Beginning in 1919 he attempted to absorb the counter-intelligence service MI5 into the SIS to strengthen Britain's efforts against Bolshevism, an idea was finally rejected in 1925. The SIS remained small and under-funded during the inter-war years. By 1936 Sinclair realized that the Gestapo had penetrated several SIS stations and Claude Dansey, who had been removed from his station in Rome, set up Z organization, intended to work independently of the compromised SIS.
Hugh Sinclair (19 May 1903 – 29 December 1962) was a British actor born in London, England, the son of a clergyman. He was educated at Charterhouse School and a graduate of the Royal Academy of Dramatic Art. His first marriage was to the actress Valerie Taylor. In his book The Stage Struck Me! fellow actor Neville Phillips felt Sinclair always played variations of himself, handsome, debonair, suave and witty and excelled in light comedy. By contrast Phillips felt his wife, who Sinclair often appeared opposite, was a dramatic actress of tremendous power with a magnificent voice.
Hugh Sinclair (6 June 1864 – 3 August 1926) was an Australian politician. Born in Cambewarra, New South Wales, he received a primary education, and moved to Queensland in 1890, where he was a dairy farmer. He managed a company called Queensland Framers Co-operative. In 1906, he was elected to the Australian House of Representatives as the Anti-Socialist member for Moreton, defeating sitting member James Wilkinson, elected as an independent but standing for the Labour Party. After the "fusion" of 1909, Sinclair, together with the rest of the Anti-Socialists, merged with the Protectionist Party to form the Commonwealth Liberal Party. In 1917, the Liberal Party absorbed various Labor defectors (including Prime MinisterBilly Hughes) and became the Nationalist Party. Sinclair held Moreton until his retirement in 1919, after which he was appointed Chairman of the Queensland Butter Board. He died in 1926.

Actress Sally Gray reprises her role here as Mary Langdon a character she played once before in The Saint in London (1939) starring then alongside actor George Sanders who played Simon Templar in five previous films.

Taking on the role of Simon Templar this time around was Hugh Sinclair (the first of two big screen performances as The Saint in this film and in The Saint Meets the Tiger a couple years later, eventually Sinclair would pass the reins to Louis Hayward (the first actor to take on the coveted role back in 1938 with The Saint in New York. Actress Sally Gray reprises her role here as Mary Langdon a character she played once before in The Saint in London (1939) starring then alongside actor George Sanders who played Simon Templar in five previous films.
Trivia - American company RKO decided to form a British Company to utilize funds frozen by the British government because of the "Films Act," which limited money taken out of the country to 50% of revenues earned from American films distributed in Great Britain. The Saint's Vacation was the first film made using those frozen funds and the seventh of nine classic RKO movies featuring Simon Templar, The Saint.

Beginning in 1919 he attempted to absorb the counter-intelligence service MI5 into the SIS to strengthen Britain's efforts against Bolshevism, an idea was finally rejected in 1925. The SIS remained small and under-funded during the inter-war years. By 1936 Sinclair realized that the Gestapo had penetrated several SIS stations and Claude Dansey, who had been removed from his station in Rome, set up Z organization, intended to work independently of the compromised SIS.
