Serbia protests: Students in Belgrade gather for largest anti-government demonstration in decades
After three months of anti-government protests in Serbia, Belgrade saw its biggest turnout on Saturday, when tens of thousands of demonstrators gathered outside parliament to express their dissent with the policies of Serbia's populist President Aleksandar Vučić.
A mass of students ignited the demonstrations back in December as a response to the fatal roof collapse that took place at Novi Sad train station in November and resulted in 15 deaths. The disaster has been blamed on corruption under Vučić’s rule.

With authorities threatening that anyone involved in violent disturbances would be arrested, many of the estimated 60,000-80,000 people in attendance of the rally expressed positivity that it would be a strictly peaceful protest – instead pointing the finger at the government for creating “tension.”

Over 100,000 People Join Protest Rally Against Serbia's President Aleksandar Vucic & Government
At least 100,000 people descended on Belgrade on Saturday for a mass rally seen as a culmination of months-long protests against Serbia’s populist President Aleksandar Vucic and his government. Large crowds of flag-waving protesters clogged the downtown area of the capital despite occasional rain, with people hardly able to move and many stuck hundreds of meters away from the planned protest venue. Following apparent sporadic incidents between protesters and the police, university students — who have been leading the peaceful protests for the past four months — abruptly called for an end to the demonstration Saturday, saying they no longer can guarantee safety at the rally. Most of the protesters dispersed, but thousands remained on the streets as tensions surged. Police said the crowd reached 107,000 people at the peak of the protest. Serbian independent media described the rally as the biggest ever in the country, saying the numbers were much higher. All public transport in Belgrade was canceled as protesters streamed into the city from various directions.

The Treaty of Belgrade (Russian: Белградский мир, Turkish: Belgrad antlaşması, Serbian: Beogradski mir) was the peace treaty signed on September 18, 1739 in Belgrade, Habsburg Kingdom of Serbia (today Republic of Serbia), by the Ottoman Empire on one side and the Habsburg Monarchy on the other.
This treaty ended the hostilities of the two-year Austro-Russian–Turkish War (1735–39), in which the Habsburgs joined Imperial Russia in its fight against the Ottomans. With the Treaty of Belgrade, the Habsburgs ceded the Kingdom of Serbia with Belgrade, the southern part of the Banat of Temeswar and northern Bosnia to the Ottomans, and Oltenia, gained by the Treaty of Passarowitz in 1718, to Wallachia (an Ottoman subject), and set the demarcation line to the rivers Sava and Danube. The Habsburg withdrawal forced Russia to accept peace at the Russo-Turkish War, 1735-1739 with the Treaty of Niš, whereby it was allowed to build a port at Azov, gaining a foothold on the Black Sea.

The Serbian Revolution refers to the national uprising active between 1804 and 1835, during which this territory evolved from an Ottoman province into a constitutional monarchy and a modern Serbia. The first part of the period, from 1804 to 1815, was marked by a violent struggle for independence from the Ottoman Empire with two armed uprisings taking place, ending with a ceasefire. The later period (1815–1835) witnessed a peaceful consolidation of political power of the increasingly autonomous Serbia, culminating in the recognition of the right to hereditary rule by Serbian princes in 1830 and 1833 and the territorial expansion of the young monarchy. The adoption of the first written Constitution in 1835 abolished feudalism and serfdom, and made the country suzerain. The term Serbian revolution was coined by a German academic historiographer, Leopold von Ranke, in his book Die Serbische Revolution, published in 1829. These events marked the foundation of modern Serbia.
The period is further divided as follows: First Serbian Uprising (1804–13), led by Karađorđe Petrović Hadži Prodan's revolt (1814) Second Serbian Uprising (1815) under Miloš Obrenović Official recognition of the Serbian state (1815–1833)
The Proclamation (1809) by Karađorđe in the capital Belgrade probably represented the apex of the first phase. It called for national unity, drawing on Serbian history to demand the freedom of religion and formal, written rule of law, both of which the Ottoman Empire had failed to provide. It also called on Serbs to stop paying taxes to the Porte, deemed unfair as based on religious affiliation. Apart from dispensing with poll tax on non-Muslims (jizya), the revolutionaries also abolished all feudal obligations in 1806, only 15 years after the French revolution, peasant and serf emancipation thus representing a major social break with the past. The rule of Miloš Obrenović consolidated the achievements of the Uprisings, leading to the proclamation of the first constitution in the Balkans and the establishment of the oldest Balkan institution of higher learning still in existence, the Great Academy of Belgrade (1808). In 1830 and again in 1833, Serbia was recognized as an autonomous principality, with hereditary princes paying annual tribute to the Porte. Finally, de facto independence came in 1868, with the withdrawal of Ottoman garrisons from the principality; de jure independence was formally recognized at the Congress of Berlin in 1878.
The Habsburgs occupied the Sanjak of Smederevo (modern central Serbia), ruling it as a crownland, the Kingdom of Serbia (1718–39), until they lost south of Danube (1739). There were large migrational waves from Ottoman areas into Habsburg territory. In 1788, Koča Anđelković led a rebellion against the Ottomans with the aid of Austria and placed central Serbia under the rule of the Habsburgs (see Koča's frontier). The Treaty of Sistova (1791) ended Austrian rule and promised Ottoman reforms. However, by 1799, Janissary corps had returned to the Sanjak and removed Serbian autonomy, drastically increased taxes, and enforced martial law. In 1801, Hadži Mustafa Pasha, the vizier of the Sanjak of Smederevo, was murdered by renegade janissaries (dahia), who took power in the Sanjak and defied the Sultan. The dahia feared that the Sultan would make use of the Serbs to oust them, so they decided to capture and execute Serb dukes and other notables at the main square of Valjevo, in an event known as the slaughter of the Dukes (1804). The executions outraged the Serbian people, and within days, Serb chiefs gathered in Šumadija and proclaimed the uprising, electing Karađorđe Petrović as their leader.
During almost 10 years of the First Serbian Uprising (1804–13), Serbia perceived itself as an independent state for the first time after 300 years of Ottoman and short-lasting Austrian occupations. Encouraged by the Russian Empire, the demands for self-government within Ottoman Empire in 1804 evolved into a war for independence by 1807. Combining patriarchal peasant democracy with modern national goals the Serbian revolution was attracting thousands of volunteers among the Serbs from across the Balkans and Central Europe. The Serbian
Revolution ultimately became a symbol of the nation-building process in the Balkans, provoking peasant unrests among the Christians in both Greece and Bulgaria. Following the successful siege with 25,000 men, on 8 January 1807 the charismatic leader of the revolt Karađorđe Petrović proclaimed Belgrade the capital of Serbia.

Sephardic Jews are believed to have arrived in Monastir, today called Bitola, in the years immediately after the Expulsion from Spain. The history of the community reflects Jewish Europe. This Ladino-speaking population survived changes in borders and rulers but eventually succumbed to the Holocaust in which 99% of the city’s Jews were murdered by the Nazis. This meeting will focus on the community’s life and what few documents are available to Sephardic family historians.
Our speaker, David Mendoza, is a Sephardic genealogist, co-host of Sephardic World, trustee of A Nação Hebraica, and an Admin of The Sephardic Diaspora group on Facebook. He was recently elected to the council of the Jewish Genealogical Society of Great Britain.

Serbia in World War II. After the Axis invasion of Yugoslavia the Balkan nation was carved up. German-occupied Serbia was officially known as the Territory of the Military Commander in Serbia (or: the Serbian Residual State). The collaborationist government was led by Milan Nedić and became known as the Government of National Salvation (Nedić's government). Different pro-Axis Serbian formations saw the light of day such as: the Serbian State Guard, the Serbian Volunteer Command and the Russian Defence Corps (Russian Protective Corps).

It operated from 30 April to 29 August 1941, was headed by Milan Aćimović, and is also referred to as the Commissars Government or Council of Commissars. Of the ten commissioners, four had previously been ministers in various Yugoslav governments, and two had been assistant ministers. BOSNIA: SERBS ARRESTED ON SUSPICION OF WAR CRIMES UPDATE

The Bosnian government has arrested at least seven Serbian army officials for alleged war crimes.
The arrested men reportedly include a close associate of Serb military commander General Ratko Mladic.
The Bosnian government says it will abide by any decision the International War Crimes Tribunal makes on whether the Serb military men should be released or not.
The arrests of the men from the Serbian army occurred in Dobrinje, part of Sarajevo, in Bosnia.
This used to be a frontline area during the war and tensions still exist although there is now meant to be freedom of movement.

The Crveni Krst concentration camp (lit. Red Cross concentration camp; German: KZ Crveni Krst; Serbian: Логор Црвени крст, romanized: Logor Crveni krst), also known as the Niš concentration camp (German: Lager Nich), located in Crveni Krst, Niš, was operated by the German Gestapo and used to hold captured Serbs, Jews and Romanis during the Second World War. Established in mid-1941, it was used to detain as many as 35,000 people during the war and was liberated by the Yugoslav Partisans in 1944. More than 10,000 people are thought to have been killed at the camp. After the war, a memorial to the victims of the camp was erected on Mount Bubanj, where many inmates were shot. A memorial museum was opened on the former campgrounds in 1967 and in 1979 the campgrounds were declared a Cultural Monument of Exceptional Importance and came under the protection of the Socialist Republic of Serbia.
Background
On 6 April 1941, Axis forces invaded the Kingdom of Yugoslavia. The Royal Yugoslav Army was quickly defeated and Belgrade was captured by 12 April.[1] The country was then occupied and dismembered, with the Wehrmacht establishing the Territory of the Military Commander in Serbia[2] under a government of military occupation. The territory included most of Serbia proper, with the addition of the northern part of Kosovo (centred on Kosovska Mitrovica), and the Banat.[3] It was the only area of partitioned Yugoslavia in which the German occupants established a military government. This was done to exploit the key rail and riverine transport routes that passed through it, and due to its valuable resources, particularly non-ferrous metals.[4] The Military Commander in Serbia appointed Serbian puppet governments to "carry on administrative chores under German direction and supervision".[5] On 29 August 1941, the Germans appointed the Government of National Salvation (Serbian: Vlada Nacionalnog Spasa, Влада Националног Спаса) under General Milan Nedić, to replace the short-lived Commissioner Administration.[6] A pre-war politician who was known to have pro-Axis leanings, Nedić was selected because the Germans believed his fierce anti-Communism and military experience could be used to quell an armed uprising in the Serbian region of Šumadija.[7]

Unable to bring reinforcements due to the need to send soldiers to the Eastern Front, the Germans responded to the revolt by declaring that one-hundred Serbs would be executed for every German soldier killed and that fifty would be executed for every German soldier wounded. By October 1941, this policy had resulted in the deaths of 25,000 Serbs.[8] The Germans also targeted Jews, who were subjected to forced labour, punitive taxing, and restrictive decrees.[9] Jews were also registered with German authorities and forced to wear identifying armbands while Jewish property was confiscated.[10] They, and to a lesser degree Romanis, were targeted on racial grounds, although most were not killed outright. Following the start of the anti-German uprising, German propaganda began associating Jews with Communism and anti-German ideology. Executions and arrests of Serbian Jews followed.[9]
When the Germans occupied southeastern Serbian city of Niš in April 1941, they prohibited Romanis from leaving their homes without an identifying yellow armband bearing the word Zigeuner (Gypsy). German soldiers then went through the Romani quarter and forcibly shaved the heads of all Romanis in Niš under the pretext that they had lice.[11]

There were four categories of prisoners. First categories were hostages. They served for retaliation execution. For one killed occupying soldier 100, and for one wounded 50 hostages were killed. Second category were Jews. Third category of prisoners were persons arrested on suspicion of belonging or cooperating with the communist National Liberation Movement and their military units under Josip Broz Tito. The fourth category of prisoners consisted of those arrested on charge of belonging or cooperating with the Yugoslav Army in the Homeland, under the command of War Minister, Colonel Dragoljub Draže Mihailović.[15]
Romani men, women and children were imprisoned at Crveni Krst shortly after its creation.[16] In October 1941, 200–300 local and foreign Jews living in Niš were brought to the camp. More arrived later from towns in the Serbian interior.[12] Laws passed by the Germans that September ensured that they would be detained separately from other inmates.[14] The Germans began executing adult male inmates in early November.[12] In January, a group of Serbian Partisans attacked the camp, freeing a small number of Jewish prisoners.

By mid-July, the Germans had decided that the Aćimović regime was incompetent and unable to deal with the uprising, and began looking for a replacement. This resulted in the resignation of the Commissioner Government at the end of August, and the appointment of the Government of National Salvation led by former Minister of the Army and Navy Armijski đeneral Milan Nedić, in which Aćimović initially retained the interior portfolio. The members of the Commissioner Government accepted collaboration with the occupiers as a means to spare Serbs from political influences that they considered more dangerous than the Germans, such as democracy, communism and multiculturalism. They actively assisted the Germans in exploiting the population and the economy, and took an "extremely opportunistic" view of the Jewish question, regarding their own participation in the Holocaust as "unpleasant but unavoidable". There is no evidence that the collaboration of the Commissioner Government moderated German occupation policies in any way.

Summary:
The Commissioner Government (Serbian: Комесарска влада, Komesarska vlada) was a short-lived Serbian collaborationist puppet government established in the German occupied territory of Serbia within the Axis-partitioned Kingdom of Yugoslavia during World War II. It operated from 30 April to 29 August 1941, was headed by Milan Aćimović, and is also referred to as the Commissars Government or Council of Commissars. Of the ten commissioners, four had previously been ministers in various Yugoslav governments, and two had been assistant ministers. The members were pro-German, anti-Semitic and anti-communist, and believed that Germany would win the war. The Aćimović government lacked any semblance of power, and was merely an instrument of the German occupation regime, carrying out its orders within the occupied territory. Under the overall control of the German Military Commander in Serbia, supervision of its day-to-day operations was the responsibility of the chief of the German administrative staff, SS-Brigadeführer and State Councillor, Harald Turner. One of its early tasks was the implementation of German orders regarding the registration of Jews and Romani people living in the territory, and the placing of severe restrictions on their liberty.
In early July, a few days after a communist-led mass uprising commenced, Aćimović reshuffled his government, replacing three commissioners and appointing deputies for most of the portfolios. By mid-July, the Germans had decided that the Aćimović regime was incompetent and unable to deal with the uprising, and began looking for a replacement. This resulted in the resignation of the Commissioner Government at the end of August, and the appointment of the Government of National Salvation led by former Minister of the Army and Navy Armijski đeneral Milan Nedić, in which Aćimović initially retained the interior portfolio. The members of the Commissioner Government accepted collaboration with the occupiers as a means to spare Serbs from political influences that they considered more dangerous than the Germans, such as democracy, communism and multiculturalism. They actively assisted the Germans in exploiting the population and the economy, and took an "extremely opportunistic" view of the Jewish question, regarding their own participation in the Holocaust as "unpleasant but unavoidable". There is no evidence that the collaboration of the Commissioner Government moderated German occupation policies in any way.

The Bosnian government has arrested at least seven Serbian army officials for alleged war crimes.
The arrested men reportedly include a close associate of Serb military commander General Ratko Mladic.
The Bosnian government says it will abide by any decision the International War Crimes Tribunal makes on whether the Serb military men should be released or not.
The arrests of the men from the Serbian army occurred in Dobrinje, part of Sarajevo, in Bosnia.
This used to be a frontline area during the war and tensions still exist although there is now meant to be freedom of movement.
One of those arrested is General Djrdje Djukic, rumoured to be a close associate of Serb military commander General Ratko Mladic.
The men were thought to have been travelling to Ilidza, a suburb of Sarajevo for a meeting late at night.
But details of their arrest have only emerged over the last 24 hours.

"Lieutenant General Sir Michael Walker the commander of the ARRC (Allied Rapid Reaction Corps) held a joint military commission with the leaders of the three armies yesterday afternoon at which it was reported to him that various members of the VRS, the Serb army, had been detained by the Muslim government authorities."
"He was told that indeed General Djukic, his chief of staff driver and five others had all been detained during the last few days and were being held as war criminals. We understand that the International Tribunal will look into it this morning. Serbian President Boris Tadic held talks with Secretary of State Condoleezza Rice in Washington on Thursday, and afterwards signed a mutual defence Status of Forces Agreement (SOFA).
"I look forward to the deepening of our defence relationship and indeed, the deepening of our friendship," Rice said.
"Without cooperation in the defence sector, we're not going to have cooperation in the economy on the high level," Tadic said.
SOFA defines the legal status of U.S. army personnel and property while on Serbian territory.
The U.S. has some 100 such agreements with various nations, and Serbia and Belarus have been the only European countries without
them.
Tadic said he expected more investment in Serbia by US companies as a result in increased defence cooperation between the two nations.
As the U.N.-mediated talks on Kosovo's future status enter a crucial phase, Tadic has said he would urge U.S. officials to support Belgrade's position that the province should have broad autonomy but remain within Serb territory.
The U.S. is part of a six-nation group helping to negotiate a resolution on Kosovo's status by the end of the year.
Tadic has said Serbia was striving to build closer ties with the "most powerful country" and to purge the "destructive image" left by late autocratic ruler Slobodan Milosevic.
Earlier this year, the EU suspended pre-membership talks with Serbia because it failed to meet a deadline for capturing Ratko Mladic, one of the
court's most wanted suspects.
Mladic, who was the Bosnian Serb military commander during the 1992-95 war in Bosnia, is charged with genocide for the slaughter of as many as 8,000 Muslims in Srebrenica.
The former general is believed to be hiding in Serbia under the protection of hardliners in the military.
Tadic's visit is also to include a stop in the U.S. state of Ohio to discuss Serbia's military cooperation with the U.S. National Guard.

Belgrade Liberation Day is an annual observance celebrated in Serbia on October 20. Although it is not a public holiday or a non-working day, the anniversary of the liberation of Belgrade during World War II is marked with military parades and other events.
Following the occupation of Yugoslavia by Nazi Germany in 1941, Serbia was placed under a military government of occupation by the Wehrmacht. It was known as the Territory of the Military Commander in Serbia. The occupation of Serbia lasted for more than three years until Belgrade was liberated through the joint efforts of the Soviet Red Army, National Liberation Army and Partisan Detachments of Yugoslavia, and the Bulgarian People’s Army.
The military operation in which Belgrade was liberated is known as the Belgrade Strategic Offensive Operation or simply the Belgrade Offensive. It began on September 28, 1944, with the attack of the 57th army of the Red Army. The final run towards Belgrade started on October 12. On October 20, the Serbian capital was liberated by joint Soviet and Yugoslav forces.
The German army suffered heavy losses during the Belgrade Offensive and had to abandon most of the food, ammunition and equipment. The liberation of Belgrade was the first step towards the liberation of the rest of Yugoslavia. No wonder that its anniversary has become an official observance.

Senior IFOR commanders brought Bosnian government and Bosnian Serb officials together at Sarajevo airport to discuss the issue.
