From the European Coal & Steel Community to the Common Market - Professor Vernon Bogdanor
This lecture analyses early moves towards European unity in the early 1950s - the European Coal and Steel Community and the abortive proposal for a European Defence Community, a European Army. Britain was sceptical towards these initiatives. The lecture will then analyse the structural basis of the EEC and why it was that Britain was not one of the signatories in 1957 of the Treaty of Rome establishing the European Communities.

70th Anniversary of the European Parliament for European Coal and Steel Community (ECSC)!!!
This week, 70 years ago, on the 10th of september 1952 in Strasbourg, Paul-Henri Spaak presided over the opening of the first ever session of the Common Assembly of the European Coal and Steel Community. It was the starting point of the Parliament in which we meet today. In 70 years, the Assembly has grown from strength to strength, from being a consultative body with limited powers. It became a true institution embracing European democracy and the expression of European public opinion.

70th Anniversary of the Treaty of Paris
The 18 April 2021 marks the 70th anniversary of the signature of the Treaty establishing the European Coal and Steel Community (ECSC). In 1951, France, Germany, Italy and the Benelux countries, were brought together in Paris to sign the Treaty, which would then enter into force in 1952. Its purpose was to create interdependence in coal and steel so that one country could no longer mobilise its armed forces without others knowing. This eased distrust and tensions after WWII.

This week, 70 years ago, on the 10th of september 1952 in Strasbourg, Paul-Henri Spaak presided over the opening of the first ever session of the Common Assembly of the European Coal and Steel Community. It was the starting point of the Parliament in which we meet today. In 70 years, the Assembly has grown from strength to strength, from being a consultative body with limited powers. It became a true institution embracing European democracy and the expression of European public opinion.

In 1962, it changed name and became the European Parliament, a further step towards becoming the only directly elected, multi-lingual, multiparty transnational parliament in the world. Over time, consecutive treaties allowed this House with its three places of work in Brussels, Luxembourg and Strasbourg to develop into a powerful, independent political forum with core legislative and budgetary powers that impact millions of European citizens.
And with an ongoing illegal war in Ukraine that destroys, kills and undermines the political will of a people. We know today more than ever the importance of upholding the democratic voice of citizens under democratic European values that this House stands for. And that is why from this month until next summer, 2023, a number of commemorative events will be held at the European Parliament to mark its 70th anniversary.
The European Coal and Steel Community (ECSC) was a European organization created after World War II to regulate the coal and steel industries. It was formally established in 1951 by the Treaty of Paris, signed by Belgium, France, Italy, Luxembourg, the Netherlands, and West Germany. The ECSC was an international organization based on the principle of supranationalism, and started a process of integration which ultimately led to the creation of the European Union.
The ECSC was first proposed as the Schuman Declaration by French foreign minister Robert Schuman on the 9th of May 1950 (today's Europe Day of the EU), the day after the fifth anniversary of the end of World War II, as a way to prevent further war between France and Germany. He declared he aimed to "make war not only unthinkable but materially impossible" which was to be achieved by regional integration, of which the ECSC was the first step. The Treaty would create a common market for coal and steel among its member states with freely set market prices, free movement of products, and without customs duties or taxes, subsidies, or restrictive practices.
The ECSC was overseen by four institutions: a High Authority composed of independent appointees, a Common Assembly composed of national parliamentarians, a Special Council composed of national ministers, and a Court of Justice. These would ultimately form the blueprint for today's European Commission, European Parliament, the Council of the European Union and the European Court of Justice.
The ECSC stood as a model for the communities set up after it by the Treaty of Rome in 1957, the European Economic Community and European Atomic Energy Community, with whom it shared its membership and some institutions. The 1967 Merger (Brussels) Treaty led all of ECSC's institutions to merge into the European Economic Community, but the ECSC retained its own independent legal personality. In 2002, the Treaty of Paris expired and the ECSC ceased to exist in any form, its activities fully absorbed by the European Community under the framework of the Amsterdam and Nice treaties.
