IISS-US Adelphi Book Launch - Iraq: From War to a New Authoritarianism
The 2003 invasion of Iraq was undertaken to dismantle a regime that had long threatened its own population and regional peace, as well as to establish a stable, democratic state in the heart of the Middle East. This Adelphi looks at the legacy of that intervention. It analyzes the evolution of the insurgency, the descent into civil war, and the "surge" as a counter-insurgency strategy, and examines US and Iraqi efforts to reconstruct the state's military and civilian capacity. This book seeks to answer three questions that are central to the country's future. Will it continue to suffer high levels of violence or even slide back into a vicious civil war? Will Iraq continue on a democratic path, as exemplified by the three competitive national elections held since 2005? And does the new Iraq...

The people are wanted, who are wanted by the Iranians are about 50 and I think a solution can be found, a humane solution for these people, either if there is a verified and tested amnesty for most of them to go to Iran or they can find refuge in some other place in the world."

STORYLINE:
A member of the Iraqi Governing Council said on Friday that Iraq should be able to have elections with six months of planning, and the US should hand over the task of governing the country by the July 1 date that has been set.
"Do not seek to find a reasons why elections are not possible. Seek to make them possible, and they will be possible," Ahmad Chalabi told the American Enterprise Institute in Washington.
Chalabi also said he did not want the MEK, the military wing of the Paris-based National Council of Resistance of Iran (an umbrella body that seeks to topple Iran's ultra-religious government) in Iraq because they had allegedly committed crimes against the Iraqi people.
He said there are about 3,800 MEK members in Iraq.
The MEK, which stands for the Mujahedeen Khalq or People's Mujahedeen, is on the US State Department's list of terrorist organisations.
The MEK is the military wing of the Paris-based National Council of Resistance of Iran, an umbrella body that seeks to topple Iran's ultra-religious government.
Chalabi also said that ousted President Saddam Hussein had left Iraq deep in debt, but that his crimes would come to light when he was tried by Iraqis.
Chalabi has been in Washington since Tuesday, when he met with US President George W. Bush at the White House, and also attended Bush's State of the Union speech.
He was in Washington as part of the Iraqi Governing Council delegation, which includes Adnan Pachachi, President of the Iraqi Governing Council.

9. SOUNDBITE: (English) Ahmed Chalabi, Head of the Iraqi National Congress:
"We want to treat them in a very humane way. There are several possibilities - I will not speculate on how these possiblilties can take place. There are about 38 hundred MEK people in Iraq. They are also leaving in dribs and drabs, they have been leaving.

And does the new Iraq pose a threat to its neighbors?

5. Guinea Ambassador, Mamady Traore, arriving for meeting
6. British Ambassador, Sir Jeremy Greenstock, arriving for meeting
7. German Ambassador, Gunter Pleuger, arriving for meeting
8. SOUNDBITE: (English) Sir Jeremy Greenstock, British Ambassador to the United Nations:
"I said that it was very likely that next week and probably early next week we would have some language to put down for the Council and then there would be plenty of time for discussion of that. So they have taken that on board and they will have discussion amongst themselves about where that will lead them and what to do in those circumstances, so it was a good exchange."

10. SOUNDBITE: (English) Sir Jeremy Greenstock, British Ambassador to the United Nations:
"We were talking about what's really happening on the ground. We weren't talking about the vote, and nobody said how they would vote or anything else. It wasn't about that and it isn't about that. It is about how we use the remaining period to have a real discussion of how to complete the disarmament of Iraq and all of us, all eleven of us want that to happen without the use of military force. And I wanted to see if they had any ideas about how to achieve that without the use of military force, otherwise that draft on the table is going to weigh heavily."
(Reporter asks if the non permanent members offered any ideas on disarmament)
A: "Nothing so far"
(Reporter asks if this is discouraging)
A: "I want this to be done without the use of force."
(Reporter asks why the French proposal is not viable)
A: "Because the Iraqis know how to keep their stuff away from inspectors so having lots more inspectors is not the point because the inspectors are there as an effective verifying instrument for willing disarmament, they are not there to force unwilling disarmament. It doesn't work like that."
(Reporter asks if this is the last chance for other council members to come up with a solution short of war)
A: "No, there is always last, last, last, last, last, last chance."

STORYLINE:
The United Nations joined the United States and Britain in saying that Saddam Hussein is still not cooperating fully with UN inspectors, despite Iraq's go-ahead for surveillance flights and its handing over of new lists of scientists.
UN, US, and British officials said Iraq still has not provided evidence to answer outstanding questions about its nuclear, chemical, biological and long-range missile programs.
"Clearly Iraq needs to do more by way of cooperating, particularly on unresolved disarmament issues, which are clearly issues of substance," said Ewen Buchanan, spokesman for chief UN weapons inspector Hans Blix.
On Friday, Iraq's Ambassador to the UN, Mohammed Al-Douri, arrived at the United Nations for a meeting with chief weapons inspector Hans Blix.
At the meeting, Blix gave the ambassador a letter concerning the destruction of Baghdad's Al Samoud 2 missiles and machinery to produce missile motors.
Destroying the Al Samouds would present a serious dilemma for the government.
It would be giving up a valuable weapons system just as it faces the possibility of a US-led invasion, but if it doesn't destroy the missiles it will be accused of failing to cooperate with UN inspectors.
