Returning to politics in 1945, Buchan-Hepburn became Deputy Whip and then, in 1948, Chief Whip. He was elected MP for the newly created Beckenham constituency in Kent after his East Toxteth constituency was abolished by boundary changes before the 1950 general election. From 1951 to 1955, he was Government Chief Whip and Parliamentary Secretary to the Treasury. In 1957, he was raised to the peerage as Baron Hailes of Prestonkirk in the County of East Lothian. Lord Hailes was appointed a Knight Grand Cross of the Order of the British Empire in September 1957.

Lord Hailes was received by the Governor, Sir Kenneth Blackburne. Next, a greeting from the Mayor, Councillor Balfour Barnswell, from whom the Governor-General received the keys of the city in token of welcome to the Queen's representative. Inspection of the Guard of Honour mounted by the Jamaica Regiment completed the ceremonial programme.

West Indies Federation
The West Indies Federation, also known as the Federation of the West Indies, was a short-lived political union that existed from 3 January 1958 to 31 May 1962. Various islands in the Caribbean that were colonies of the United Kingdom, including Trinidad and Tobago, Barbados, Jamaica, and those on the Leeward and Windward Islands, came together to form the Federation, with its capital in Port of Spain, Trinidad and Tobago. The West Indies Federation, also known as the Federation of the West Indies, was a short-lived political union that existed from 3 January 1958 to 31 May 1962. Various islands in the Caribbean that were colonies of the United Kingdom, including Trinidad and Tobago, Barbados, Jamaica, and those on the Leeward and Windward Islands, came together to form the Federation, with its capital in Port of Spain, Trinidad and Tobago. The territories of the federation eventually became the nine contemporary sovereign states of Antigua and Barbuda, Barbados, Dominica, Grenada, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, and Trinidad and Tobago; with Anguilla, Montserrat, the Cayman Islands, and Turks and Caicos Islands becoming British overseas territories. British Guiana and British Honduras held observer status within the West Indies Federation.

The West Indies Federation, also known as the Federation of the West Indies, was a short-lived political union that existed from 3 January 1958 to 31 May 1962. Various islands in the Caribbean that were colonies of the United Kingdom, including Trinidad and Tobago, Barbados, Jamaica, and those on the Leeward and Windward Islands, came together to form the Federation, with its capital in Port of Spain, Trinidad and Tobago. The expressed intention of the Federation was to create a political unit that would become independent from Britain as a single state—possibly similar to the Canadian Confederation, Australian Commonwealth, or Central African Federation; however, before that could happen, the Federation collapsed due to internal political conflicts. The territories of the federation eventually became the nine contemporary sovereign states of Antigua and Barbuda, Barbados, Dominica, Grenada, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, and Trinidad and Tobago; with Anguilla, Montserrat, the Cayman Islands, and Turks and Caicos Islands becoming British overseas territories. British Guiana and British Honduras held observer status within the West Indies Federation.

Returning to politics in 1945, Buchan-Hepburn became Deputy Whip and then, in 1948, Chief Whip. He was elected MP for the newly created Beckenham constituency in Kent after his East Toxteth constituency was abolished by boundary changes before the 1950 general election. From 1951 to 1955, he was Government Chief Whip and Parliamentary Secretary to the Treasury. In 1957, he was raised to the peerage as Baron Hailes of Prestonkirk in the County of East Lothian. Lord Hailes was appointed a Knight Grand Cross of the Order of the British Empire in September 1957.
