Lockerbie Square Historic District is a historic district on the National Register of Historic Places within Indianapolis, Indiana, listed on February23, 1973, with a boundary increase on July28, 1987. It is noted for its Federal, Italianate, and Queen Anne style architecture. The original platting of Lockerbie Square, done by Janet McQuat and named for her father, Scottish immigrant George Lockerbie, was between 1847 and 1850. The 1960s saw an immense effort to save the buildings within the district, becoming the first historic district in Indianapolis. Many of the buildings date from 1855 to 1930. James Whitcomb Riley, famed Hoosier poet, lived in the district for over two decades. He was known to give candy to local children on his regular walks.
History of the district
Lockerbie Square is the oldest intact residential neighborhood of Indianapolis. Lockerbie is located on the northeast side of Alexander Ralston's Plat of Indianapolis at the intersection of East Street and New York Street. The western border of the district is East Street, so named as it was the original eastern boundary of Indianapolis. The neighborhood is directly south of the Mass Ave Cultural District and north of the Cole-Noble District. At only .75 miles away from the Circle, Lockerbie Square was one of Indianapolis' earliest walkable suburbs.
A historic district or heritage district is a section of a city which contains older buildings considered valuable for historical or architectural reasons. In some countries, historic districts receive legal protection from development.
In Canada, such districts are called "heritage conservation districts" or "heritage conservation areas" (known as "arrondissements historiques", "secteurs de conservation du patrimoine" or "districts de conservation du patrimoine" in French) and are governed by provincial legislation.
United States
The United States has specific legislation identifying and giving protection to designated historic districts.
In the United States, a historic district is a group of buildings, properties, or sites that have been designated by one of several entities on different levels as historically or architecturally significant. Buildings, structures, objects and sites within a historic district are normally divided into two categories, contributing and non-contributing. Districts greatly vary in size: some have hundreds of structures, while others have just a few.
The U.S. federal government designates historic districts through the United States Department of Interior under the auspices of the National Park Service. Federally designated historic districts are listed on the National Register of Historic Places, but listing imposes no restrictions on what property owners may do with a designated property. State-level historic districts may follow similar criteria (no restrictions) or may require adherence to certain historic rehabilitation standards. Local historic district designation offers, by far, the most legal protection for historic properties because most land use decisions are made at the local level. Local districts are generally administered by the county or municipal government.
Lockerbie (Scottish Gaelic:Locarbaidh) is a town in Dumfries and Galloway, south-western Scotland. It lies approximately 75 miles (121km) from Glasgow, and 20 miles (32km) from the English border. It had a population of 4,009 at the 2001 census. The town came to international attention in December 1988 when the wreckage of Pan Am Flight 103 crashed there following a terrorist bomb attack aboard the flight.
History
Lockerbie apparently has existed since at least the days of Viking influence in this part of Scotland in the period around AD 900. The name (originally "Loc-hard's by") means Lockard's Town in Old Norse. The presence of the remains of a Roman camp a mile to the west of the town suggests its origins may be even earlier. Lockerbie first entered recorded history in the 1190s in a charter of Robert de Brus, 2nd Lord of Annandale, granting the lands of Lockerbie to Adam de Carlyle. It appears as Lokardebi, in 1306.
Pan Am Flight 103 was a regularly scheduled Pan Amtransatlantic flight from Frankfurt to Detroit, via London and New York. On 21 December 1988, N739PA, the aircraft operating the transatlantic leg of the route, was destroyed by a terrorist bomb, killing all 243 passengers and 16 crew, in what became known as the Lockerbie bombing. Large sections of the aircraft crashed onto residential areas of Lockerbie, Scotland, killing 11 more people on the ground.
Following a three-year joint investigation by Dumfries and Galloway Constabulary and the US Federal Bureau of Investigation (FBI), arrest warrants were issued for two Libyan nationals in November 1991. In 1999, Libyan leader Colonel Muammar Gaddafi handed over the two men for trial at Camp Zeist, Netherlands after protracted negotiations and UN sanctions. In 2001, Libyan intelligence officer Abdelbaset al-Megrahi was jailed for life after being found guilty of 270 counts of murder in connection with the bombing. In August 2009, he was released by the Scottish Government on compassionate grounds after being diagnosed with prostate cancer. He died in May 2012, the only person to be convicted for the attack. He had continually asserted his innocence.

Marking a building as historic can make a lot of sense, but it gets more complicated when cities try to mark an entire district as historic. And sometimes historic districts can be created not for the preservation of history, but for the preservation of demographics and property values.
