Woman in Stolen Car Fleeing FHP Doesn't Stop Until 4th PIT Maneuver
On June 25, 2024, at approximately 10:29 PM, the LWRCC (Lake Worth Regional Communications Center) dispatched a BOLO (Be On the Look Out) for a stolen black Honda Civic bearing Florida tag number 17DZYG in the area of Interstate 95 (State Road 9) northbound near Hypoluxo Road. The information was received from the Palm Beach County Sheriff's Office.
At 10:42 PM, Trooper Thomas (Radio ID #1816) informed me via radio that he had spotted the possible BOLO vehicle on Interstate 95 northbound, south of 45th Street, on the right shoulder, apparently disabled. I positioned myself directly behind the vehicle and confirmed that it bore the matching Florida tag number 17DZYG. The vehicle was parked on the right shoulder with its emergency flashers activated.

FHP Wild Chase in Collier County, Florida
Police Report: On June 1, 2024, at approximately 12:14 P.M., I was on stationary patrol on I-75 (State Road 93) north of Pine Ridge Road when I took note of a silver vehicle traveling south with an illegally tinted windshield. I initiated a traffic stop just north of Pine Ridge Road. The vehicle was a 2018 Dodge Charger bearing a Florida tag. The vehicle pulled to the right shoulder and stopped. Woman Refused to Stop Leads FHP in 120mph Chase | Florida Highway Patrol
On April 14, 2024, at approximately 10:42 AM, I, Trooper Akins was conducting laser speed enforcement on State Road 91 around mile marker 294.5 in the center median. I observed a maroon vehicle traveling in the left lane at a high rate of speed and estimate that the vehicle was traveling at 115 mph in a posted 70 mph zone. I targeted the vehicle with my laser Atlantic measuring device and activated it. There were no obstructions between my vehicle and the maroon vehicle. Incident Report: On March 5, 2024, at approximately 1:43 PM, Sergeant Julio Torres was traveling southbound on Interstate 95 (State Road 9) in his marked patrol car with agency insignia displayed on the vehicle. Perp in Chevy Malibu Leads FHP on Wild Chase | Florida Highway Patrol
On January 29, 2024 at around 11:20 p.m., an FHP trooper patrolling State Road 79 in Bay County, Florida, observed a white Chevrolet Malibu speeding at approximately 110 mph in a 65 mph zone. The vehicle's speed was confirmed at 108 mph using radar. When the trooper attempted a traffic stop, the Malibu accelerated onto U.S. 98, swerving recklessly across the roadway.

FHP High-Speed Pursuit in TAMPA, FLORIDA
Police Report: On 6/19/2024, at approximately 1:43 AM, I was conducting traffic enforcement on Interstate 4 westbound near mile marker 4 when I observed a light blue Toyota Corolla bearing Florida tag traveling westbound in the middle lane at a high rate of speed. I visually estimated the vehicle’s speed to be over 100 mph in a 60 mph zone. I began overtaking the vehicle and observed the driver of the suspect vehicle weaving through traffic and passing vehicles on the right still at a high rate of speed. While overtaking the vehicle, near mile marker 1, I obtained a pace clock on the vehicle at 87 mph in a 55 mph zone for ⅛ of a mile. I then activated my emergency lights and siren on my marked Florida Highway Patrol vehicle, initiating a traffic stop.

The information was received from the Palm Beach County Sheriff's Office.
At 10:42 PM, Trooper Thomas (Radio ID #1816) informed me via radio that he had spotted the possible BOLO vehicle on Interstate 95 northbound, south of 45th Street, on the right shoulder, apparently disabled. I positioned myself directly behind the vehicle and confirmed that it bore the matching Florida tag number 17DZYG. The vehicle was parked on the right shoulder with its emergency flashers activated.
I activated the emergency blue lights on my marked FHP (Florida Highway Patrol) vehicle to initiate contact. Upon doing so, the vehicle began to travel northbound on Interstate 95, and I notified the LWRCC that I was following the stolen vehicle. The vehicle did not stop, continuing to flee while my emergency lights and sirens were activated.
As the vehicle fled, I provided dispatch (LWRCC) with updates on its location, speed, and the weather conditions. Just south of 45th Street on Interstate 95 northbound, I performed a right-side Precision Immobilization Technique (PIT) maneuver. The vehicle rotated towards the outside shoulder and made contact with a guardrail but continued northbound after the driver regained control. I continued to update the LWRCC as I pursued the vehicle.
I attempted a second right-side PIT maneuver near 45th Street, which was unsuccessful, and the vehicle continued northbound. I then performed a third left-side PIT maneuver just south of Blue Heron Boulevard, causing the vehicle to rotate and collide with a guardrail. The vehicle came to a stop on the outside shoulder, facing south. I positioned my marked vehicle on the right side, while Trooper Thomas positioned his vehicle in front of the stolen car.
We conducted a high-risk felony stop and observed three occupants: the driver, a white female; the front passenger, also a white female; and a male passenger in the rear. While conducting the stop, I observed the male assist the driver in placing the vehicle in reverse, and they resumed fleeing northbound on Interstate 95. I continued the pursuit with my emergency lights and sirens activated.
The vehicle exited towards Blue Heron Boulevard, where I performed a fourth right-side PIT maneuver. This PIT was successful, and the vehicle came to a complete stop on the exit ramp to Blue Heron Boulevard, partially in the right turn lane and the outside shoulder. After the PIT, Trooper Thomas and I conducted another high-risk felony stop and detained all three occupants.
The driver was identified as Morgane N. Otayek. A search through FCIC/NCIC revealed her Florida driver's license was suspended as of 3/05/2024. I read Mrs. Otayek her Miranda rights, which she acknowledged, and she agreed to speak with me. Mrs. Otayek stated she had just come from Racetrac on Hypoluxo Road and claimed the vehicle belonged to her husband's friend, Ryan James Colby. She mentioned she got the vehicle from Ryan’s house on Friday and speculated that the vehicle was reported stolen by the owner’s mother.
I then spoke with the front passenger, identified as Jenny Sue Erb. Ms. Erb also acknowledged her Miranda rights and stated she did not know the vehicle was stolen. She claimed they were coming from Delray and she was getting dropped off at the next exit.
The male passenger was identified as Jose Luis Rodriguez. Mr. Rodriguez acknowledged his Miranda rights and admitted that he assisted in placing the vehicle in reverse during the third PIT maneuver, stating it was to escape. The LWRCC confirmed that Mr. Rodriguez had four active warrants out of Palm Beach County.
Riviera Beach Fire Rescue was called to the scene as a precaution due to the PIT maneuvers. They medically evaluated and cleared the driver and passengers. Photos were taken of the department vehicle and the suspect’s vehicle by Sgt. M. Thomas #260. The department vehicle (FHP 0396) sustained minor damage to the front push bumper and right side due to the PIT maneuvers.
At 12:15 AM, Mrs. Otayek was arrested and taken to Good Samaritan Hospital for medical clearance before being transported to the Palm Beach County Jail. Mr. Rodriguez was arrested for accessory to a crime and the active warrants, and was transported by Trooper Thomas #1816. All events were captured by my in-car video (FHP 0396). The entire incident occurred in Palm Beach County.

Police Report: On June 1, 2024, at approximately 12:14 P.M., I was on stationary patrol on I-75 (State Road 93) north of Pine Ridge Road when I took note of a silver vehicle traveling south with an illegally tinted windshield. I initiated a traffic stop just north of Pine Ridge Road. The vehicle was a 2018 Dodge Charger bearing a Florida tag. The vehicle pulled to the right shoulder and stopped. I met with the driver who identified himself via his valid Florida driver's license. Mr. Carlos Alberto Castellanos, DOB 04/17/2000, also gave me the registration to the vehicle. I could immediately smell the distinct odor of marijuana coming from the vehicle. I called for a backup unit, to which Trooper Rodriguez #509 responded. As Trooper Rodriguez arrived, I ordered the driver to exit his vehicle. Mr. Castellanos was not cooperative and was making overt movements in the vehicle. At one point, Mr. Castellanos reached into the back seat, and I could no longer see his hands. I pulled my service gun and pointed it at Mr. Castellanos. I continually gave him commands to exit his vehicle, to which he did not comply. Mr. Castellanos put the vehicle in drive and fled the scene of the traffic stop. Trooper Rodriguez and I gave chase with both lights and sirens activated. Mr. Castellanos exited onto Pine Ridge Road and began to travel west. I attempted a PIT maneuver, where I missed completely. I was able to regain control of my patrol vehicle and re-enter the pursuit. I was able to get alongside the left side of his vehicle and executed a PIT maneuver, turning the vehicle in a counterclockwise direction. Mr. Castellanos was able to flee again as he crossed over the westbound traffic, entering the eastbound lanes of travel. Trooper Rodriguez was now the lead pursuit vehicle. We all traveled east, in and out of traffic, until we approached Logan Blvd. Mr. Castellanos turned right and began to travel on Logan Blvd. Trooper Rodriguez was able to execute a successful PIT maneuver where Mr. Castellanos’s vehicle turned, and I crossed over the raised cement median. Mr. Castellanos again attempted to flee the scene when Trooper Rodriguez maneuvered his vehicle's left front corner to the right front corner. I went over the median and placed the front of my patrol car to the right rear quarter panel of the fleeing vehicle. Mr. Castellanos’s vehicle did not move. I exited my patrol car with my gun drawn. I gave orders to get out of the vehicle, to which Mr. Castellanos finally complied. Mr. Castellanos was ordered to get onto the ground face down. Mr. Castellanos complied and was placed in handcuffs without further incident. Trooper Rodriguez jumped onto the hood of the stopped vehicle and had his gun drawn. I told him there was another occupant in the vehicle, to which he was able to extract that individual and place him under arrest as well. A search of Mr. Castellanos revealed a clear plastic baggie of a green leafy substance, which smelled like marijuana, in his left front pocket. There were no other drugs or illegal contraband located on his person. Trooper Rodriguez was able to search and secure the passenger, who turned out to be a minor. Nothing illegal was on his person. I asked Mr. Castellanos if there was anything else in the vehicle that we should know about, such as drugs, guns, knives, etc. Mr. Castellanos replied that there was nothing else in the vehicle. A subsequent search of the vehicle revealed that the inside driver and passenger areas of the vehicle were clean. We searched the trunk and located a black backpack. Inside the black backpack were the following: a scale, five vacuum-sealed clear plastic baggies containing a green leafy substance which smelled like marijuana, a clear plastic baggie containing a white powdery substance which field-tested positive for fentanyl, a pair of scissors, many clear plastic zip-lock baggies used for packing illicit drugs, one used zip-lock bag with a corner cut out commonly used for distributing illicit drugs, one dollar bill in US currency with white powdery residue with a crease to distribute fentanyl, a clear plastic cup with green leafy substance residue for measuring marijuana, and another black backpack within the first backpack with marijuana residue. Mr. Castellanos was originally uncooperative but had a moment of clarity while on the way to the jail. Mr. Castellanos is currently on probation for similar charges, including fleeing to elude with lights and sirens activated. Mr. Castellanos placed the minor in harm's way by involving him in illegal drug activity and placing his life in danger while fleeing to elude Florida Highway Patrol Troopers after the legal stop. The Division of Child and Family Services (DCF) was called, and this incident was reported to that agency. DCF opened a case and will follow up regarding the child endangerment charges. Mr. Castellanos was charged with VOP as he is currently on probation and given no bond.

I could immediately smell the distinct odor of marijuana coming from the vehicle. I called for a backup unit, to which Trooper Rodriguez #509 responded. As Trooper Rodriguez arrived, I ordered the driver to exit his vehicle. Mr. Castellanos was not cooperative and was making overt movements in the vehicle. At one point, Mr. Castellanos reached into the back seat, and I could no longer see his hands. I pulled my service gun and pointed it at Mr. Castellanos. I continually gave him commands to exit his vehicle, to which he did not comply. Mr. Castellanos put the vehicle in drive and fled the scene of the traffic stop. Trooper Rodriguez and I gave chase with both lights and sirens activated. Mr. Castellanos exited onto Pine Ridge Road and began to travel west. I attempted a PIT maneuver, where I missed completely. I was able to regain control of my patrol vehicle and re-enter the pursuit. I was able to get alongside the left side of his vehicle and executed a PIT maneuver, turning the vehicle in a counterclockwise direction. Mr. Castellanos was able to flee again as he crossed over the westbound traffic, entering the eastbound lanes of travel. Trooper Rodriguez was now the lead pursuit vehicle. We all traveled east, in and out of traffic, until we approached Logan Blvd. Mr. Castellanos turned right and began to travel on Logan Blvd. Trooper Rodriguez was able to execute a successful PIT maneuver where Mr. Castellanos’s vehicle turned, and I crossed over the raised cement median. Mr. Castellanos again attempted to flee the scene when Trooper Rodriguez maneuvered his vehicle's left front corner to the right front corner. I went over the median and placed the front of my patrol car to the right rear quarter panel of the fleeing vehicle. Mr. Castellanos’s vehicle did not move. I exited my patrol car with my gun drawn. I gave orders to get out of the vehicle, to which Mr. Castellanos finally complied. Mr. Castellanos was ordered to get onto the ground face down. Mr. Castellanos complied and was placed in handcuffs without further incident. Trooper Rodriguez jumped onto the hood of the stopped vehicle and had his gun drawn. I told him there was another occupant in the vehicle, to which he was able to extract that individual and place him under arrest as well. A search of Mr. Castellanos revealed a clear plastic baggie of a green leafy substance, which smelled like marijuana, in his left front pocket. There were no other drugs or illegal contraband located on his person. Trooper Rodriguez was able to search and secure the passenger, who turned out to be a minor. Nothing illegal was on his person. I asked Mr. Castellanos if there was anything else in the vehicle that we should know about, such as drugs, guns, knives, etc. Mr. Castellanos replied that there was nothing else in the vehicle. A subsequent search of the vehicle revealed that the inside driver and passenger areas of the vehicle were clean. We searched the trunk and located a black backpack. Inside the black backpack were the following: a scale, five vacuum-sealed clear plastic baggies containing a green leafy substance which smelled like marijuana, a clear plastic baggie containing a white powdery substance which field-tested positive for fentanyl, a pair of scissors, many clear plastic zip-lock baggies used for packing illicit drugs, one used zip-lock bag with a corner cut out commonly used for distributing illicit drugs, one dollar bill in US currency with white powdery residue with a crease to distribute fentanyl, a clear plastic cup with green leafy substance residue for measuring marijuana, and another black backpack within the first backpack with marijuana residue. Mr. Castellanos was originally uncooperative but had a moment of clarity while on the way to the jail. Mr. Castellanos is currently on probation for similar charges, including fleeing to elude with lights and sirens activated. Mr. Castellanos placed the minor in harm's way by involving him in illegal drug activity and placing his life in danger while fleeing to elude Florida Highway Patrol Troopers after the legal stop. The Division of Child and Family Services (DCF) was called, and this incident was reported to that agency. DCF opened a case and will follow up regarding the child endangerment charges. Mr. Castellanos was charged with VOP as he is currently on probation and given no bond.

Woman Refused to Stop Leads FHP in 120mph Chase | Florida Highway Patrol

On April 14, 2024, at approximately 10:42 AM, I, Trooper Akins was conducting laser speed enforcement on State Road 91 around mile marker 294.5 in the center median. I observed a maroon vehicle traveling in the left lane at a high rate of speed and estimate that the vehicle was traveling at 115 mph in a posted 70 mph zone. I targeted the vehicle with my laser Atlantic measuring device and activated it. There were no obstructions between my vehicle and the maroon vehicle. The digital readout showed 117 mph at 475 feet away. I activated my emergency lights and siren and overtook the vehicle as it changed lanes to the right lane. The maroon vehicle, bearing the Florida tag BYO2KL, did not slow or stop for approximately one quarter mile, so I decided to drive next to the vehicle to make sure the driver was not having any type of medical issue. I observed the driver looking forward, not looking at me, holding a cell phone, and driving in the right lane at this time, traveling approximately 80 mph. Shortly after, the driver sped up and continued north on State Road 91, passing cars in the left and right lanes. As I pursued the vehicle from behind, I kept my radio transmissions to the Lake Worth dispatch, informing them of my position, speed, and traffic conditions. As I was approaching the Okahumpka Service Plaza at mile marker 299, FHP Trooper Garrett Shuman was waiting at the 301 mm on the right shoulder. We continued northbound following the maroon Nissan as it passed cars in the left and right lanes, and as it began to travel on the right shoulder (emergency lane), passing cars in the emergency lane and on the left shoulder in the grass going northbound. When Trooper Shuman joined in, he took over the radio assignment. We continued northbound in Sumter County, Florida, entering close to mile marker 307, where it merges into Interstate 75. The vehicle still was not indicating it was slowing or stopping, and it was approaching speeds from 80 all the way up to 120 during this time. During this pursuit, I was assessing the chances of pitting, but the vehicle was traveling at a high rate of speed, and I felt that there was not a good chance to pit due to the speed and traffic conditions. We continued north on I-75, and the vehicle continued to travel in and out of traffic, passing in the left lane and in and out of traffic passing in the right lane, almost crashing into several vehicles as it approached them and also several vehicles as it changed lanes cutting in front of them going northbound. Traffic conditions were medium as we traveled North around mm 330. The vehicle was slowed down by traffic in the right center lane and right lane to around 40-45 mph. As we approached mile marker 331, traffic ahead was clearing, and I had the best opportunity to pit. I indicated that I was going to attempt a pit at mile marker 333. I attempted the first pit, but the vehicle sped up, and I missed the left rear vehicle. I lined up for a second attempt while the vehicle was still between 45-50 mph and only made contact. My third attempt was around 55-60 mph, and I made contact with the left quarter panel and pitted the vehicle successfully. I made a quick U-turn to pull in front of the vehicle. As I exited the vehicle, Trooper Shuman exited his patrol vehicle at gunpoint, keeping in mind not to laser my partner. We got the vehicle stopped with the subject's hands out the window to open the door. I holstered my firearm after Trooper Shuman got the defendant out of the vehicle. Trooper Shuman performed a takedown of the driver, and we proceeded to handcuff the suspect in the right emergency lane. We immediately lifted the defendant onto her feet and brought her to the front of Trooper Shuman’s patrol vehicle and asked her if she was ok, and she stated "yes". We still asked for the paramedics to come to the scene to check out the driver to get an OK. Sumter County Fire and Rescue 4 checked the driver out and stated she was fine Trooper Shuman proceeded to search the defendant and place her in the back of my patrol vehicle. We were able to put the defendant's vehicle in neutral, and Trooper Shuman was able to push the vehicle out of the roadway and to clear all lanes onto the right shoulder. I obtained a Florida driver's license for the driver and ID'd the driver as Wayneisha Rickia Toombs. Ms. Toombs stated she did not know that we were trying to stop her. After running her driver's license through D.A.V.I.D. and FCIC/NCIC, it also showed that her license was suspended for nonpayment of a traffic citation in Miami-Dade County on December 7, 2021. All appropriate supervisors were called or notified by me and Lake Worth Dispatch to inform them of the PIT maneuver that was initiated. The vehicle was towed by Jeff Rivas Towing of Wildwood. After the on-scene investigation was completed, I transported Ms. Toombs to the Sumter County Correctional Facility for booking. This all occurred in Lake and Sumter County, Florida.

Woman in Lexus Leads FHP Sgt. on I-95 High-Speed Chase

Incident Report: On March 5, 2024, at approximately 1:43 PM, Sergeant Julio Torres was traveling southbound on Interstate 95 (State Road 9) in his marked patrol car with agency insignia displayed on the vehicle. Sgt. Torres was wearing his FHP Class B uniform. While traveling southbound on Interstate 95, he paced a silver Lexus IS200 at 94 miles per hour in a 65 miles per hour zone. He then initiated a traffic stop for the speed violation (violation of F.S.S. 316.187 (2)(b)). He activated the patrol vehicle’s emergency lights (blue lights) and siren. The vehicle came to a controlled stop southbound on Interstate 95, south of Linton Blvd, on the inside shoulder. Sgt. Torres approached the vehicle on the driver's side and identified himself. Sgt. Torres advised the driver and sole occupant of the reason for the traffic stop (speed violation).
Sgt. Torres noted that the driver provided a false name, date of birth, and social security number (violation of F.S.S. 843.02). Additionally, the driver failed to provide an insurance card (violation of F.S.S. 316.646 (1)). The vehicle was bearing a Florida registration tag HSKK30, which expired in February 2024. Per DAVID, the attached tag was not assigned to any vehicle. The Lexus was not registered (violation of F.S.S. 320.02 (1) and 320.261). Sgt. Torres advised that during the traffic stop, the driver refused to provide her driver's license and then put the vehicle in drive and fled from Sgt. Torres (violation of F.S.S. 316.1935 (3)(a)). Sgt. Torres then initiated a pursuit of the vehicle, with his emergency lights and siren remaining activated. The vehicle fled southbound on Interstate 95 at a high rate of speed (well over 120 miles per hour, according to Sgt. Torres). The driver operated the vehicle recklessly, with wanton disregard for other motorists. Sgt. Torres noted that the driver cut off multiple vehicles, temporarily traveled on the emergency shoulder, conducted multiple improper lane changes, and drove aggressively at a high rate of speed (violation of F.S.S. 316.192 (1)(a)).
The vehicle eventually exited onto State Road 808 (Glades Road). It traveled on the outside shoulder of the exit ramp to continue westbound on State Road 808. While traveling at a high rate of speed, the left side of the vehicle collided with a white Mercedes passenger car, causing damage to its right side. The driver of the Lexus fled the scene of the traffic crash (violation of F.S.S. 316.061(1)). While negotiating a right turn onto westbound State Road 808, the driver of the Lexus failed to reduce the vehicle’s speed and collided with the inside guardrail. The vehicle came to a final rest westbound on State Road 808 at Wyndham Way, in the inside left turn lane, facing west, due to the damage it sustained during the collision with the white Mercedes and the inside guardrail. The driver then fled on foot and crossed the eastbound lanes of State Road 808. Sgt. Torres pursued the suspect on foot and apprehended her in the grass ditch. Sgt. Torres stated he took the suspect to the ground as she continued to try to flee on foot. During this incident, Sgt. Torres injured his left leg and sustained a cut to his forehead. Sgt. Torres detained the suspect and placed her in the back of his patrol vehicle. The driver was positively identified by her valid Florida ID card J400-801-00-928-0 as TYIANA A'MYA JOLLY, with a date of birth of 11/28/2000. Ms. Jolly was operating the Lexus with a suspended driver's license (2nd offense, violation of F.S.S. 322.34 (2)(b)). During the vehicle inventory, a vape pen and a small amount of a green leafy substance were located. The suspect’s vehicle was towed by Emerald Towing. I conducted a search of the suspect before placing her into Trooper Harty's patrol vehicle. When I asked her why she fled from Sgt. Torres, she stated she was stupid and that she fled because she did not have a license and knew her vehicle was not registered.
Sgt. Torres was transported to the hospital for treatment via ambulance. Ms. Jolly was not injured during this incident but was transported by Trooper Harty and Trooper Alson to the hospital for medical clearance. After obtaining medical clearance, Trooper Harty and Trooper Alson transported the suspect to the Palm Beach County Jail for booking. This incident was recorded via in-car camera of FHP0606. This incident occurred in Palm Beach County, FL, and will be supplemented by Sgt. Torres upon his return to full duty.

On January 29, 2024 at around 11:20 p.m., an FHP trooper patrolling State Road 79 in Bay County, Florida, observed a white Chevrolet Malibu speeding at approximately 110 mph in a 65 mph zone. The vehicle's speed was confirmed at 108 mph using radar. When the trooper attempted a traffic stop, the Malibu accelerated onto U.S. 98, swerving recklessly across the roadway.

FHP High-Speed Pursuit in TAMPA, FLORIDA

Police Report: On 6/19/2024, at approximately 1:43 AM, I was conducting traffic enforcement on Interstate 4 westbound near mile marker 4 when I observed a light blue Toyota Corolla bearing Florida tag traveling westbound in the middle lane at a high rate of speed. I visually estimated the vehicle’s speed to be over 100 mph in a 60 mph zone. I began overtaking the vehicle and observed the driver of the suspect vehicle weaving through traffic and passing vehicles on the right still at a high rate of speed. While overtaking the vehicle, near mile marker 1, I obtained a pace clock on the vehicle at 87 mph in a 55 mph zone for ⅛ of a mile. I then activated my emergency lights and siren on my marked Florida Highway Patrol vehicle, initiating a traffic stop.
The suspect vehicle began to move to the shoulder multiple times but continued westbound, failing to stop despite having multiple locations on the paved shoulders where the vehicle could have pulled over. While approaching the interchange with Interstate 275, the driver of the suspect vehicle, later identified as JEREMY ALPHONSO RUSSELL by his Florida Identification Card (, began to accelerate, making an abrupt maneuver entering the Interstate 275 northbound entrance ramp. At approximately 1:45 AM, I was in pursuit of the suspect vehicle.
As we entered Interstate 275 northbound, Russell cut across the gore/apex of the entrance ramp, improperly entering the limited access facility, and accelerated to continue to flee and elude law enforcement. Near MM45, the surrounding traffic cleared, and I recognized an opportunity to terminate the pursuit quickly to prevent an extended high-speed pursuit and preserve the safety of the other motorists on the roadway. Therefore, I approached the suspect vehicle from the rear and contacted the rear left of the suspect vehicle with the front right of my patrol vehicle, performing a Precision Immobilization Technique (PIT). The suspect vehicle rotated, ran off the roadway to the right, and struck the concrete barrier wall on the right shoulder. I attempted to box in the vehicle, exited my patrol car, and began giving loud verbal commands to Russell and the three other occupants in the vehicle. Russell then accelerated and once again continued fleeing and eluding law enforcement northbound on Interstate 275.
I continued pursuing the suspect vehicle, who then took the Interstate 275 mile marker 46B exit to eastbound SR-874 (E Dr. Martin Luther King Jr. Blvd). The suspect vehicle made a right turn at the bottom of the ramp to go eastbound on SR-574, but due to the prior damage from the PIT maneuver, began sliding. Once again, I recognized an opportunity to terminate the pursuit as quickly as possible and intentionally contacted the rear right of the suspect vehicle with the front right of my patrol car, rendering it disabled.
With the vehicle now stopped, I exited my patrol car and gave loud verbal commands to Russell and the other three occupants at gunpoint. Other troopers and officers with the Tampa Police Department responded to assist with the takedown and apprehending the suspects. At approximately 1:51 AM, all occupants of the vehicle were taken into custody.
A search of Russell's person incident to arrest revealed a black wrapper with a white powder substance tucked in his left sock. Russell admitted to the substance being molly.
The front right passenger was identified as JAMESHIA DANIELLE PARKS by her Florida Identification Card. The rear right passenger was identified as LILYIAN YVONNE SMITH by her Florida Identification Card. The rear left passenger was identified as FRANK LEON DOYLE, by his Florida Identification Card.
A search of the vehicle revealed a scale with a white powdery substance in Parks’ purse in the front right seat and a small clear bag of a purple powder substance in a smaller purse also in her possession. Next to the vehicle was a green, white, and yellow Krazy Glue container with a red cap that contained rocks of hard cocaine. On scene, I reviewed my dash camera and observed Parks at 1:48:55 AM toss the Krazy Glue container from the front passenger window. Also, in the small purse that contained the purple powdery substance was the smaller Krazy Glue container that originally would come inside the larger container that Parks threw from the vehicle.
All evidence was seized, and Parks and Russell were taken into custody while Doyle and Smith were released. I placed Russell in the back of my patrol vehicle, and Parks was placed in the back of Trooper Marocola's (5180) patrol vehicle to be transported to the Hillsborough County Jail. Both were booked into jail without any further incident. All events occurred in Hillsborough County, Florida.
