Most state rely on paper bureaucracy to ensure that the state can function and provide services. Paper bureaucracy has been part and parcel of how we maintain states and corporations since the Chinese invented the first paper bureaucracy systems of management 3000 years ago.
But as you all probably know, bureaucracy kinda sucks. It costs a lot to maintain, and in the worst cases bureaucracy can turn a state into a labyrinthian monstrosity that can be near to impossible to navigate.
Estonia is a Baltic country that in recent years has been embarking on reform programs that are intended to change this. Estonia is a “Paperless state” meaning a state that has effectively removed all paper from it’s bureaucracy and replaced it with a digital state structure. In this short video I would like to introduce you to the digital state and argue for it.

The Baltic Sea claimed 852 people's lives by drowning and freezing them to death in the 8 degree C cold water. Only 95 bodies were ever recovered. The wreck of the Estonia was not salvaged, but sealed, covered in sand and declared an official burial ground.
The 150 metre long Estonia left the Estonian capital Tallin and sailed into a raging Baltic Sea. Unlike the other car ferries on the route, the Estonia ran at full speed into waves more than 15 meters tall. Six hours into the voyage, she sank to a depth of more than 75 metres.
The first sign of danger was the sound of metal scraping against metal. The sound was caused by the weakly constructed locks on the bow visor breaking under the strain of the waves. The visor eventually...

I decided to take a closer look at one of the worst disasters of the 20th century, the sinking of the ferry Estonia.
A brand new swedish documentary shed some new light onto the sinking and discovered a hole on the right side of the ship..

New evidence from the sinking of MS Estonia (2023 Update)
The forward ramp of the MS Estonia has been raised from the seabed as of today. It was said to be sealed shut during the sinking and only recently discovered to be wide open so it was decided to bring it up to the surface for more research.
For me I still believe somesort of a vessel hit the Estonia that caused it to sink, although I do see how the ramp could have slammed against the forward part of the ship time and time again in the storm from wave to wave.. but many have stated (specially the engine crew) that the RAMP was always closed and water was splashing through the sides of it.. which was also confirmed shut by divers in November of 1994 when they dove to the ferry.. but maybe the ramp just slid back to a closed position when sinking and then rusted shut.

At the time of the accident there were 989 people on the ship, of whom 852 lost their lives.
The wreck rests in about 80 meters of water.
The wreck is located approximately 22 nautical miles (40 kilometres) south-southeast of the island of Utö.

Sinking of the MS Estonia
MS Estonia was a cruiseferry built in 1980 at the West German shipyard Meyer Werft in Papenburg. In 1993, she was sold to Nordström & Thulin for use on Estline's Tallinn–Stockholm route. The ship's sinking on 28 September 1994, in the Baltic Sea between Sweden, Finland and Estonia, was one of the worst maritime disasters of the 20th century, claiming 852 lives.
The official report concluded that the bow door had separated from the vessel, pulling the ramp ajar. The ship was already listing because of poor cargo distribution, and the list increased rapidly, flooding the decks and the cabins. Shortly, power failed altogether, inhibiting search and rescue, and a full-scale emergency was not declared for 90 minutes. Of the 989 on board, 138 were rescued. A Brief History of: The MS Estonia Disaster (Documentary)
Learn while you're at home with Plainly Difficult!
The MS Estonia was a cruise-ferry built in 1980.
On 28 September 1994 horror engulfed the vessel when Within an hour over 15,598 tons and 852 lives would be lost beneath the waves of the baltic sea.
The cause would be disputed but is mainly attributed to a failure of the vessels Bow Visor.

The Baltic Sea claimed 852 people's lives by drowning and freezing them to death in the 8 degree C cold water. Only 95 bodies were ever recovered. The wreck of the Estonia was not salvaged, but sealed, covered in sand and declared an official burial ground.
The 150 metre long Estonia left the Estonian capital Tallin and sailed into a raging Baltic Sea. Unlike the other car ferries on the route, the Estonia ran at full speed into waves more than 15 meters tall. Six hours into the voyage, she sank to a depth of more than 75 metres.
The first sign of danger was the sound of metal scraping against metal. The sound was caused by the weakly constructed locks on the bow visor breaking under the strain of the waves. The visor eventually broke off of the ship, uncovering the opening to the car deck behind. Water rushed in and destabilised the ship, starting a catastrophic chain of events that brought the ship down.
Without warning, the vessel lurched some 20 degrees to starboard, and would continue to tilt to 90 degrees. Passengers were in danger of getting crushed under falling equipment. At such an angle, it was all but impossible to move around. Those who were going to survive had already reached the deck. Tragically, by then most of the lifeboats could not be released due to sideways tilt of the ship. Soon, the ferry slipped beneath the waves into a watery grave.
The Estonia disaster occurred on Wednesday, 28 September 1994, between about 00:55 to 01:50.

A brand new swedish documentary shed some new light onto the sinking and discovered a hole on the right side of the ship..

New evidence from the sinking of MS Estonia (2023 Update)

The forward ramp of the MS Estonia has been raised from the seabed as of today. It was said to be sealed shut during the sinking and only recently discovered to be wide open so it was decided to bring it up to the surface for more research.
For me I still believe somesort of a vessel hit the Estonia that caused it to sink, although I do see how the ramp could have slammed against the forward part of the ship time and time again in the storm from wave to wave.. but many have stated (specially the engine crew) that the RAMP was always closed and water was splashing through the sides of it.. which was also confirmed shut by divers in November of 1994 when they dove to the ferry.. but maybe the ramp just slid back to a closed position when sinking and then rusted shut.
People have also stated that they heard multiple bangs during the sinking.. which would point to the RAMP bouncing up and down against the hull of the ship..
And when looking at the bow visor that was raised just after the sinking the damage does look like it could have just clipped the very front of the ships bulbous bow, maybe there is some paint scrape marks that would support this on both the bow visor and the bulbous bow.
Finally.. the damage to the hull of the ship on the side.. looking at the ROV videos we can clearly see that the seabed is basicly a rocky cliff.. not mud.
Maybe the ship hit it with enough force during the sinking to make such damage.. or rolled a bit over the years.
So.. I can fully understand how people are so divided about the sinking of MS Estonia.

MS Estonia was a cruiseferry built in 1980 at the West German shipyard Meyer Werft in Papenburg. In 1993, she was sold to Nordström & Thulin for use on Estline's Tallinn–Stockholm route. The ship's sinking on 28 September 1994, in the Baltic Sea between Sweden, Finland and Estonia, was one of the worst maritime disasters of the 20th century, claiming 852 lives.
The official report concluded that the bow door had separated from the vessel, pulling the ramp ajar. The ship was already listing because of poor cargo distribution, and the list increased rapidly, flooding the decks and the cabins. Shortly, power failed altogether, inhibiting search and rescue, and a full-scale emergency was not declared for 90 minutes. Of the 989 on board, 138 were rescued. The report criticised the passive attitude of the crew, failing to notice that water was entering the vehicle deck, delaying the alarm, and providing minimal guidance from the bridge.
