The National Flood Insurance Program (NFIP) is a program created by the Congress of the United States in 1968 through the National Flood Insurance Act of 1968 (P.L. 90-448). The program enables property owners in participating communities to purchase insurance protection, administered by the government, against losses from flooding. This insurance is designed to provide an insurance alternative to disaster assistance to meet the escalating costs of repairing damage to buildings and their contents caused by floods. As of April 2010, the program insured about 5.5 million homes, the majority of which were in Texas and Florida.
Implementation
Participation in the NFIP is based on an agreement between local communities and the federal government that states that if a community will adopt and enforce a floodplain management ordinance to reduce future flood risks to new construction in Special Flood Hazard Areas (SFHA), the federal government will make flood insurance available within the community as a financial protection against flood losses. The SFHAs and other risk premium zones applicable to each participating community are depicted on Flood Insurance Rate Maps (FIRMs). The Mitigation Division within the Federal Emergency Management Agency manages the NFIP and oversees the floodplain management and mapping components of the Program.

While this wasn’t the deal I wanted, I’m happy that we secured $100 billion in disaster recovery funding, $10 billion for our farmers, and protected the NationalFloodInsuranceProgram for 400,000 policy holders in Louisiana.
FEMA considers a property to be a repetitive loss if it has had two or more flood insurance claims of over $1,000 paid by the NationalFloodInsuranceProgram in any 10-year period since 1978.
If private insurers exit hard-hit regions en masse in the future, Koller said states might need to become the predominant insurance provider in the same way the NationalFloodInsuranceProgram took ...
That means that those without flood insurance might face outright denial of their insurance claim — just 25% of the state’s homeowners are insured for flood, with most policies coming through the NationalFloodInsuranceProgram.
It has more than $2 trillion in residential property, almost all of which is vulnerable to extreme winds or flooding, and it accounts for more than a third of all policies in the federal government’s public NationalFloodInsuranceProgram.
