In the days of fighting sail, a letter of marque and reprisal was a government license authorizing a person (known as a privateer) to attack and capture enemy vessels and bring them before admiralty courts for condemnation and sale. Cruising for prizes with a letter of marque was considered an honorable calling combining patriotism and profit, in contrast to unlicensed piracy, which was universally reviled. In addition to the term lettre de marque, the French sometimes used the term lettre de course for their letters of marque. "Letter of marque" was sometimes used to describe the vessel used: a "letter of marque" generally refers to a lumbering square-rigged cargo carrier that might pick up a prize if the opportunity arose. A "privateer" was a fast and weatherly fore-and-aft-rigged vessel heavily armed and heavily crewed, intended exclusively for fighting.
A "letter of marque and reprisal" would include permission to cross an international border to effect a reprisal (take some action against an attack or injury) authorized by an issuing jurisdiction to conduct reprisal operations outside its borders.

You might've remembered this scene from the Second Pirates of the Caribbean movie, where Cutler Beckett offers a Letter of Marque to Jack Sparrow. This will function as a pardon for Jack's crimes as a pirate, and simutaneously turn him into a servant of the crown - a Privateer.
Could this have happened in history? In practice, yes, but the situation has been oversimplified, and the terminology fumbled around.

Allan Holdsworth: Letters Of Marque (Frankfurt '86 Experimental Remix)
This video is an experimental remix of Allan's performance of "Letters Of Marque" from the Frankfurt '86 jazz festival. The audio and video is sourced from the 2020 release by Manifesto Records, links below. The master tape was taken from the two-channel broadcast version, which has some issues with levels, in particular the drums suffer in the mix. To see what could be done about this, the stereo audio was split into multitrack stems by Spleeter, which uses artificial intelligence to separate instruments. The stems were imported into Cakewalk by Bandlab. Some eq and compression/limiting was applied, and levels were adjusted. The Spleeter software is very impressive, but not perfect yet. Some artifacts can be heard throughout. It does however bring out nuances in the playing which you may ...

Desert - Letter of marque (English Lyrics)
Throughout history, since mankind first took to the sea in boats, there have been pirates. Armed seafarers with an appetite for plunder. Quickly, naval powers realised they could harness the strength of these free mercenary forces. Countries would commission pirates into their navies to fight their battles by sending them a letter of marque, a letter giving permission from the head of state to freely conduct piracy among enemies of that state and granting the pirate amnesty in their lands should they choose to retire after plundering.
