Across the country, Americans protesting racial injustice and police brutality – the overwhelming majority of them peacefully – have been met by police forces that look more like an army. Officers have shown up to protests with riot gear, armored trucks, and military rifles. This is what America’s police now look like, and it’s the result of a decades-long buildup of military equipment among the country’s police departments. It began as a Reagan-era program to give police departments more resources to fight the War on Drugs, and has escalated ever since. Today, the idea of a militarized police force is baked into how American police see themselves.

Riotsville, U.S.A., a new documentary by filmmaker Sierra Pettengill, is a surrealist look at the dawn of police militarization in America.
"Riotsville was a series of fake towns that look like low-budget film sets constructed on military bases in the late '60s for training in civil disturbance control," Pettengill explained to Reason. "People ranging from FBI agents, governors, rank and file police officers, and police chiefs were all brought in for this course. Riotsville was a sort of day-long stage reenactment."

In recent years, a small amount of hackers and gamers have been anonymously reporting fake hostage situations, shootings, and other violent crimes designed to send elite police units, like SWAT teams, to unsuspecting people at their residences.
Swatting is a dangerous and expensive prank, which is easy to pull off. Swatters are utilizing easily accessible technology to mask or even alter the ID during calls to 911 dispatchers. With SWAT teams and paramilitary gear becoming the norm across small town America, these calls have predictably chaotic results.

Across the country, Americans protesting racial injustice and police brutality – the overwhelming majority of them peacefully – have been met by police forces that look more like an army. Officers have shown up to protests with riot gear, armored trucks, and military rifles. This is what America’s police now look like, and it’s the result of a decades-long buildup of military equipment among the country’s police departments. It began as a Reagan-era program to give police departments more resources to fight the War on Drugs, and has escalated ever since. Today, the idea of a militarized police force is baked into how American police see themselves.

Riotsville, U.S.A., a new documentary by filmmaker Sierra Pettengill, is a surrealist look at the dawn of police militarization in America.
"Riotsville was a series of fake towns that look like low-budget film sets constructed on military bases in the late '60s for training in civil disturbance control," Pettengill explained to Reason. "People ranging from FBI agents, governors, rank and file police officers, and police chiefs were all brought in for this course. Riotsville was a sort of day-long stage reenactment."
Following the death of Michael Brown in Ferguson, Missouri, Americans become increasingly aware of the growing use of military tools and tactics by law enforcement. But, as Pettengill's film makes clear, the practice began decades earlier—in the 1960s—after protests erupted in cities across the country.
In 1967 President Lyndon Johnson appointed the Kerner Commission to study what had caused the series of urban riots that led to deadly clashes between protesters and police. The commission's report recommended an ambitious set of initiatives to combat racism in America, and a minor measure calling for increased funding and training for police. It was that minor recommendation that President Johnson latched on to.
"It is largely the first time that the federal government is funding local police departments directly," says Pettengill.
Reason talked with Pettengill about her film, the lasting impact of the Army's creation of Riotsville, and the parallels she draws between the 1960s and today.

Experts on U.S. policing say that when it comes to the widespread militarization of domestic law enforcement, the American people are the frog. And those police dressed up as soldiers who have been beating, gassing and shooting rubber bullets at protesters nationwide this year? That's the pot bubbling.

In recent years, a small amount of hackers and gamers have been anonymously reporting fake hostage situations, shootings, and other violent crimes designed to send elite police units, like SWAT teams, to unsuspecting people at their residences.
Swatting is a dangerous and expensive prank, which is easy to pull off. Swatters are utilizing easily accessible technology to mask or even alter the ID during calls to 911 dispatchers. With SWAT teams and paramilitary gear becoming the norm across small town America, these calls have predictably chaotic results.
Despite the hyper-vigilance of America's law enforcement, authorities still struggle to defend themselves from the unlikeliest of threats — tech-savvy teenagers. Police militarization meets hacker culture as VICE News investigates the dangerous crime of swatting.
