Central Area OIS 4/18/24 (NRF019-24)
On April 18, 2024, around 2:20 p.m., Central Area Resources Enhancement Services Enforcement Team (RESET) uniformed officers responded to a radio call of a female possibly being sexually assaulted in the area of San Pedro Street and 6th Street. Upon their arrival, the officers determined the possible suspect was no longer at the location and requested a RESET supervisor to their location. As the officers continued their investigation and were standing near their police vehicle, an individual, later identified as 32-year-old Kyle Harpt, approached within several feet of the officers while holding a knife in his right hand. Moments later, Harpt suddenly ran toward the RESET supervisor while raising the knife, resulting in an Officer-Involved Shooting.

The officers involved in the below incident have been identified as Police Officer II Francisco Zaragosa, Serial No. 39188; Detective I Jose Delgado, Serial No. 38179; Detective Huy Nguyen, Serial No. 39939; Detective II Joel Ruiz, Serial No. 35739 (all assigned Gang and Narcotics Division); and Police Officer III Derrick Boykins, Serial No. 40390 assigned Metropolitan Division.
**The following information is based on a preliminary and ongoing investigation, which continues to evolve as investigators interview witnesses, review physical and electronic records, and analyze forensic evidence. The Department’s understanding of the facts and circumstances may change as additional evidence is collected and analyzed**
Torrance: The Los Angeles Police Department’s (LAPD) Force Investigation Division is investigating an Officer-Involved Shooting (OIS) in the City of Torrance.
On April 18, 2024, around 3:43 a.m., Gang and Narcotics Division and Metropolitan Division plainclothes officers were assisting Juvenile Division detectives in the service of a felony arrest warrant at a residence in the 4800 block of Torrance Boulevard in the City of Torrance. The suspect, who resided at the location, was identified as Erick Franco-Sanchez. Franco-Sanchez observed the team of officers outside his home as officers and detectives prepared to serve the warrant. Franco-Sanchez armed himself with a handgun and fired at multiple officers and detectives from the residence, which resulted in an Officer-Involved Shooting (OIS). Franco-Sanchez was struck by gunfire and surrendered to officers a short time later. Franco-Sanchez was transported by paramedics to a local hospital, where he received medical treatment. Franco-Sanchez was subsequently released and booked for 187(a) PC – Attempt Murder.
One officer who was struck by gunfire was treated at a local hospital for a graze wound to his arm and later released.
A handgun and ammunition were recovered from the scene of the OIS. No other community members were injured during this incident.
Force Investigation Division (FID) investigators responded to the scene and are investigating this incident.

On February 20, 2024, at around 8:40 p.m., Central Division patrol officers responded to a radio call for an “Assault with a Deadly Weapon” suspect at an apartment in the 400 block of East 5th Street. The comments of the call indicated that the suspect, later identified as 42-year-old Anthony Franks, threatened his neighbor with a gun.
Once officers arrived at the location, the Person Reporting (PR) informed the officers that Franks pointed a gun at her. During this brief interaction, Franks emerged from the doorway of his apartment with what appeared to be a pistol (later determined to be a Projectile Launcher). Franks pointed and fired the weapon at the officers and the PR, which resulted in an Officer-Involved Shooting.
Franks was not struck by gunfire and immediately retreated back into his apartment. Officers broadcast a “shots fired, officer needs help” call and additional officers responded to the scene.
After a brief standoff, telephone contact was made with Franks and he was taken into custody without further incident.
Investigators released surveillance video from inside the apartment building showing Franks fire his weapon at the officers.
A weapon (in the appearance of a semi-automatic pistol) capable of firing .50 caliber rubber balls and a jar of .50 caliber rubber balls were recovered at scene. Additionally, a Smith & Wesson 9mm semi-automatic handgun was also recovered from Franks’ apartment.
All items were booked as evidence.
No officers or other community members were injured during this incident.

On May 2, 2024, at 10:58 a.m., Olympic Division uniformed officers responded to a radio call at an apartment in the 400 block of South Gramercy Place to assist the Los Angeles County Department of Mental Health (DMH) who were attempting to place an individual, later identified as 40-year-old Yong Yang into custody.

In their efforts to assist DMH personnel, the officers requested additional units, a supervisor, and notified the Department’s Mental Evaluation Unit. Several attempts were made to communicate with Yang and encourage him to exit the residence; however, he refused. After formulating a plan and obtaining a key to the residence, the officers ascended a narrow staircase leading to the front door. The officers announced their presence and then utilized the key to open the front door. As they did so, Yang was observed standing in the living room several feet away, armed with a large kitchen knife. Moments later, Yang advanced toward the officers and an Officer Involved Shooting occurred.
Yang was struck by gunfire, dropped the knife, and was taken into custody without further incident.
Los Angeles Fire Department personnel responded to the scene and pronounced Yang deceased.
No officers or other community members were injured during this incident.
An eleven-inch kitchen knife with a six-inch blade was recovered at scene.

Officer-Involved Shooting in Olympic Division

Los Angeles: The Los Angeles Police Department’s (LAPD) Force Investigation Division is investigating an Officer-Involved Shooting (OIS) that occurred in Olympic Division.
On May 2, 2024, at 10:58 a.m., Olympic Division uniformed officers responded to a radio call at an apartment in the 400 block of South Gramercy Place to assist the Los Angeles County Department of Mental Health (DMH) who were attempting to place an individual, later identified as 40-year-old Yong Yang into custody.
The officers met with DMH personnel outside the residence who indicated that the DMH were called to the scene due to Yang’s erratic and threatening behavior. Los Angeles: The Los Angeles Police Department’s (LAPD) Force Investigation Division is investigating an Officer-Involved Shooting (OIS) that occurred in Hollenbeck Division.
On March 31, 2024, at around 10:15 p.m., Hollenbeck Division officers were driving northbound on Vicente Fernandez Street from 1st Street, when they observed an unoccupied pick-up truck stopped in the middle of the roadway, with its doors open.
As the officers began to investigate, they heard gunfire in the area of Mariachi Plaza, west of their location. The officers exited their police vehicle and walked toward the plaza where two males ran in their direction. One the males, who was later identified as 18-year-old Gabriel Gomez, holding a firearm. The officers ordered Gomez to the ground; however, he continued running in their direction and an Officer-Involved Shooting occurred.
Gomez was not struck by gunfire and immediately fled west through the plaza on foot. The officers gave chase and located Gomez approximately one block away where he was taken into custody without further incident.
When officers returned to the location of the initial investigation, the pick-up truck was no longer at scene. A search of the area was conducted: however, the second male who was with Gomez was not located.
A loaded 9mm semiautomatic Polymer 80 Ghost Gun was located and collected from the scene. The gun was found with a loaded magazine and a live round partially lodged in the chamber.
Additionally, a spent shell casing was recovered in the area where Gomez was seen running from.
Based upon on the totality of the evidence still currently being investigated and statements by witnesses, Gomez was arrested and booked for 246 PC, Shooting at an Inhabited Dwelling, Booking No. 6784726.
No officers or other community members were injured during this incident.
