The Franks Report, officially the Falkland Islands Review, was a government report produced by the Franks Committee in 1983. It reported on decisions taken by the United Kingdom government in the run-up to the 1982 invasion of the Falkland Islands by Argentina, the invasion that led to the Falklands War.

On 6 July 1982, the then Prime Minister of the United KingdomMargaret Thatcher announced to the British Parliament that, following consultation with the Leader of the Opposition and leaders of other Opposition parties, the Government had decided to appoint a committee of Privy Counsellors, under the chairmanship of Lord Franks, with the following terms of reference:
'To review the way in which the responsibilities of Government in relation to the Falkland Islands and their Dependencies were discharged in the period leading up to the Argentine invasion of the Falkland Islands on 2 April 1982, taking account of all such factors in previous years as are relevant; and to report'.
The Franks Report of 1957 was issued by a British committee of inquiry chaired by Sir Oliver Franks in respect of growing concerns as to the range and diversity of tribunals, uncertainty about the procedures they followed and worry over lack of cohesion and supervision. The catalyst for this was the Crichel Down Affair. However, this was a result of a decision by the British Government and the Franks committee was told to limit its discussion to formal statutory procedure and not to go into decisions of the courts or one-off decisions, which excluded the Crichel decision.
Basic assumptions of the report
Tribunals are an adjudicating, rather than administrative, body and they should be fair, open and impartial.Openness is for publicity of proceedings and the reasoning behind the decision. Fairness through having a clear procedure, allowing participants to present their case fully and knowledge of requirements to meet for parties. Impartiality established from independence from the real or apparent influence of the administration.
The Franks (Latin:Franci or gens Francorum) are historically first known as a group of Germanic tribes that roamed the land between the Lower and Middle Rhine in the 3rd century AD, and second as the people of Gaul who merged with the Gallo-Roman populations during succeeding centuries, passing on their name to modern-day France and becoming part of the heritage of the modern French people. Some Franks raided Roman territory, while other Frankish tribes joined the Roman troops of Gaul. In later times, Franks became the military rulers of the northern part of Roman Gaul. With the coronation of their ruler Charlemagne as Imperator Romanorum by Pope Leo III in 800 AD, he and his successors were portrayed as legitimate successors to the emperors of the Western Roman Empire.
The Salian Franks lived on Roman-held soil between the Rhine, Scheldt, Meuse, and Somme rivers in what is now Northern France, Belgium and the southern Netherlands. The kingdom was acknowledged by the Romans after 357 AD. Following the collapse of Rome in the West, the Frankish tribes were united under the Merovingians, who succeeded in conquering most of Gaul in the 6th century. The Franks became very powerful after this. The Merovingian dynasty, descendants of the Salians, founded one of the Germanic monarchies that would absorb large parts of the Western Roman Empire. The Frankish state consolidated its hold over the majority of western Europe by the end of the 8th century, developing into the Carolingian Empire. This empire would gradually evolve into the state of France and the Holy Roman Empire.
