In the Middle Ages, the Low Countries were situated around the border of France and the Holy Roman Empire, forming a part of their respective peripheries, and the various territories of which they consisted had de facto become virtually autonomous by the 13th century. Under the Habsburgs, the Netherlands were organised into a single administrative unit, and in the 16th and 17th centuries the Northern Netherlands gained independence from Spain as the Dutch Republic. The high degree of urbanization characteristic of Dutch society was attained at a relatively early date. During the Republic the first series of large scale Dutch migrations outside of Europe took place.
Answer: you just say "no". In America, I used to use phrases like "I'm okay" or "I'm good" to indirectly indicate that I'm saying "no, thanks." This worked perfectly fine until I moved to the Netherlands! Dutch people are known for being direct and this showed when they interpreted my indirectness as saying "yes"! This happened to me a lot of times when I would first visit the Netherlands.

What are Dutch People Like?
In this video I'm walking the streets of the Netherlands asking Dutch people what personality characteristics are most common among the Dutch. Both positive and negative perspectives are included to give you balanced true to life insights.
------
Dutch people's personality traits are often described as having a high degree of directness and bluntness, mostly due to the fact that they have a pragmatic mentality. Common Dutch stereotypes are that they're cheap, good at making cheese and good at making windmills.
When considering the question "what are Dutch people like", tolerant and liberal also comes to mind. Other characteristics are their strong work ethic and their ability to make money. It's ingrained in the Dutch culture that if you work hard, you can make a good life for yourself....

Culture SHOCK: a DUTCH PARTNER !?
The culture shock: a Dutch partner!? (= een Nederlandse partner)
- How to love a Dutch person?
- What are typical obstacles in a relationship with a Dutch boyfriend or Dutch girlfriend?
- Are there taboos? Or you can talk about anything you want?
- What about the work-life balance?
- Are Dutch guys real gentlemen?
- And how is it after marriage: a Dutch husband / Dutch wife?
These questions we asked to foreigners who are in a relationship with a Dutch person.

People in the Netherlands often travel by bike, and the country has a strong cycling culture. That's what the Dutch are most known for, and it's what you may see in the news sometimes.
The Netherlands is a popular tourist destination among foreigners, and apart from speaking Dutch, almost all Dutch people are able to communicate in English. So don't be afraid to ask for help. It's not difficult to find someone who can help you out with a short conversation. The Dutch are well-known for their friendliness.
