The European Scrutiny Committee is a select committee of the House of Commons in the Parliament of the United Kingdom. The remit of the Committee is to assess the legal and political importance of each EU document, and decide which EU documents are debated. The committee also monitors the activities of UK Ministers in the Council, and keeps legal, procedural and institutional developments in the EU under review.

Sovereignty issue remains in Treaty talks, Fabian Picardo tells Commons European Scrutiny Committee
The Chief Minister has told the House of Commons European Scrutiny Committee one issue remains in Treaty negotiations, where it's "difficult to strip out sovereignty".
Taking questions on the state of negotiations on post-Brexit border and trade arrangements for the Rock, Fabian Picardo would not be drawn on details but stressed talks were paused because of Spanish elections and not due to issues relating to the Gibraltar Airport.
He reiterated there would be no concessions on Sovereignty, Jurisdiction and Control but admitted a referendum may be necessary if a Treaty changes the balance of the way things are done in Gibraltar.

The European Scrutiny Committee has spent time at Gibraltar’s frontier and has talked to officials as well as citizens with blue ID cards who have recently experienced difficulties crossing into Spain.
The committee says their fact-finding mission has given them an invaluable “on the ground” understanding of the problems at the frontier. It says this will be fed into a report expected to be submitted to the U.K. Parliament in autumn.
