Charles David Welch (born 1953) is an American diplomat who served as Assistant Secretary of State for Near Eastern Affairs in the United States Department of State from 2005 through 2008. On August 14, 2008 in Tripoli, Welch signed the U.S.-Libya Comprehensive Claims Settlement Agreement paving the way for the restoration of full diplomatic and commercial relations between the two countries after a 25-year break. Welch is currently the president of the Europe, Africa & Middle East division of Bechtel.
From 1977 to 1979, David Welch served in the Office of the Under Secretary for Security Assistance, Science and Technology. He was appointed political officer at the U.S. embassy in Islamabad (1979–81) and returned to the State Department where he was desk officer for Syria (1981) and Lebanon (1982-3).
David F. Welch, Ph.D, (born October 26, 1960) is an American businessman and research scientist. Welch is a pioneer in the field of optical devices and optical transport systems for telecommunications networks. Welch first made it possible to commercially deploy reliable 980nm laser pumps, needed in low noise optical amplifiers employed in dense wavelength division multiplexing (DWDM) telecommunications systems. He also achieved the first commercial optoelectronics integrated circuit, several years ahead of any competing research or developments laboratory.
Welch was born in Washington, D.C., on October 26, 1960, the youngest of seven children in his family. Welch attended Severna Park High School, a public school in Severna Park, Maryland, and entered the University of Delaware to study electrical engineering at the age of 16. Welch earned a Bachelor of Science in Electrical Engineering from the University of Delaware in 1981 and a Ph.D in Electrical Engineering from Cornell University in 1985.
Welch's 2007 season was spent with the Class-A Advanced Brevard County Manatees where he allowed the fewest baserunners per game by a starter in the Florida State League (FSL). He recorded the ninth-lowest ERA (ERA) with a 3.43 clip in the FSL. He allowed the second-fewest walks per nine innings and fifth-best ERA as a starter in the FSL. He went 6–7 with a 3.43 ERA in 29 games, 20 starts, and led the team in innings pitched with 1202⁄3 innings. He was placed on the disabled list on 13 April with a concussion and was reinstated on 23 April.
David Welch is an academic historian specialising in the study of twentieth-century propaganda. He is Professor of Modern History and Director of the Centre for the Study of Propaganda and War at the University of Kent. He is the editor of Routledge's Sources in History series and has also written many articles for History Today.
Biography
David Welch attained his doctorate at the London School of Economics. After several other appointments which he undertook, he became the Professor of Modern History under the University of Kent from 1992 onwards.
Welch also have a keen interest on the football club Tottenham Hotspur.

David (Bulgarian:Давид) (died 976) was a Bulgarian noble, brother of Emperor Samuel and eldest son of komes Nicholas. After the disastrous invasion of Rus' armies and the fall of North-eastern Bulgaria under Byzantine occupation in 971, he and his three younger brothers took the lead of the defence of the country. They executed their power together and each of them governed and defended a separate region. He ruled the southern-most parts of the realm from Prespa and Kastoria and was responsible for the defence the dangerous borders with Thessalonica and Thessaly. In 976 he participated in the major assault against the Byzantine Empire but was killed by vagrant Vlachs between Prespa and Kostur.

However, there's also another version about David’s origin. David gains the title "comes" during his service in the Byzantine army which recruited many Armenians from the Eastern region of the empire. The 11th-century historian Stepanos Asoghik wrote that Samuel had one brother, and they were Armenians from the district Derjan. This version is supported by the historians Nicholas Adontz, Jordan Ivanov, and Samuil's Inscription where it’s said that Samuel’s brother is David. Also, the historians Yahya and Al Makin clearly distinguish the race of Samuel and David (the Comitopouli) from the one of Moses and Aaron (the royal race):
