy back on track after seven devastating years of war. The generally effective plan allowed private enterprise, to some extent, and focused on stimulating production.
BACKGROUND
By 1921, Russia had been at war for seven long years. Although the communists had eventually won the war, the country was in a catastrophic state. Industrial production sank to 20% in comparison with that of 1913. All through the Russian Civil War, the economy had been running on War-Communism, which meant taking everything from its people by force. Along with crops, the next year’s seed, sometimes, also had to be confiscated. This resulted in large-scale hunger.
THE GREAT FAMINE
The famine of 1921-22 took the lives of an estimated five million people who died of starvation and disease. The disaster was primarily caused by the combination of war, drought, and insufficient government measurements. Also, cannibalism occurred on several occasions, especially in the Volga River basin.
REVOLTS
In many rural areas, armed rebellions occurred that the government did not hesitate to put down ruthlessly. Tanks, warplanes, and even gas were used against rebelling peasants.
The single most dangerous threat to Bolshevik rule was the Kronstadt Rebellion of 1921. The elite military unit, the sailors of Kronstadt rebelled, trying to save the achievements of the revolution from the hands of Bolsheviks. The Soviet leaders considered it a substantial threat and put it down with maximum force.
NEW ECONOMIC POLICY
Lenin realized that seven years of war and despair had to be followed by another seven years of recovery. In February 1921, the New Economic Policy (NEP) was announced at the Tenth Party Congress.
The NEP was a step towards capitalism. Private enterprises were allowed again, and forced requisition was replaced by taxes. Peasants were allowed to sell their goods on the market.
It enabled the emergence of the new class of NEPmen, who were businessmen and traders who took advantage of the opportunities that NEP created for private trade and small-scale manufacturing.
RESULTS
The New Economic Policy had a positive effect. By 1928 the economy was back to its pre-war state. NEP was abolished by Stalin in 1928 and the first Five Year Plan was introduced.
In this lesson we shall be looking at that economic policies of Russia in the period immediately following the Russian Civil War. With this in mind, the main focus for this lesson is the introduction of the New Economic Policy, or the NEP.
