Homi Kharas is a Senior Fellow and Deputy Director for the Global Economy and Development program at the Brookings Institution.
Career
Kharas began his career at the Brookings Institution in 2005 at the Wolfensohn Center for Development, where he pioneered foreign aid reform analyses measuring the volatility of aid, quality of foreign aid, new players in development, including individuals and foundations, and helped develop the Center's strategy along that of the Global Economy and Development Program. Kharas is a recognized foreign aid expert and has advised donors, foundations and emerging/developing country governments on best practices in the area.
Kharas is principal investigator of a number of grants to Brookings, including the Gates Foundation sponsored, Ending Rural Hunger, Brookings Blum Roundtable to name a few.
The Brookings Institution is an American think tank based on Embassy Row in Washington, D.C., USA. One of Washington's oldest think tanks, Brookings conducts research and education in the social sciences, primarily in economics, metropolitan policy, governance, foreign policy, and global economy and development. In the University of Pennsylvania's 2014 Global Go To Think Tanks Report, Brookings is ranked the most influential think tank in the world.
Its stated mission is to "provide innovative and practical recommendations that advance three broad goals: strengthen American democracy; foster the economic and social welfare, security and opportunity of all Americans; and secure a more open, safe, prosperous, and cooperative international system".
Brookings states that its staff "represent diverse points of view" and describes itself as non-partisan, while the media sometimes describes Brookings as "liberal". An academic analysis of Congressional records from 1993 to 2002 found that Brookings was referenced by conservative politicians almost as frequently as liberal politicians, earning a score of 53 on a 1–100 scale with 100 representing the most liberal score. The same study found Brookings to be the most frequently cited think tank by the U.S. media and politicians.
In 1838, Edward Robinson noted Kharas S 14° E from Bayt Nattif. In 1883, the Palestine Exploration Fund's Survey of Western Palestine described Kharas as "a small village standing high on the side of one of the lower hills, with olives round it. On the east is a well."
In 1945 the population of Kharas was 970, all Arabs, and the land area 6,781 dunams of land according to an official land and population survey. 615 dunams were plantations and irrigable land, 3,532 for cereals, while 38 dunams were built-up (urban) land.
When it comes to China, geopolitics and technology are linked in India’s thinking. This has resulted in bans on Chinese social media and gaming apps, restrictions on Chinese investment in India’s tech sector, concerns about telecom networks and semiconductor supply chains, and more. And India’s concerns about Chinese inroads into its tech sector are only growing. To discuss these issues, Tanvi Madan speaks with Pranay Kotasthane, deputy director of the Takshashila Institution in Bengaluru, and Trisha Ray at the Atlantic Council in Washington, D.C.

The 2023 Knight Forum on Geopolitics
As the world rapidly evolves, so does the nature of threats facing the United States. While the immediate challenge posed by Russia in Ukraine, the mounting tension fueled by China’s disruptive actions in the Indo-Pacific, and the ongoing threats from other actors — such as North Korea, Iran, and violent extremist groups — underscore traditional security issues, the United States also faces serious nontraditional security challenges. Climate change, infectious diseases, and food insecurity, for example, have become permanent features of the global security environment and exert significant influence on American defense priorities.

India’s economic ties with China: opportunity or vulnerability?
Less than a decade ago, economic ties between India and China were strengthening. China became India’s largest trading partner, and when Xi Jinping visited India in 2014, Chinese officials were talking about the large investments in India to come. Today, however, Indian scrutiny and restrictions on a range of Chinese activities have increased, and geopolitical differences have exacerbated economic friction. To discuss this shift and the state of India-China economic ties, Ashok Malik, partner at The Asia Group and former Indian official, joins host Tanvi Madan.

#8: Homi Kharas on "The Rise of the Global Middle Class"
The middle class is the most successful group in world history, but today, it’s facing a bit of an identity crisis. The realities of automation, climate change and other factors are straining the once ubiquitous middle class dream, and younger generations are questioning whether it’s really all it’s cracked up to be.
In his new book, "The Rise of the Global Middle Class: How the Search for the Good Life Can Change the World," economist and senior fellow at the Brookings Institution’s Center for Sustainable Development Homi Kharas traces the evolution of the middle class all the way from its roots in Victorian England, and ultimately offers a new policy agenda that could pave a way forward.

The current moment — nearly three years into the Biden administration and one year after the release of its National Security Strategy and National Defense Strategy — presents an opportunity to assess U.S. grand strategy and place the Ukraine conflict, the challenges from China’s rise, and the ramifications of nontraditional security threats in broader historical and geostrategic context. Join Brookings for a series of conversations that explore forward-leaning strategies to address the wide-ranging challenges shaping the geopolitics of our age.

China-aligned Pakistan and India-aligned Bhutan sit at the peripheries of both India and China. In this episode of Global India, Tanvi Madan speaks with Ambassador Gautam Bambawale, New Delhi’s envoy to both China and Bhutan and a high commissioner to Pakistan, about India-China dynamics vis-à-vis Bhutan and Pakistan.
