Trustee Evans Bodycam Video - February 6, 2023 - Records Request Incident
This is the bodycam video involving the false claims of assault against Trustee Evans by a township employee which occurred on February 6, 2023.
Mark Evans went into townhall after numerous records requests were not provided nor responded to. Mark Evans, as a resident, had to request these records due to the records being withheld from him as trustee.
Upon entering, the township secretary refused to provide the records and subsequently abandoned her desk and left the building along with Mrs. McKee. Mark Evans transitioned into his trustee role as he believed the township building was unoccupied. Trustee Evans then proceeded to look for the records which were requested. A trustee has complete oversite of the township and lawful access to all records. a trustee is the employee's superior.

Water Board member Trent Stepp (appointed early and without advertisement, interview or being on the agenda) and candidate (he stated he will serve on both boards if he becomes trustee, only Carlisle previously did that), once again stated he does not want the developers to directly pay for the cost of the Wagram Treatment Plant which has ballooned to $84 million (originally $25 million). Mr. Stepp prefers to divert money from the schools using TIFs towards the sewage plant.
This diversion of revenue will shift the burden of school expansion onto the residents when the schools have to place levies and bonds to gain needed revenue for expansion. Development should be reducing the tax burden on residents, not increase them.
McKee approved purchase order for the new video security system. The old one was removed without authorization last October by McKee after being installed for less than a month after she covered up the cameras. The 2022 system cost almost $10k. this new system will cost $10k+. This is unnecessary spending when all that needs to be done is return the previous NVR and plug in the cameras.... at no cost.
Overspending limits set in place continue. Limits are routinely disregarded (2022 McKee overspent the outside counsel legal limit of $10k by $30k+).
Proper administration needs to be restored.

Laura Brown, will have the approval of her Trustee appointed supervisor for the office

f. Motion to set mileage reimbursement for 2023 at the current IRS rate at the time of the
reimbursement request.
g. Motion to contract with Health Consortium for random employee drug and alcohol testing
for 2023 and for to be the township representative.
h. Motion to pay the Trustees and Fiscal Officer on a salary basis by salary according to the Ohio Revised Code, equal monthly payments to be paid at the first regular meeting of the month.
i. Motion to pay all township employees every two weeks, the Wednesday following the end of the pay period.
j. Motion to continue the number of work hours, rates of pay, number of employees and status. The full-time employees are Laura Brown, Donald Copley, Ethan Lorenz, Terry Holtz, Brandon Menninger, and John Singleton. Pay rates are as certified with the Fiscal Officer.
k. Motion to compensate the Zoning Commission and the Board of Zoning Appeals members, $ ($55) per meeting and the chair person $ ($80) per meeting.

between meetings with the approval of his Trustee appointed supervisor. The secretary,
Laura Brown, will have the approval of her Trustee appointed supervisor for the office
supplies and postal expenses.
f. Motion to set mileage reimbursement for 2023 at the current IRS rate at the time of the
reimbursement request.
g. Motion to contract with Health Consortium for random employee drug and alcohol testing
for 2023 and for to be the township representative.
h. Motion to pay the Trustees and Fiscal Officer on a salary basis by salary according to the Ohio Revised Code, equal monthly payments to be paid at the first regular meeting of the month.
i. Motion to pay all township employees every two weeks, the Wednesday following the end of the pay period.
j. Motion to continue the number of work hours, rates of pay, number of employees and status. The full-time employees are Laura Brown, Donald Copley, Ethan Lorenz, Terry Holtz, Brandon Menninger, and John Singleton. Pay rates are as certified with the Fiscal Officer.
k. Motion to compensate the Zoning Commission and the Board of Zoning Appeals members, $ ($55) per meeting and the chair person $ ($80) per meeting.
l. Motion to approve expenditure for members of Zoning Board, Board of Zoning Appeals and other boards to attend necessary training conferences and seminars. Trustee approved meetings will be compensated with a meeting stipend of fifty dollars ($55.00) plus mileage expense.

This is the bodycam video involving the false claims of assault against Trustee Evans by a township employee which occurred on February 6, 2023.
Mark Evans went into townhall after numerous records requests were not provided nor responded to. Mark Evans, as a resident, had to request these records due to the records being withheld from him as trustee.
Upon entering, the township secretary refused to provide the records and subsequently abandoned her desk and left the building along with Mrs. McKee. Mark Evans transitioned into his trustee role as he believed the township building was unoccupied. Trustee Evans then proceeded to look for the records which were requested. A trustee has complete oversite of the township and lawful access to all records. a trustee is the employee's superior.
While searching for the records, the zoning inspector rushed the secretary's desk from his office toward Trustee Evans. In shock and believing this was an imminent attack, Trustee Evans stopped the advance of the zoning inspector's fist over the desk by grabbing his wrist. The zoning inspector then slammed the joined hands down onto a laptop.
This video was voluntarily provided by Trustee Evans to the Licking County Prosecutor's office on 2/7/23.
On 2/10/23 Deputy Maddox with the Licking County Sheriff's Office informed Trustee Evans that all charges were declined. This video went to prove Trustee Evans' statements and account.
A civil protection order was also attempted by the employee against Trustee Evans. The initial temporary order was granted solely based on the alleged complaint of the employee, this is standard. Trustee Evans was looking forward to the court date where actual evidence would be heard to refute the false allegation. Two days before the court date, the employee dropped the request, avoiding testifying under oath.
Trustee Evans is grateful he had the video footage to refute the false allegations. Trustee McKee prevented cameras from capturing the townhall activity, going so far as covering and removing the video security system previously as well as ensuring there were no cameras in the office area.
Due to a continuous hostile environment experienced by Trustee Evans at the township, Trustee Evans felt it necessary to use his inspection body camera to protect himself from false claims and abusive behavior while in the township hall.
Trustee Evans would have released this video prior to this date. However, the bodycam video served its purpose in providing the truth to law enforcement, the prosecutor and court.
Trustee Evans felt no need to publicly show the inappropriate behavior and insubordination of the two employees involved. There was no need to make their actions public in such detail, inappropriate as they were. Trustee Evans expected this behavior to be dealt with internally, which it was not.
Instead, many, including a fellow trustee, attempted to make false claims about the event.
After this video was recently obtained and published by those wanting to use it for political purposes and make false representations of the actions which transpired, Trustee Evans wanted to ensure the full unedited version was available.
This incident caused Trustee Evans to personally spend $3,250 the day of the incident on legal representation to ensure this false, but serious accusation, was properly addressed.
Trustee Evans is dismayed by such conduct and simply wants the law to be followed and records to be provided to anyone that asks. Unfortunately, the actions of others led to this incident.
Proper administration of the township and lawful response to records requests must be restored.
