The Montreal City Council (French:Conseil municipal de Montréal) is the governing body in the mayor–council government in the city of Montreal, Quebec. The head of the city government in Montreal is the mayor, who is first among equals in the city council. The council is a democratically elected institution and is the final decision-making authority in the city, although much power is centralized in the executive committee. The council consists of 65 members from all boroughs of the city. The council has jurisdiction over many matters, including public security, agreements with other governments, subsidy programs, the environment, urban planning, and a three-year capital expenditure program. The city council is also required to supervise, standardize or approve certain decisions made by the borough councils.
Reporting directly to the city council, the executive committee exercises decision-making powers similar to that of the cabinet in a parliamentary system and is responsible for preparing various documents including budgets and by-laws, submitted to the city council for approval. The decision-making powers of the executive committee cover, in particular, the awarding of contracts or grants, the management of human and financial resources, supplies and buildings. It may also be assigned further powers by the city council.
Because of the differences in legislation between the States, the exact definition of a City Council varies. However, it is generally only those local government areas which have been specifically granted city status (usually on a basis of population) that are entitled to refer to themselves as cities. The official title is "Corporation of the City of ------" or similar.
Some of the larger urban areas of Australia are governed mostly by a single entity (see Brisbane and other Queensland cities), while others maybe controlled by a multitude of much smaller city councils. Also some significant urban areas can be under the jurisdiction of otherwise rural local governments. Periodic re-alignments of boundaries attempt to rationalize these situations and adjust the deployment of assets and resources.
Local councils in New Zealand do vary in structure, but are overseen by the government department Local Government New Zealand. For many decades until the local government reforms of 1989, a borough with more than 20,000 people could be proclaimed a city. The boundaries of councils tended to follow the edge of the built-up area, so little distinction was made between the urban area and the local government area.
In the Netherlands the municipal council (gemeenteraad) is the elected assembly of the municipality. Its main role is laying down the guidelines for the policy of the council of mayor and aldermen and exercising control over its execution by the council of mayor and aldermen.
The municipal councils range in size from nine to 45 seats, depending on the municipality's population, and are elected by the population every four years. In many municipalities all major political parties contest in the election in addition to local parties. In most major, urban municipalities, all major parties are represented in the city council, while in smaller and more rural municipalities, only the largest parties and a local party have seats in the city council. All citizens and foreigners who live in the Netherlands for at least four years in a municipality have the right to vote and almost all citizens can be elected. Ministers and state secretaries in the national government are barred from standing in elections as well as mayors and civil servants employed by the municipality. After the elections the parties in the states elect the aldermen.
In 2011 the city had a population of 1,649,519. Montreal's metropolitan area had a population of 3,824,221 and a population of 1,886,481 in the urban agglomeration, with all of the municipalities on the Island of Montreal included. The 2014 estimate of the population of the metropolitan area of Montreal is 4.1 million.
French is the city's official language and is the language spoken at home by 56.9% of the population of the city, followed by English at 18.6% and 19.8% other languages (in the 2006 census). In the larger Montreal Census Metropolitan Area, 67.9% of the population speaks French at home, compared to 16.5% who speak English. Montreal is one of the most bilingual cities in Quebec and Canada with 56% of the population able to speak both English and French. Montreal is the second largest primarily French-speaking city in the world, after Paris.
Montreal is a Crusader castle on the eastern side of the Arabah, perched on the side of a rocky, conical mountain, looking out over fruit trees below. The ruins, called Shoubak or Shawbak in Arabic, are located in modern town of Shoubak in Jordan.
History
The castle was built in 1115 by Baldwin I of Jerusalem during his expedition to the area where he captured Aqaba on the Red Sea in 1116. Originally called 'Krak de Montreal' or 'Mons Regalis', it was named in honour of the king's own contribution to its construction (Mont Royal). It was strategically located on a hill on the plain of Edom, along the pilgrimage and caravan routes from Syria to Arabia. This allowed Baldwin to control the commerce of the area, as pilgrims and merchants needed permission to travel past it. It was surrounded by relatively fertile land, and two cisterns were carved into the hill, with a long, steep staircase leading to springs within the hill itself.

A City Council debate over whether a controversial pro-Gaza puppet display at the Chicago Cultural Center is antisemitic or a fair expression of free speech descended into disorder Tuesday, with an aldermanic ally of Mayor Brandon Johnson being told to leave the council chambers after he appeared to call another alderman a “white supremacist.”
Ald. The committee chair said he told Sigcho-Lopez not to return.
The argument capped a four-hour debate about the puppetry exhibit that features a two-sided “protest puppet” with bloodied caricatures of Uncle Sam and Israeli Prime Minister Benjamin Netanyahu. Writing on the wooden bases holding up the puppet criticizes U.S. financial support for Israel’s war efforts in Gaza and labels the characters as “children killers” and “murderers.”

Israeli-Palestinian violence rages as Israeli troops mass along border for possible ground operation
The Israeli military is drafting plans for a possible ground operation into the Gaza Strip this Thursday as violence between the two sides escalates. Israeli forces are continuing to strike Gaza, while Hamas and Islamic Jihad fire rockets deep into Israel. For now, 83 Palestinians and 7 Israelis have been killed since infighting broke on Monday. While countries strengthen calls for de-escalation, an Egyptian delegation has arrived in Tel Aviv to try brokering a truce.

The Al Jalaa building also houses other media organisations such as the Associated Press & has been targeted by Israeli warplanes with four missiles.
Israel gave “warning” that it will bomb the building that houses Al Jazeera offices and other international media channels in Gaza City in one hour.
Al Jazeera broadcasted live the phone call (on speaker) between Israel intelligence officer & Abu Husam, the owner of the Jalaa building. The owner is telling the Israeli to give the media time to evacuate their equipment from the building, the officer said no.

The international community is calling for an end to the latest conflict between Israel and Hamas militants. The United Nations Security Council is due to discuss the violence in the coming hours. UN Secretary-General Antonio Guterres says he was "dismayed" by civilian casualties in Gaza. Meanwhile there's been yet more bloodshed in the conflict, which is now in its seventh day.
Calling out for survivors. Rescuers pull the injured from the rubble, and retrieve the bodies of those who didn't survive. Several Gaza apartment blocks were bombed in the early hours of Sunday. The human cost is still being counted.Israel says its overnight strikes were targeting a senior Hamas political leader and taking out tunnels and rocket launch sites.
The response from Hamas came quickly. Israel says about half of the militants' rockets have fallen short, or been intercepted by an aerial defense system. But some hit their targets - residential areas such as here in Tel Aviv. One man died when a Hamas rocket struck his house. Others narrowly escaped death.
Israel's destruction of this Gaza building hosting several media outlets has raised international concern. Israel says it was also used by a Hamas intelligence operation. The Associated Press has demanded evidence, and says the world will now know less about what is happening in Gaza.
On Saturday, funerals were held for 10 family members killed in an earlier Israeli strike. Only a baby survived.
Desperate diplomatic efforts are underway to broker a ceasefire, and avoid more such tragedies.
The conflict in the Middle East has brought people onto the streets in cities worldwide -- to protest against the violence. In Germany, thousands have marched in support of the Palestinians.
Campaigners around the world organized rallies to condemn the violence in the Middle East and to commemorate 'Nakba' - the displacement of hundreds of thousands of Palestinians when the state of Israel was created in 1948. Most of Saturday's events were peaceful, although in Berlin police broke up at least one pro-Palestinian gathering and arrested several demonstrators. Still the people made their voices heard.
Elsewhere in the city, a smaller gathering, backing the Israelis. But most of rallies around the world have been in support of the Palestinians. In France, police fired tear gas in an attempt to break up a rally in the north of Paris. Crowds gathered even though city authorities had banned the march fearing an outbreak of antisemitic violence.
There was also solidarity Down Under, with a pro-Palestinian gathering in Sydney. As the renewed violence deepens the rift in the Middle East, many around the world are uniting in protest.

SECRETARY-GENERAL/OCCUPIED PALESTINIAN TERRITORY AND ISRAEL
The Secretary-General is gravely concerned by the serious escalations in the Occupied Palestinian Territory and Israel, including the latest escalation in Gaza, which add to the heightened tensions and violence in occupied East Jerusalem.
He is deeply saddened to learn of the increasingly large numbers of casualties, including children, from Israeli airstrikes in Gaza, and of Israeli fatalities from rockets launched from Gaza.
The Secretary-General’s thoughts are with the families of the victims.
Israeli security forces must exercise maximum restraint and calibrate their use of force. The indiscriminate launching of rockets and mortars towards Israeli population centres is unacceptable.
This spiraling escalation must cease immediately.
The United Nations is working with all relevant parties to de-escalate the situation urgently.
SECRETARY-GENERAL/RUSSIA
The Secretary-General is deeply saddened by the reported deaths of nine people, including seven children, in a shooting today outside a school in the city of Kazan in the Russian Federation. He strongly condemns this act of senseless violence and expresses his deepest condolences to the victims’ families, as well as the Government and people of the Russian Federation. He wishes those injured a speedy and full recovery.
MOSCOW
Later today, the Secretary-General will travel to Moscow at the invitation of the Russian Government. There, he will meet Foreign Minister Sergei Lavrov and other senior government officials.
On Thursday, Mr. Guterres will receive an honorific doctorate from Moscow State Institute of International Relations. While there, he will also meet with young participants of the Moscow model UN.

Ald. Byron Sigcho-Lopez, 25th, who last year was criticized for speaking at a protest rally where an American flag was burned, later Tuesday claimed he said the words “this is white supremacist” in the direction of Ald. Bill Conway, 34th, and didn’t direct his comments to Conway individually. After the comment was made during the committee meeting, it was temporarily recessed and neither alderman returned.

Crowds gathered even though city authorities had banned the march fearing an outbreak of antisemitic violence.
There was also solidarity Down Under, with a pro-Palestinian gathering in Sydney. As the renewed violence deepens the rift in the Middle East, many around the world are uniting in protest.

As the air attacks continue, so too does violence amongst Palestinian citizens of Israel and Jewish residents, on a scale not seen in decades.
The tactics of Israeli police are also being called into question.
And the city of Lydd (Lod) on the outskirts of Tel Aviv is in a state of emergency, the first in an Arab community since 1966.
Al Jazeera's Laura Burdon-Manley reports.
