Social action, like all action, may be oriented in four ways:
(2) value-rational (wertrational), that is, determined by a conscious belief in the value for its own sake of some ethical, aesthetic, religious, or other form of behavior, independently of its prospects of success;
(3) affectual (especially emotional), that is, determined by the actor's specific affects and feeling states;
Each Commissioner is first nominated by their member state in consultation with the Commission President, although the President holds little practical power to force a change in candidate. The more capable the candidate is, the more likely the Commission President will assign them a powerful portfolio, the distribution of which is entirely at his discretion. The President's team is then subject to hearings at the European Parliament which will question them and then vote on their suitability as a whole. If members of the team are found to be inappropriate, the President must then reshuffle the team or request a new candidate from the member state or risk the whole Commission being voted down. As Parliament cannot vote against individual Commissioners there is usually a compromise whereby the worst candidates are removed but minor objections are put aside so the Commission can take office. Once the team is approved by parliament, it is formally put into office by the European Council (TEU Article 17:7).
European Commissioner for Digital Economy and Society
The Commissioner for Digital Economy and Society (previously for Digital Agenda) is a member of the European Commission responsible for media and information issues such as telecoms and IT. Günther Oettinger has held the office since November 1, 2014.
Viviane Reding
Viviane Reding (2004-2010) found a relatively popular policy in seeking to lower roaming charges of mobile phones when travelling within the European Union, stating: "For years, mobile roaming charges have remained unjustifiably high. We are therefore tackling one of the last borders within Europe's internal market". Her legislation to cap roaming charges was approved by the Parliament in April 2007. Reding's successor Neelie Kroes greatly extended the range of the roaming regulation, to include data charges amongst others.
On 7 April 2006 the Commission launched the new ".eu" TLD for websites for EU companies and citizens wishing to have a non-national European internet address. This has proved popular with 2.5M being registered by April 2007. It is now the seventh most popular TLD worldwide, and third in Europe (after .de and .uk)
A society is a group of people involved in persistent social interaction, or a large social grouping sharing the same geographical or social territory, typically subject to the same political authority and dominant cultural expectations. Societies are characterized by patterns of relationships (social relations) between individuals who share a distinctive culture and institutions; a given society may be described as the sum total of such relationships among its constituent members. In the social sciences, a larger society often evinces stratification or dominance patterns in subgroups.
Insofar as it is collaborative, a society can enable its members to benefit in ways that would not otherwise be possible on an individual basis; both individual and social (common) benefits can thus be distinguished, or in many cases found to overlap.
A society can also consist of like-minded people governed by their own norms and values within a dominant, larger society. This is sometimes referred to as a subculture, a term used extensively within criminology.
Society was an 1865 comedy drama by Thomas William Robertson regarded as a milestone in Victorian drama because of its realism in sets, costume, acting and dialogue. Unusually for that time, Robertson both wrote and directed the play, and his innovative writing and stage direction inspired George Bernard Shaw and W. S. Gilbert.
Origins
The play originally ran at the Prince of Wales's Theatre, Liverpool, under the management of Mr A. Henderson, opening on 8 May 1865. It was recommended to Effie Wilton, the manager of the Prince of Wales's Theatre in London's West End, by H. J. Byron, where it ran from 11 November 1865 to 4 May 1866 Robertson found fame with his new comedy, which included a scene that fictionalized the Fun gang, who frequented the Arundel Club, the Savage Club, and especially Evans's café, where they had a table in competition with the Punch 'Round table'. The play marked the London debut of Squire Bancroft, who went on to marry Effie Wilton in 1867 and become her co-manager.

Our guest is the newest member of the European Commission. Mariya Gabriel is a member of the Bulgarian prime minister's GERB party. She is also someone who knows the European institutions well, having served as an MEP since 2009. Last year she took on the Digital Economy and Society portfolio, just months before her native Bulgaria took over the rotating EU presidency.
We ask her just how "digital" Europe is: how the EU thinks a move to a more high-tech culture will improve daily life for Europeans, how the Commission intends to get us up to speed with digital skills, and how cyberattacks and fake news threaten the EU’s citizens and institutions.
