Homeless shelters are a type of homeless service agency which provide temporary residence for homeless individuals and families. Shelters exist to provide clients with safety and protection from exposure to the weather while simultaneously reducing the environmental impact on the community. They are similar to, but distinguishable from, various types of emergency shelters, which are typically operated for specific circumstances and populations - fleeing natural disasters or abusive social circumstances. Extreme weather conditions create problems similar to disaster management scenarios, and are handled with warming centers, which typically operate for short durations during adverse weather.
Hardships of the homeless population
Hundreds of homeless individuals die each year from diseases, untreated medical conditions, lack of nutrition, starvation, and freezing to death. In a mild-wintered San Francisco in 1998, the death rate for homeless people was 58% larger than that of the general population. In New Orleans, approximately 10,000 homeless were unaccounted for after Hurricane Katrina in 2005.
City leaders at odds over homeless shelters and migrant crisis
New York City Council voted to make it easier for the homeless to transition into permanent housing as a way to make room for asylum seekers. N.J. Burkett has the story.

Photographer Documents Life of Family Living in Homeless Shelter
Sara Easter, a social worker turned photographer, wanted to capture a homeless family to highlight the fact that they're just like any other. To do so, she photographed a homeless family of six that's currently living in a shelter. "They love their kids in the way anyone else does so I just kind want to help take some of that stigma off of the population of families parenting while homeless," Easter said. Old Downtown Central Library turned into homeless shelter still without power
The old Downtown Central Library opened as a homeless shelter last January, but women staying here said the shelter has been dealing with a host of problems.
From no power to limited drinking water and even concerns about unsanitary conditions.
“We can't have any food, we can only have water, because I guess they have rats. Like these are huge rats,” said Candace who has been staying overnight, she adds that sometimes the shelter gets crowded.
Just like Candace, other homeless women are desperate to find a place to sleep at night.
It's why even a shelter dealing with limited resources is enough for them.

Line 22 is the only bus route that runs 24 hours a day in Silicon Valley. At night, homeless people have made it their informal shelter in an effort to avoid sleeping on the street. This situation is in stark contrast with the image filmmaker Elizabeth Lo had of Silicon Valley, which is why, in the course of a week, she joined them on the bus line.
