List of the First Lords of the Admiralty

This is a List of First Lords of the Admiralty of England, Great Britain and then the United Kingdom. The earlier Lords High Admiral were mostly courtiers or members of the Royal family. When the office of Lord High Admiral was "put into commission" it was exercised by a board of Lords Commissioners (or "Sea Lords") headed by a First Lord of the Admiralty, and not by a single man. The office of First Lord remained a political one which did not need to be filled by a professional naval officer, although it sometimes was.

The first such First Lord of the Admiralty was Richard Weston, 1st Earl of Portland, who was appointed in 1628. In the 17th century and the early 18th century, it was not invariable for the Admiralty to be in commission, so there are gaps in the list of First Lords, and a small number of First Lords were for a time Lord High Admiral.

In 1964, the office of First Lord of the Admiralty was abolished, the last holder being the second Earl Jellicoe, the son of Admiral of the Fleet Earl Jellicoe, and the functions of the Sea Lords were then transferred to the Admiralty Board, which forms part of the tri-service Defence Council of the United Kingdom.

Admiralty

The Admiralty was the organisation responsible for the command of the Royal Navy in the Kingdom of England, and later in Great Britain, and until 1964 in the United Kingdom. Originally exercised by a single person, the Lord High Admiral, the Admiralty was, from the early 18th century onwards, almost invariably put "in commission" and exercised by the Lords Commissioners of the Admiralty, who sat on the Board of Admiralty.

In 1964, the functions of the Admiralty were transferred to a new Admiralty Board, which is a committee of the tri-service Defence Council of the United Kingdom and part of the Ministry of Defence. The new Admiralty Board meets only twice a year, and the day-to-day running of the Royal Navy is controlled by a Navy Board (not to be confused with the historic Navy Board described later in this article). It is common for the various authorities now in charge of the Royal Navy to be referred to as simply The Admiralty.

The title of Lord High Admiral of the United Kingdom was vested in the monarch from 1964 to 2011. The title was awarded to Philip, Duke of Edinburgh by Queen Elizabeth II on his 90th birthday. There also continues to be a Vice-Admiral of the United Kingdom and a Rear-Admiral of the United Kingdom, both of which are honorary offices.

Lords Commissioners of the Admiralty

The Lords Commissioners of the Admiralty were the members of the Board of Admiralty, which exercised command over the Royal Navy.

Officially known as the Commissioners for Exercising the Office of Lord High Admiral of the United Kingdom of Great Britain and Northern Ireland &c. (or of England, Great Britain or the United Kingdom of Great Britain and Ireland, depending on the period), the Lords Commissioners only existed when the office of Lord High Admiral was in commission, i.e. not held by a single person. During the periods when an individual Lord High Admiral was appointed, there was a Council of the Lord High Admiral which assisted the Lord High Admiral and effectively performed many of the duties of the Board of Admiralty.

History

The office of Lord High Admiral was created in around 1400 to take charge of the Royal Navy. It was one of the Great Officers of State. The office could be exercised by an individual (as was invariably the case until 1628), by the Crown directly (as was the case between 1684 and 1689), or by a Board of Admiralty.

This is a list of Lords Commissioners of the Admiralty (incomplete before the Restoration, 1660).

The Lords Commissioners of the Admiralty, were the members of the Board of Admiralty, which exercised the office of Lord High Admiral when it was not vested in a single person. The commissioners were a mixture of politicians without naval experience and professional naval officers, the proportion of the latter generally increasing over time. In 1940, the Secretary of the Admiralty, a civil servant, became a member of the Board.( NB The correct term is Secretary of the Admiralty, not "to".) The Lord High Admiral, and thus the Board of Admiralty, ceased to have operational command of the Royal Navy when the three service ministries were merged into the Ministry of Defence in 1964, when the office of Lord High Admiral reverted to the Crown.

The result is a “Vertical Kampung (village)”, with a People's Plaza sheltered by a Medical Centre supporting a rooftop Community Park overlooked by apartments for seniors. These three distinct layers juxtapose the various building uses to foster diversity of cross-programming and frees up the ground level for activity generators. The proximity to healthcare, social, commercial and other amenities support inter-generational bonding and promote active ageing in place. Kampung Admiralty is Singapore’s first building to bring together a mix of public facilities and services under one roof. The traditional approach is for each government agency to have their own plot of land, resulting in standalone buildings. This one-stop integrated complex maximises land use and the benefits of co-location, and is a prototype for meeting the needs of Singapore’s ageing population. The compact site, adjacent to a train station in medium-rise public housing area, prompted a layered ‘club sandwich’ approach. The result is a “Vertical Kampung (village)”, with a People's Plaza sheltered by a Medical Centre supporting a rooftop Community Park overlooked by apartments for seniors. These three distinct layers juxtapose the various building uses to foster diversity of cross-programming and frees up the ground level for activity generators. The proximity to healthcare, social, commercial and other amenities support inter-generational bonding and promote active ageing in place. The development has proven extremely popular, and was used as the backdrop for the Prime Minister’s 2018 National Day address, as a visual embodiment of Singapore’s aspirations for a more caring community environment. Awarded "World Building of the Year" at the 2018 World Architecture Fesitval, Kampung Admiralty is Singapore's first integrated public development that brings together a mix of public facilities and services under one roof. The traditional approach is for each government agency to carve out their own plot of land, resulting in several standalone buildings. This one-stop integrated complex maximises land use, and is a prototype for meeting the needs of Singapore's ageing population. Located on a tight 0.9Ha site with a height limit of 45m, the scheme builds upon a layered 'club sandwich' approach. A "Vertical Kampung (village)" is devised, with a People's Plaza in the lower stratum, a Medical Centre in the mid stratum, and a Community Park with studio apartments for seniors in the upper stratum. These three distinct stratums juxtapose the various building uses to foster diversity of cross-programming and frees up the ground level for activity generators. The close proximity to healthcare, social, commercial and other amenities support inter-generational bonding and promote active ageing in place. The People’s Plaza is a fully public, porous and pedestrianised ground plane, designed as a community living room, within which the public can participate in organised events, join in the season’s festivities, shop, or eat at the hawker centre on the 2nd storey. The breezy tropical plaza is shaded and sheltered by the Medical Centre above, allowing activities to continue regardless of rain or shine. Residents can actively come together to exercise, chat or tend community farms at the Community Park, an intimately-scaled, elevated village green. A total of 104 studio apartments are provided in two 11-storey blocks for elderly singles or couples. “Buddy benches” at shared entrances encourage seniors to come out of their homes and interact with their neighbours. The units adopt universal design principles and are designed for natural cross ventilation and optimum daylight.

The community centre, as a building typology, is already a familiar sight in Singapore. The innovation that Kampung Admiralty offers is its mix of programmes, and the way these are merged with layers of social space and greenery. The most touted of these is housing for the elderly. In Singapore, retirement homes are not common; nor are they viewed in a positive light. The importance placed on this is an attempt to reframe the national conversation on aging. The colocation of elderly housing with a medical centre also emphasises pre-emptive care. The full measure of this ambition was captured in its form-logic. The architects call it club sandwich architecture. It involves the stacking of programmatic layers, with a double-height retail plaza on the ground, and a medical centre, an eldercare and childcare facilities on the floors above. List of the First Lords of the Admiralty

This is a List of First Lords of the Admiralty of England, Great Britain and then the United Kingdom. The earlier Lords High Admiral were mostly courtiers or members of the Royal family. When the office of Lord High Admiral was "put into commission" it was exercised by a board of Lords Commissioners (or "Sea Lords") headed by a First Lord of the Admiralty, and not by a single man. The office of First Lord remained a political one which did not need to be filled by a professional naval officer, although it sometimes was.

The first such First Lord of the Admiralty was Richard Weston, 1st Earl of Portland, who was appointed in 1628. In the 17th century and the early 18th century, it was not invariable for the Admiralty to be in commission, so there are gaps in the list of First Lords, and a small number of First Lords were for a time Lord High Admiral.

In 1964, the office of First Lord of the Admiralty was abolished, the last holder being the second Earl Jellicoe, the son of Admiral of the Fleet Earl Jellicoe, and the functions of the Sea Lords were then transferred to the Admiralty Board, which forms part of the tri-service Defence Council of the United Kingdom.
