Why the Jacksonville Skyway failed
The Jacksonville Skyway has been the subject of criticism since its inception. This downtown, elevated, driverless transportation system is one of the few examples of an Automated People Mover built in the US with support from the Urban Mass Transportation Administration (the others being Miami’s Metromover and the Detroit People Mover).
Like most transportation systems from its era, the original plan was a lot more ambitious and comprehensive than the one that ended up being built. Almost 40 years later, Miami’s downtown people mover is seeing soon-to-come expansions while the Skyway might be scrapped for an automated mini-shuttle bus.

Jacksonville Skyway People Mover
I spent a little time in downtown Jacksonville to check out their people mover system called Skyway. We'll see the little trains/trams arriving and departing at stations in a few clips, as well as some clips inside with good views of the downtown skyline and a freight train as we cross the St. Johns River on the Acosta Bridge.
The Skyway was built in 1989 and had some small expansions throughout the years. It's free to use, fully automated, fully elevated above streets, and it runs at a 10-minute frequency. However, the system is only 2.5 miles long, so it's not very useful for people, and as a result it has performed far below ridership projections. The future of the Skyway is up in the air, and from what I've read there's a proposal to convert it for use by autonomous cars that would us...

In December 2016 preference was given for replacement of the monorail by shared autonomous vehicles that would see vehicles run on the elevated route currently used by the monorail but also continue on an extended network at street level.The system would have some similarity to personal rapid transit or group rapid transit except at ground level it will either run in mixed traffic or its lanes will have grade crossings with other traffic.
In December 2017, JTA launched the U²C AV Test and Learn track which serves as an outdoor classroom to test and evaluate multiple vehicles and their associated technologies from the AV shuttle industry. As of 2020 vehicles from three different suppliers have been trialed. In 2019 the JTA indicated an interim phase would involve the modification of one of the monorail beams to allow use by autonomous vehicles while the Skyway continues to run on the other side.
JTA revealed more detailed plans in 2020 that the U2C network will have 10 route miles - elevated track and ground level roadways - also covering surrounding suburbs such as San Marco, Springfield, and Brooklyn/Riverside (with the future possibility of connecting it with the proposed First Coast Commuter Rail network)
In May 2021 the Jacksonville City Council voted to remove $132 million from the budget for the U²C, leaving $240 million for the project ~Wikipedia

The future of the Skyway is up in the air, and from what I've read there's a proposal to convert it for use by autonomous cars that would use the elevated guideway as well as surface streets. Whether that proposal actually comes to fruition is anybody's guess, but like the original plan for the Skyway it may look good on paper but it won't transfer over to reality.
For any viewers from the Minneapolis/St. Paul region you may find it interesting to know that at the time the people mover was being proposed in Jacksonville there was also a plan to build one in downtown St. Paul. In fact one of the buildings in downtown, specifically what is now the UBS Financial Services building, was designed to fit a future elevated people mover station. St. Paul's people mover was cancelled, and considering the lack of success of the people mover in Jacksonville it was probably for the best.
With all that said if you ever find yourself in downtown Jacksonville I recommend trying the Skyway just for the fun of it!
