Southern African states meet in Luanda to discuss the toll of the various humanitarian crises being exacerbated in DR Congo by ongoing political uncertainties. Millions of civilians continue to suffer amidst a complex web of ethnic and militia conflicts.
Also, one person is killed in an attempted assassination of the chief of staff of Libya's military strongman Khalifa Haftar. The targeting of General Abdelrazak al-Nadhuri illustrates ongoing insecurity in the country.
And Mozambique's plans to spruce up its railways hit a financial bloc. It’s forced to turn to the private sector to move forward, a partnership that come at a cost for passenger comfort.

STORYLINE:
The Lendu ethnic militia group attacked Bunia, a town in the north eastern Democratic Republic of Congo on Saturday in a bid to gain a foothold in the area before an international force deploys to stabilize the region.
Hundreds of Lendu fighters using assault rifles, heavy machine guns and rocket-propelled grenades launched dawn raids on positions held by the Union of Congolese Patriots, or UPC, an ethnic Hema faction that currently controls Bunia.
A day earlier, an advance party of French troops arrived in the area to prepare the ground for the arrival of a thousand strong force intended to stabilize the region where thousands of people have been killed.
Fighting began 6 kilometres south of Bunia, the capital of unstable Ituri province, before moving to the centre of town, forcing hundreds of frightened residents to flee their homes.
A UN official, who did not want to be identified, said at least 2,000 Lendu fighters had moved into town, some of them child soldiers younger than 10.
Hundreds of residents fled to the compound of the UN mission to Congo, or MONUC, as bullets whizzed overhead.
The Rwandan-backed Hema and Ugandan-backed Lendu fighting escalated after a power vacuum was created when some 6,000 Ugandan troops pulled out of Ituri region in accordance with a peace deal with the Congolese government.
Both Rwanda and Uganda polarised long running ethnic tensions between the two groups who for decades have clashed over land disputes. The presence of gold and other resources has also fuelled the fighting.
There are some 750 MONUC troops from Uruguay deployed in Bunia whose mandate is to protect UN installations and personnel but not the local civilian population.
They can only fire in self defence and have only been able to observe as the killing continues.

Sifa, 17 years old, Congolese, and her little boy Joetham, 1 week old, IDPs in Bunia, Ituri province, DRC - monitored by the NGO SOFEPADI.
In May 2019, Sifa was mugged on his way to the fields with his family. They met armed men on their way. Sifa and her mother were raped, her little brother was killed before their eyes. The family fled and was taken in by their grandmother in the town of Bunia. During their care, both Sifa and her mother learned that they were pregnant as a result of the sexual assault they had suffered. Sifa wanted to continue her schooling even though she was pregnant; she wants to study at university and become a nurse. A week ago, she gave birth to a little boy named Joetham. Three days later, her mother gave birth to a baby girl, her fifth child. The family now finds itself with two newborns from their sexual assault.
Sifa was traumatized by her assault and especially by the fact that she became pregnant because, as she says, having this child was not her will. She first wanted to study and marry before becoming a mother. After her aggression, Sifa no longer wanted to live, she could no longer sleep or eat, she had lost all physical and mental energy. So she was taken care of psychologically. Meeting with other victims who, like her, had been sexually assaulted allowed her to share her story and regain hope. She is now focusing on her schooling, her future and that of her child. She hopes that her child will not later be stigmatized by the community because of her story.
