The terms city limits and city boundary refer to the defined boundary or border of a city. The area within the city limits is sometimes called the city proper. The terms town limits/boundary and village limits/boundary mean the same as city limits/boundary, but apply to towns and villages. Similarly, the term corporate limits is a legal name that refers to the boundaries of municipal corporations. In some countries, the limits of a municipality may be expanded through annexation.
City limits in the United States and Canada
In the United States, such limits are usually formally described in a state, provincial, or territorial law (or an appropriate regulation) as being under the control of the municipal corporation or agency that constitutes the city government. It is customary to indicate city limits with the posting of signs on major freeways, highways, and arterial roads. Note that New England states have a unique concept of "towns", which are similar in size to the civil townships in other States, but empowered with the authority exercised by municipalities in other States.
City Limits is a 1984 post-apocalyptic movie about two teenage gangs who unite against an evil corporation trying to take them over for their own use. It was written and directed by Aaron Lipstadt and is based on a story by James Reigle and Lipstadt.
The movie was featured on an episode of the cult television series Mystery Science Theater 3000, during which Crow T. Robot sang a song in tribute to actress Kim Cattrall, who appears in the movie. When Kim Cattrall saw the episode, she arranged for flowers to be sent to Trace Beaulieu, Crow's puppeteer.
Plot
Sometime near present-day a mysterious plague sweeps the world, killing almost every adult and leaving behind "a world of orphans". Some fortunate few are raised by the surviving adults, including Lee (John Stockwell), who is taken in and raised by Albert (James Earl Jones) on his remote farm. Fifteen years later, Lee decides to set out for the nearby ruins of Los Angeles in the hopes of joining the Clippers, a famous motorcycle gang. Lee arrives in the city only to find it seemingly empty, but spots a convoy of cargo trucks heading through the streets. He follows them into a well-lit, fenced off building, where he is quickly noticed by Bolo (Norbert Weisser), who is overseeing operations. When various workers begin to converge on Lee he flees on his motorcycle.
Determining the world's largest cities depends on which definitions of city are used. The United Nations uses three definitions for what constitutes a city, as not all cities may be classified using the same criteria. Cities may be defined by the extent of their urban area, the metropolitan region, and the city proper.
Common methods for defining the boundaries of a city
Urban areas
A city can be defined as a conditionally contiguousurban area, without regard to territorial or other boundaries inside an urban area. UNICEF defines urban area as follows:
Metropolitan area
A city can be defined by the habits of its demographic population, as by metropolitan area, labour market area, or similar in a metropolitan area. UNICEF defines metropolitan area as follows:
City proper (administrative)
A city can be defined by its administrative boundaries (city proper). World Urbanization Prospects, a UN publication, defines population of a city proper as "the population living within the administrative boundaries of a city or controlled directly from the city by a single authority." UNICEF defines city proper as "the population living within the administrative boundaries of a city, e.g., Washington, D.C.". A city proper is a locality defined according to legal or political boundaries and an administratively recognised urban status that is usually characterised by some form of local government. Cities proper and their boundaries and population data may not include suburbs.

This is a list of the 100 largest cities in the European Union by population within city limits. It deals exclusively with the areas within city administrative boundaries as opposed to urban areas or Larger Urban Zones (metropolitan areas), which are generally larger in terms of population than the main city.
As some cities have very narrow city limits and others very wide, the list may not give an accurate view of the comparative magnitude of different places, and the figures in the list should be treated with caution. For example, the populations of Greater London and Greater Paris constitute the largest urban areas in the EU, but the strict definition of the limits of Paris results in a far lower population shown in the table below.
Actually the criteria used to build this list are mixing different level of urbanity, which makes it invalid. It is better to refer to urban zones as other articles of Wikipedia do.

This is a list of the largest cities in the European Union by population within city limits which have more than 300,000 inhabitants. It deals exclusively with the areas within city administrative boundaries as opposed to urban areas or Larger Urban Zones (metropolitan areas), which are generally larger in terms of population than the main city.

In 2020 Istanbul was the largest city in Europe with an estimated urban agglomeration of 15.9 million people.
Barcelona ranks fourth largest, with a population of 5.4 million in 2020.
The Russian capital, Moscow was the second largest city in 2020 at 12.5 million, followed by the capitals of France and the United Kingdom, with Paris at 11 million and London at 9.3 million people.
Although both Russia and Turkey have most of their territory in Asia, Istanbul and Moscow are located within Europe, with Istanbul famously straddling both continents.

The terms city limits and city boundary refer to the defined boundary or border of a city. The area within the city limits is sometimes called the city proper. The terms town limits/boundary and village limits/boundary mean the same as city limits/boundary, but apply to towns and villages. Similarly, the term corporate limits is a legal name that refers to the boundaries of municipal corporations. In some countries, the limits of a municipality may be expanded through annexation.
City limits in the United States and Canada
In the United States, such limits are usually formally described in a state, provincial, or territorial law (or an appropriate regulation) as being under the control of the municipal corporation or agency that constitutes the city government. It is customary to indicate city limits with the posting of signs on major freeways, highways, and arterial roads. Note that New England states have a unique concept of "towns", which are similar in size to the civil townships in other States, but empowered with the authority exercised by municipalities in other States.
