The Despotate of Arta was a despotate established by Albanian rulers during the 14th century, when Albanian tribes moved into Epirus and founded two short-lived principalities there. The Despotate of Arta was created after the defeat of the local Despot Nikephoros II Orsini by the Albania tribesmen in the Battle of Achelous in 1359 and ceased to exist in 1416, when it passed to Carlo I Tocco.

Creation
In the late spring of 1359, Nikephoros II Orsini, the last despot of Epirus of the Orsini dynasty, fought against the Albanians near river Acheloos, Aetolia. The Albanians won the battle and managed to create two new states in the southern territories of the Despotate of Epirus. Because a number of Albanian lords actively supported the successful Serbian campaign in Thessaly and Epirus, the Serbian Tsar granted them specific regions and offered them the Byzantine title of despotes in order to secure their loyalty.
The two Albanian lead states were: the first with its capital in Arta was under the Albanian nobleman Peter Losha, and the second, centered in Angelokastron, was ruled by Gjin Bua Spata. After the death of Peter Losha in 1374, the Albanian despotates of Arta and Angelocastron were united under the rule of Gjin Bua Spata.
Arta (or Artas in Kharoshthi) was the elder brother of the well known Gandhara ruler Maues or Moga.

Some of Kharaosta's known coins write Ortas instead of Artas.
Scholars state that Yuvaraja Kharaosta Kamuio of the Lion Capital Inscriptions is same Kshatrapa Kharaosta whose coins have been studied by Dr Rapson and Dr Luders. It is now generally agreed that Kshatrapa Kharaosta was son Arta, and that Yuvaraja Kharaosta and Kshatrapa Kharaosta were one and same historical personage.

Based on the estimates of the relative ages of various personages portrayed in Lion Capital Inscriptions, Dr Stein Konow has determined that Yuvaraja Kharaosta Kamuio (i.e. son of Artas) was the father of Aiyasi Kamuia, the chief queen (Agra-Mahisi) of Saka Mahakshatrapa Rajuvula.See also: .
An older view was that Arta, the father of Kharaosta, was the first husband of Rajuvula's chief queen who had married Rajuvula after Arta's death. However, Dr S Konow does not accept this view. The fact that last nameKamuia has been used both by Yuvaraja Kharaosta as well as by princess Aiyasi clearly proves that Aiyasi Kamuia was the daughter and not mother of Yuvaraja Kharaosta Kamuio, since it is the father's and not mother's lineage which is adopted by their off-springs.
The regional unit of Arta is located north of the Ambracian Gulf. The main mountain ranges are the Athamanika in the northeast, the Pindus in the east, and Valtou in the southeast. Only one mountain road links Arta with the Pineios valley and Thessaly. There are low-lying agricultural plains in the west. Arta borders on the regional units of Preveza in the west, Ioannina to the north, Trikala in the east, Karditsa to the east and Aetolia-Acarnania to the south.
The main rivers are the Acheloos in the east, the Arachthos in the centre, and the Louros in the west. Most of the population lives in the west, in the Arachthos valley, south and east of Arta. The Athamanika and Valtou mountains are the least populated.
